jednoho ze sa eli ních ho nických měs na Os a sku blízkos i
pláno ané ačás ečně pos a ené No é Os a y. No á Ka iná jako
jedno znapláno aných socialis ických měs p ožila s oje období
ůs u, kdy se ize oz oje ěžby uhlí aocelářs í  egionu je ila
jako nekonečný úspěšný příběh s ejně jako budo ání socialis-
mu. Op imis ická ize budoucnos i ale už 80. le ech 20. s ole í
začala z áce na akcele aci, aby pak  ela i ně k á kém období
po oce 1989 došlo celé oblas i kú lumu ěžby a edukci na ni
na ázaného ěžkého p ůmyslu.
Vpočá ku 90. le 20. s ole í s álo měs o Ka iná před
o ázkou, jak se no ý hospodářský sys ém p omí ne do p os ředí
měs a ao li ní jeho oz oj. Příkladem ěch o ú ah ajejich od a-
zu p ak ickém pláno ání a ozhodo ání je zámě řešení cen a
sídliš i Ka iná-H anice, k e ý je zá o eň ilus ací p oměn
přemýšlení u banis ů aa chi ek ů i p ak ickém pláno ání
měs a. Dobo ou předs a u o oz oji souk omého podnikání
apodobě p os ředí, k e é by p o ně mělo bý y ořeno, ilu-
s uje ý oj zámě u zás a by p o neobsazenou plochu u čenou
p o občanskou yba enos bezp os řední blízkos i sídliš ě
H anice. Na řešení obchodního cen a Ka iná-H anice byly
p ní polo ině 90. le 20. s ole í ypsány d ě u banis icko-a -
chi ek onické sou ěže. A chi ek i jako au oři sou ěžních ná hů
ina azující u banis ické s udie ycházeli zdobo ého k i ického
z ahu ksídliš ím, jejich u banismu, eřejnému p os o u, ana-
konec ikpodobě panelo ých oby ných domů, sdíleného mezi
a chi ek y i eřejnos í. Diskuze se na přelomu 80. a90. le edla
opo řebě á i do p os ředí sídliš ě p ky adičního měs a,
obno i hie a chii p os o ů, klasické ulice anáměs í. Zá o eň
a chi ek i deba o ali okomunikační či elnos i s a eb ap os ředí
apo řebě ě ší pes os i ý azo ých p os ředků a chi ek u y
o li něných nepochybně pos mode nismem. Mís o na ok aji
sídliš ě H anice mělo bý pře ořeno na no é cen um sídliš ě,
kde byly ná zích upla něny dobo é předs a y oměs skos i
aměs o o nos i. Přes ože sou ěžní ná h yb aný kdalšímu
ozp aco ání dokládal možnos e apizace při ýs a bě, nenašel
se žádný in es o , k e ý by se do ak o koncipo aného p ojek u
pus il abul á anáměs í sku ečně pos a il. P ak icky y os lo
cen um zcela jiného ypu. Pos mode ní předs a u o adičním
měs ě nah adila u ili á ní budo a supe ma ke u obchodního
ře ězce pos a ená na mís ě pláno aného cen a  oce 1998
ak icky bez u banis ických azeb yšší ú o ně e z ahu
kokolí. Nenaplněné předpoklady, změny aúp a y jedno li ých
e apách pláno acího p ocesu nakonec zcela změnily pů odně
zamýšlený ýsledek.
Oby a elé sídliš ě absenci měs sky působícího cen a nepo-
ažují za ýznamný nedos a ek p os ředí, e k e ém žijí. Pů odní
cen um sídliš ě zůs alo u či é míře s ále unkční. No é
cen um, k e é předs a uje supe ma ke , unguje jako obchodní
cen um podle současných z yklos í. Díky laku na naplnění po-
s mode ní předs a y onáměs í abul á u sdominan ou kos ela
unikly možná důleži ější požada ky na no ou s a bu – důsledná
azba na s uk u u sídliš ě, kul i o ané okolí sdů azem na pěší
ná š ě níky, možnos komuni ní unkce aak i ního pa e u
budo y a neposlední řadě a chi ek onické řešení samo né
budo y, jejíž podoba naplňuje pouze základní po řebu nákupů
k y ém p os o u bez ambice y oři cokoli nad u o holou
unkčnos .

owns in he icini y o Os a a (Ha ířo , Bohumín, O lo á), No á Ka iná, as one o he planned
socialis ci ies, expe ienced i s own e a o g ow h when he ision o coal mining and s eel de elop-
men seemed o ha e an endless u u e o success—as wi h he building o socialism.

