Multi-criteria evaluation of the state of professional theatres in the Czech Republic in terms of mixed public goods provided to the citizens

Abstract

The provision of public goods is an important aspect of public sector management, and it is a subject of specific conditions. Public Goods should be provided efficiently and in accordance to consumer demand and should meet the provider's political and financial priorities as well as other obligatory commitments. An important role also play the citizens that are increasingly appealing on the provision of high-quality, accessible and cost-effective public goods in line with the principle of "value for money". The evaluation of the provided public goods is, therefore, a topical issue. A particular case would be the provision of mixed public goods. This article deals with the topic of evaluation of mixed public goods provided in the cultural sector, specifically in the field of theatres. The basis of the economic value of cultural goods (products) and services is their rarity and utility value. Major difficulties are associated with the evaluation of freely available cultural goods or cultural services provided for non-equivalent admissions. Cultural goods often are of a high spiritual value in the eyes of the public, but, at the same time, their financial value is low. The aim of the paper is to evaluate the level of mixed public goods provided by Czech professional theatres from the perspective of technical and financial availability to citizens. For the assessment of the level of provided cultural goods, the multi-criteria evaluation method WSA is used. In terms of technical and financial aspects, the results of the research demonstrate a great variability across organizations associated in the Professional Theatres Association. The organizations are ranked according to the level of provided mixed public goods from best to worst.

1. Concep o Public Goods
F om heo e ical poin o iew, public goods a e p oduc s ha a e di icul o keep om
consump ion by nonpaye s (non-excludabili y), and o which anyone can consume as
much as desi ed wi hou educing he amoun a ailable o o he s (non- i al consump-
ion). The sub-ca ego ies o public a e public se ice and public good (p oduc ). In
economic li e a u e, he issue o consump ion o public goods was i s men ioned in he
wo ks o Pa e o and Schwie (1927). The i s de ini ion o public goods is a ibu ed o
P. A. Samuelson (1954) and is based on he pos ula e o economic goods di ided in o
p i a e and public. Public goods a e hen ca ego ized as pu e o mixed, a guing wi h he
p inciple o consump ion o he condi ions o non- i al consump ion and non-
excludabili y om he consump ion o a gi en public good.
The concep o public goods by Samuelson is ollowed by o he au ho s, especially
Musg a e (1959), who ex ended he issue wi h he pe spec i e o inancing om public
budge s. Acco ding o his iew (wi h which he au ho s o his a icle iden i y), among
public goods (bo h pu e and mixed) can be anked hose public se ices and public
goods (p oduc s) which a e inanced en i ely o pa ially h ough he alloca ion unc ion
o public budge s (in he Czech Republic i is he budge o he s a e, egion o
municipali y), ega dless on hei p o ide , which may be bo h p i a e and public. Simi-
la ly, his issue is deal wi h by Och ana e al. (2007).
The issue o public goods (especially public se ices) is b oached by many au ho s, as
can be encoun e ed in wo ks such as A ow (1963), Polli (1993), Samuelson,
No dhaus (2010), S igli z and Rosenga d (2015). Fo example, acco ding o S igli z

di ided in o ma ke , semi-ma ke and non-ma ke . Musg a e and Musg a eo á (1994)
s a e: "I we say ha public goods a e secu ed publicly, we mean ha hey a e co e ed

p oduced does no play a ole." Řežucho á (2010) adds ha he p o ision o public
se ices co e s a wide impo ance in he sense o gua an eeing, o ganizing, egula ing,
con olling and inancing o a speci ic public se ice. In e ms o public se ices,
benchma king is an example o one o he me hods o pe o mance e alua ion o o -
ganiza ions, which, acco ding o Nenadál e al. (2008), is de ined as a con inuous p o-
cess o measu ing o p oduc s, se ices, p ocedu es and me hods wi h he la ges com-
pe i o s on he ma ke espec i ely wi h hose businesses and ins i u ions ha ha e a
leading posi ion in he gi en a ea.
2. P oblem Desc ip ions

unbalanced (insu icien ) numbe o inqui ing on he demand side. In he cul u e sec o ,

decision-making subsidized on he basis o ad hoc decision-making by poli ical powe
holde s, usually ci y councillo s, as ci ies and municipali ies a e he mos equen
ounde s o hea es in he Czech Republic. Due o he long- e m compliance o elec ed

3. Speci ics o Czech Thea es

hea ical ac i i ies in he Czech Republic we e pe o med by 155 hea es, which man-
aged 180 pe manen hea e scenes. As o he o al numbe o o ganiza ions, hea es
es ablished by p i a e and legal pe sons p e ail in he Czech Republic (abou 2/3 o he
o al numbe ). The la ges concen a ion o p i a e hea es is in la ge ci ies, especially
in and a ound P ague (NIPOS, 2018). Unde e alua ed o ganiza ion (es ablished by he
s a e, egions o municipali ies) which a e membe s o he Associa ion o P o essional
Thea es in he Czech Republic, a e only 28 o ganiza ions, bu hey manage 56 pe ma-

4. Assessmen o Public Goods and Public Se ices
The e alua ion and measu emen o o ganiza ions p o iding compa able public goods
and public se ices o he popula ion is ela i ely common. Och ana a al. (2007) s a es
ha he p o ision o public se ices is o en associa ed wi h ex e nali ies and ine icien-
cy in he spending o public unds. This ine iciency hen leads o a lack o esou ces
and a educ ion o he se ices p o ided (Hampl, 2001). The o ganiza ions p o iding
public goods and public se ices in Finland we e e alua ed by, o example, Jä-
äskeläinen (2010). Wi hin he Czech Republic, simila assessmen s we e unde aken, o
example, in he anspo en e p ises o selec ed ci ies (Klieš ik, 2009) o in he e alua-
ion o hospi als, schools (V abko á e al., 2017), lib a ies (S ejskal e al., 2013; Rich e ,
2015) o he ZOO (Bečica, 2016). Mi wallyo á (2014) says ha he main ea u e o he
con ibu o y o ganiza ions ha mos o en p o ide public se ices in he Czech Repub-
lic is non-p o i abili y and he di e ence be ween own e enues and o al cos s is subsi-
dize by he ounde . In his espec , he di e ences in he legal o m o he es ablished
o ganiza ions a e conside ed and i sugges s ha he legal o m is no impo an and ha
mos o he unds needed o he p o ision o public goods and se ices a e p o ided
om public budge s (s a e, egions o municipali ies). The iabili y o o ganiza ions in
he cul u al sec o in he Czech Republic has been analysed by Dos ál and Kislinge o á
(2012). The o eign au ho s engaged in he ield o scenic a s, hea e, cul u e and adi-
ions a e e.g. Meineck (2010) in he USA o Julien (2017), who deals wi h he unc ion-
ing o hea es in Canada. Simila ly in Romania, Co boş and Popescu (2013) s udy he
ole o he hea es in imp o ing o Bucha es compe i i eness. In hei wo k, i can be
obse ed ha he hea e can become a unique cul u al cen e ha con ibu es o a s a-
egic de elopmen o he e i o y.
5. Usage o MCDM Me hods in Public Sec o Assessmen
Se e al me hods a e used o he e alua ion in public sec o . Fo he e alua ion o pub-
lic o ganiza ions in selec ed public sec o s, da a en elopmen analysis (DEA) (Wang, e
al., 2016) o Balanced Sco eca d (Badia and Bo in, 2012; Kaplan and No hon, 2001)
a e used. O he me hods such as economic-size and s uc u al analysis, clus e analysis
o cul u al sa elli e accoun s (UNESCO, 2009) a e also applied. Following he s udy o
Shaou and Yousi (2014), mos ly mul i-c i e ia decision-making me hods (MCDM) a e
used o he e alua ions o he selec ed sec o s o na ional economies. Fo example,
TOPSIS, WSA, VIKOR, AHP a e used o e alua e he pe o mance in heal h sys em
(Ka adayi and Ka sak, 2014) o public anspo a ion se ices (Key an-Ekba ani and
Ca s, 2015). TOPSIS and WSA a e used o assess elec onic se ices in public admin-
is a ion, as seen e.g. in A dielli (2015) o A dielli and Halásko á (2015). WSA is also

6. Ma e ial and Me hods
The a icle ocuses on he e alua ion o he le el o p o ided mixed public goods (wi h
a link o he inancial ensu ing o hese goods) in he hea e ield in he Czech Republic.
This objec i e is accomplished using a model o mul i-c i e ial analysis o a ian s,
whe e he ou pu is he achie emen o he comple e a angemen o he se o a ian s
(indi idual hea es) acco ding o he moni o ed c i e ia ( he le el o p o ided public
goods). The esul s desc ibe he a ailabili y o cul u al goods o moni o ed hea es o
he ci izens in sense o echnical and inancial aspec s and he success a e o indi idual
hea es p o iding cul u al goods and se ices wi h ega d o echnical equipmen and
he inancial aspec o he ope a ion. Due o he limi s o he applied s a is ical me hod,
he esul s o he pape a e no gene alized and no conc e e indi idual conclusions could
hence be d awn.
6.1 Ma e ial and Da a
The as majo i y o he da a used has been ob ained om he annual epo s o hese
hea es o he yea s 2010 and 2015 and om he specialized in o ma ion po al o he
Minis y o Finance o he Czech Republic – IISSP – Moni o (MFČR, 2017). Some
da a ha e also been ob ained h ough p ima y esea ch, especially om he su ey in-
qui y ealized a selec ed hea es. To ob ain compa able da a o hea es is no a simple
ask. The au ho s ha e aced a numbe o da a de iciencies.
Wi hin he e alua ed da a se o indi idual p o essional hea es, he e a e pa ial di e -
ences be ween he compa a i e yea s 2010 and 2015 which a e based on he di e en
da a ha we e o he pu poses o he a icle p ima ily ob ained om he ele an annual
epo s and he p o i and loss s a emen s. Occasionally, he in o ma ion p o ided on he
websi e o a gi en hea e (such as he numbe o sea s o e ed o sale) can sligh ly
di e wi h he in o ma ion p o ided in he o icial annual epo (e.g. CED B no).
The numbe o sea s o indi idual hea es was acqui ed om he a ailable da a (usual-
ly annual epo s) om 2015. Looking in o he annual epo s and in o ma ion on he
hea e’s websi e, he icke sales sys em and a ious p omo ional ma e ials, he da a on
he numbe o sea s o en do no co espond and i is di icul o judge which piece o
in o ma ion o ake as inal. In some cases, hese di e ences can be caused by he ac
ha o some pe o mances o gi en ins i u ion he numbe o sea s is sligh ly di e en
as he numbe gi en in he annual epo e.g. in case o selec ed i les he numbe o
sea s o a pe o mance is empo a ily educed. An example would be he play "The
Li le P ince" p esen ed on he New S age o he Na ional Thea e in P ague. In case o
his pe o mance he speci ied pa o he audi o ium (speci ied numbe o sea s) was
changed as a pa o he s age.
The economic aspec o he ope a ion o hea es is also in luenced, o a ce ain ex en ,
by he s a e o publica ion o in o ma ion acco ding o legal o m. Fo ins ance, he e
could be a di e ence in epo ing in he p o i and loss s a emen s o con ibu o y o -
ganiza ions and business companies o public se ice companies. A p ac ical example

would be he change o legal o m a “Se e očeské di adlo ope y a bale u“ in Ús í nad
Labem, which was a con ibu o y o ganiza ion o he s a u o y ci y in 2010 and in 2015
was a business company. The ounde o he con ibu o y o ganiza ion was un il 2012
he S a u o y Ci y o Ús í nad Labem, and since 2013 he ounde o he hea e is S a u-
o y Ci y o Ús í nad Labem (50 %) and he Ús í nad Labem Region (50 %). The eason
o he change in he legal o m o he hea e was he ac ha he hea e had been in a
long- e m loss - he income o he hea e was incapable o e en co e he ope a ing
cos s and he ac o s’ ees. As a esul , he S a u o y Ci y pu s he p ope y ( hea e build-
ing) a he alue o CZK 80 million as a sha e capi al in he newly-buil business com-
pany, and he Region pu s in he cash amoun o CZK 20 000, c ea ing a basic capi al o
CZK 80 020 000. Due o he change in legal o m, he new epo ing o economic in-
o ma ion on he hea e's economy has also been included in he p o i and loss s a e-

In spi e o all hese de iciencies, he au ho s o he a icle ha e a emp ed o selec hose
indica o s ha allow mul i-c i e ia compa ison o e alua ed hea es (a ailable o all
e alua ed ins i u ions) and o use his o he e alua ion o he p o ision o mixed public
goods in he ield o scenic a o he o dina y popula ion as hei consume .
6.2 Model and Inpu Da a
Mul i-c i e ia decision models show decision-making issues whe e he consequences o
decisions a e assessed based on mul iple c i e ia. This “mul i-c i e iali y” cha ac e izes
almos e e y decision-making si ua ion. In hese models o mul i-c i e ial analysis o
a ian s, a inal se o a ian s m is gi en, de e mined by n c i e ia. The pu pose o he
models is o ei he ind he bes a ian , o exclude ine ec i e a ian s o o es ablish a
se o a ian s (Šub e al., 2015).
In he modelling p ocess speci ic condi ions o hea e ope a ion as he p o ide o
mixed public goods ha e been aken in o accoun , such as o ganiza ion ensu ing,
p o iding and inancing he cul u al ou pu s. The e alua ion o goods and se ices p o-
ision by p o essional hea es was de i ed om he u ili y unc ion. Wi h ega d o his,

“Slezské di adlo Opa a” alls om ca ego y 3 in 2010 o ca ego y 4 in 2015. The ea-
son is he de e io a ion o he alues o all inancial indica o s and he educ ion o he
numbe o i les ( om 41 o 32). “Mo a ské di adlo Olomouc” also expe iences he
same change in ca ego ies due o he mino wo sening o alues o inancial indica o s
(p ima ily he a e age icke p ice, om CZK 225 in 2010 o CZK 264 in 2015, and he
o al cos s om CZK 120,795,000 in 2010 o CZK 133,580,000 in 2015).
As o “Východočeské di adlo Pa dubice”, an imp o emen in he alues o echnical
indica o s can be obse ed be ween 2010 and 2015 (mainly an inc ease in he numbe o
i les om 29 o 43). This esul mo es he hea e om ca ego y 4 in 2010 o ca ego y 3
in 2015. Imp o emen s in moni o ed indica o s be ween 2010 and 2015 can be also
ound wi h “Ho ácké di adlo Jihla a” ha expe iences he same upg ade wi hin he
yea s.
Mino changes and mo emen be ween ca ego ies 2 and 3 in long e m a e only e iden
o “Klicpe o o di adlo H adec K álo é” and “Měs ské di adlo Kladno”; he se o
hea es lis ed in he ca ego ies o he wise emains unchanged o bo h 2010 and 2015.
This esul shows ha he hea es a e anked simila ly e en in a longe pe iod and he
p o ision o mixed public goods is emaining ela i ely s able in long pe iod.
8. Discussion
The e ha e al eady been au ho s dealing wi h he issues o e alua ions in a and cul u e
non-p o i o ganiza ions ab oad (Tu bide and Lau in, 2009; Badia and Bo in, 2012;
Kaplan and No hon, 2001; Cai and Wang, 2012). Fo example, DCA (2014) has de el-
oped a new in eg a ed quali y assessmen me hod, which add esses di e en a ibu es
o he hea e as a space used o cul u al ac i i ies and helps o o e he public he ull
alue o a s and cul u al ac i i ies. Whe eas Bo g (2017) has assessed eigh hea es in
Valle a and he G and Ha bou Region. He has also examined he ci y o Vic o ia in
Mal a. The sample consis ed o i e public hea es, wo communi y hea es and one
belonging o he Uni e si y o Mal a. This quali y assessmen add essed echnical issues,
social and cul u al aspec s, managemen and inancial cons ain s, and o he aspec s
con ibu ing o he quali y.
The ocus has gene ally been mainly on he pe o mance e alua ion o he o ganiza ions.

go e nmen s a e unde an inc eased p essu e om ci izens o “gi e alue o money”
(Mihaiu, 2014). Bu in p ac ice, he measu emen o pe o mance in cul u al sec o deals
wi h numbe o di icul ies, such as de ining pe o mance, iden i ica ion o sui able
indica o s o implemen a ion o pe o mance managemen sys em, as s a ed by Mihaiu
(2014). Also, a la ge ange o indica o s has been in oduced o he pu pose o a pe -
o mance measu emen (Key an-Ekba ani and Ca s, 2015). Pe o mance indica o s a e
ypically ocused on inancial measu es (Tu bide and Lau in, 2009), bu non- inancial
indica o s ha e also been conside ed, especially in an examina ion o non-p o i o gani-
za ions (Kaplan and No hon, 2001, Cai and Wang, 2012). The as majo i y o o gani-
za ions in cul u al sec o (non-p o i o ganiza ions pe o ming a is ic disciplines such
as ci cus, dance, music, hea e o a ie y) use mul iple indica o s o measu e hei pe -
o mance (Tu bide and Lau in, 2009).
The au ho s’ objec i e was o selec indica o s allowing mul i-c i e ia compa ison o
selec ed Czech p o essional hea es (a ailable o all e alua ed ins i u ions) and use i
o examine he p o ision o mixed public goods by hea es o ci izens as hei consum-
e s. In e ms o a ailabili y o goods o ci izens, hei echnical and inancial aspec s a e
essen ial and we e hence included in he pape . The hea es ha e been anked acco ding
o he le el o mixed public goods hey p o ide, om he bes alue o o al u ili y o he
wo s .

ences in he ankings o indi idual hea es. This means ha he e we e no any signi i-
can echnical o inancial changes o e ime ha would p oduce a signi ican inc ease
o dec ease in he le el o p o ided mixed public good. None heless, he esul s show
signi ican di e ences be ween indi idual p o essional hea es in he le el o cul u al
mixed public goods p o ided in e ms o echnical and inancial ensu ing. The le el o
public goods p o ided by he wo s -pe o ming hea e is in 2010 abou 50 % and in
2015 39 % lowe han by he bes - anking hea e.
In he long un, he highes le el o mixed public goods is p o ided by he ollowing
hea es: “Jihočeské di adlo České Budějo ice”, “CED B no”, “Di adlo J.K. Tyla Plzeň,
p.o.” and “Ná odní di adlo P aha”. These o ganiza ions ha e he same cha ac e is ics in
e ms o he moni o ed indica o s. They ha e p o en o ha e he bes alues o echnical
indica o s such as he numbe o sea s, scenes and i les p esen ed. Wi hin he ame-
wo k o inancial indica o s, hese hea es achie e he highes o al e enues and o e
lowes a e age icke p ices.
Some o he esul s a e somewha mo e su p ising. Fo example, al hough “Měs ské
di adlo B no” has one o he la ges sea capaci ies, he numbe o scenes and i les is
lowe han in he case o he bes a ed hea es; also, he a e age p ice o a icke (436

capaci y being only a hi d o he la e . This is he only hea e apa om “Ná odní
di adlo P aha” wi h ou scenes; i also has he hi d highes numbe o i les pu on.
Addi ionally, i s a e age icke p ice (CZK 325) is only abou a hal o he icke p ice
in “Ná odní di adlo P aha” (681 CZK).
Conclusion
The aim o he a icle is o e alua e he le el cul u al mixed public goods p o ided by
selec ed Czech p o essional hea es. The mul i-c i e ia me hod (WSA) chosen o he
e alua ion has allowed a compa ison o Czech p o essional hea es in e ms o he le el
o mixed public goods hey p o ide. This le el depends on he alues o he 16 echnical
and inancial indica o s selec ed. In he esul s, he hea es a e anked acco ding o hei
le el o mixed public goods p o ided om bes o wo s .
Based on he esea ch on he indi idual membe s o he P o essional Thea e Associa-
ion, i can be s a ed ha hese o ganiza ions a e no simila . Each o ganiza ion is di e -
en in e ms o i s capaci y, inancial possibili ies, managemen , numbe o managed
halls, o a ge ed p oduc ion. The hea es in he Associa ion mainly a e con ibu o y
o ganiza ions; only h ee o he hea es a e limi ed liabili y companies and only h ee
a e companies o gene al in e es . As o he ounde s, he legal o m o he hea e is
only a o mal ma e since hey all a e es ablished and suppo ed by he ci y, he egion
o he Minis y o Cul u e o he Czech Republic. Also, he le el o mixed public goods

Since he esul s o he pape ( he a ing o he indi idual hea es) depend on he num-
be o gen es, he size o he audi o ium and he numbe o scenes he hea e ope a es
wi h, i is no easy o ecommend a gene al imp o emen p oposal o all hea es. Rec-
ommenda ions could only be made o indi idual hea es, which is no possible due o
he scope o he a icle. The “big hea es” mos ly anked on he i s places, which is a
consequence o he chosen me hodology as he aim o he a icle is o assess he a aila-
bili y o mixed public goods o ci izens (in he o m o echnical and inancial a ailabil-
i y o he hea e pe o mance). In case o hea es wi h la ge audi o iums, highe e-
quency o pe o mances is a ailable and also he numbe o ealized gen es. Howe e ,
he en y le el usually is also highe , which he me hodology akes in o accoun and
which has mo ed some o he “big hea es” o wo se posi ions (such as “Měs ské di-
adlo B no”). The c i e ia o he analysis show ha “small hea es” (usually only pu -
ing on plays and ha ing smalle audiences, such as “Dej ické di adlo”, “Di adlo AL-
FA Plzeň” o “Di adlo Na záb adlí P aha”) has anked he wo s . None heless,