The a e o he en i e Mo a ian-Silesian pa o he Uppe Silesian coal basin is isible in i s
geog aphic a angemen s. P esen -day Ka iná2 was c ea ed in he 1940s h ough an a i icial com-
bina ion o se e al o iginally sepa a e his o ical illages and o he newly planned u ban sec ions.
Ka iná was o iginally a illage o he wes o he own o F yš á , which only gained impo ance a
he u n o he 19 h and 20 h cen u ies wi h he de elopmen o coal mining. Mining ac i i ies we e
also acause o he g adual physical disappea ance o he o iginal illage in he 1970s and 1980s.
Howe e , he name Ka iná became he designa ion o an en i e newly planned own. The his o -
ical cen e o oday’sci y is he o iginal F yš á , wi h he o he pa s o he cu en ci y singled ou
in i s cadas al a ea (No é Měs o, Mize o , H anice). Hence F ýš á , amedie al oyal own designa -
ed as such a he end o he 13 h cen u y, became New Ka iná, an a i icially c ea ed, as -g owing
se lemen o mine s wo king in he su ounding mines.
In 1946–1947 P o esso Liebsche om he Technical Uni e si y in B no was commissioned o
de elop a egula ion plan o New Ka iná3 o apopula ion o 50,000. In ensi e cons uc ion wo k
began a e 1948. A e he communis pu sch, housing cons uc ion had o be p o ided o eplace
housing in disappea ing illages and mining se lemen s in and a ound he unde mined a ea, and
o p o ide housing o he newly a i ing mine s and builde s o hea y indus y.
The s a o he cons uc ion o New Ka iná is ep esen ed by he edge o he ci y once known
as S aling ad, da ing 1947, in he ini ial phase using acons uc ion scheme based on unc ionalism.
The sou he n pa o S aling ad, buil in he 1950s (since 1971 called No é Měs o), al eady displays
he ypical o m in luenced by he pe iod o socialis ealism along he cen al Libe a ion A enue
( řída Os obození). The new zoning plan o Ka iná was elabo a ed by a chi ec Vladimí Meduna
in 1954–1955, hen a e 1955 by a chi ec Rudol Spáčil, wi h he plan being comple ed a he end o

Zoning Plan o 1962. A his ime, a chi ec s we e no longe es ained by he mo phology o 1950s
socialis his o icism, while he equi emen s o densi y (numbe o inhabi an s pe hec a e) and
he limi a ions on he a chi ec u al exp ession o he buildings imposed by p e ab ica ion and
panel echnology de e mined he bounda ies wi hin which he au ho s o he housing es a e
could ope a e. Ye i is impossible o speak o a chi ec s as incapable o seeking ways o espond
o in e na ional ends wi hin hese limi s. To place he u banism o he Ka iná-H anice housing

simila housing es a es can be ound, o example, in Finland, he mos amous being Tapiola nea
Helsinki. The Finnish a chi ec u e o mass housing wi h i s emphasis on he in eg a ion o homes
in o he na u al en i onmen and i s social aspec was a equen model o Czechoslo ak a chi-

nea oday’s oundabou (in e sec ion o Leono o a and Žižko a S ee s). In he o iginal plans o
he es a e, his a ea was always designa ed as g een space in connec ion wi h he Dubina Fo es
Pa k and he ci y ceme e y sou heas o Žižko a S ee . In he zoning plan e ec i e in 1977–198512,
his a ea, o iginally used as aclay pi , was lis ed as “a eas o municipal p oduc ion and se ices,
echnical acili ies and wa ehouses”. The subsequen zoning plan app o ed on 3 Oc obe 198913
al eady classi ies his a ea as “basic and highe de eloped ci ic ameni ies”, hence we can conclude
ha he change o use o he a ea and i s designa ion o ci ic ameni ies is an idea da ing om he
pe iod be o e he egime change in 1989. In ac , he a ea emained emp y and unde eloped un il
he ea ly 1990s, while he o iginal use as he clay pi has long since disappea ed.
In July 1992, he Ka iná Municipal Au ho i y, Depa men o U ban Planning, A chi ec u e

compe i ion condi ions we e speci ied as ollows:
