It analyzes the existing challenges in the higher education system, their underlying causes, and possible directions for improving management efficiency. Special attention is given to the implementation of modern management mechanisms, the use of digital technologies, the adoption of international experience, and the democratization of the educational process. The findings indicate that modernizing higher education management will enhance the country’s intellectual potential and strengthen its position in the global educational space. Introduction. Today, the higher education system is considered one of the most important sectors determining the intellectual and innovative potential of a country. As a result of the reforms carried out in recent years in the Republic of Uzbekistan, the coverage of higher education has expanded, the credit-modular system has been introduced into the learning process, international cooperation has intensified, branches of foreign universities have been opened, and digital technologies are being widely implemented. All these measures serve to accelerate the training of modern, competitive specialists in the country. At the same time, a number of challenges remain in the governance of higher education. In particular, the gap between education quality and international standards, the weakness of research activities, the centralization of management processes, and the persistence of bureaucratic barriers reduce the overall effectiveness of the system. This requires a fundamental modernization of higher education management, the application of innovative approaches, and adaptation to the global educational space. This article analyzes the necessity of modernizing higher education governance in Uzbekistan, existing problems, and prospective directions for their solution. Relevance of the Topic. In today’s era of globalization, the higher education system plays a particularly important role as one of the key factors of national development. The sustainable development of Uzbekistan’s economy, the preparation of competitive specialists for the labor market, and the enhancement of the intellectual potential of society are directly linked to the efficiency of the higher education system. From this perspective, identifying existing challenges in higher education management and developing prospective mechanisms to address them are among the most pressing tasks. In recent years, a series of reforms have been carried out in Uzbekistan’s higher education sector. In particular, new higher education institutions have been established, international cooperation has expanded, and new quality standards in education have been introduced. However, despite these achievements, urgent issues remain unresolved, such as improving management efficiency, increasing the financial and organizational independence of institutions, enhancing the qualifications of academic staff, and stimulating scientific research activities. Furthermore, raising higher education institutions to leading positions in international rankings, ensuring their competitiveness in the global education arena, and introducing modern governance technologies are among the priority directions of Uzbekistan’s education policy. Therefore, studying this topic holds significant theoretical and practical importance for the development of higher education in the country and its alignment with international standards. Research Methodology. This study, focused on “The Necessity and Prospects for Modernizing Higher Education Management in Uzbekistan”, aims to analyze the system, identify existing problems, and develop scientifically grounded proposals for their solution. The research methodology relies on the following scientific approaches and methods: • Theoretical-analytical approach – national and foreign scientific literature, regulatory documents, and strategic programs related to higher education management were reviewed and analyzed in terms of their essence and practical significance. • Comparative analysis method – the governance practices of Uzbekistan’s higher education system were compared with international experiences, particularly with the management models of developed countries. • Sociological research methods – interviews, discussions, and surveys were conducted among higher education leaders, faculty members, and students to study the problems and opportunities in governance. September Journal of Effective innovativepublication.uz Learning and Sustainable Innovation 33 • Statistical and economic analysis – data related to higher education, state programs, budget indicators, and results in international rankings were analyzed statistically. • Prognostic approach – based on the identified solutions, the prospects for modernizing higher education management, i.e., long-term development pathways, were forecasted. Based on these methodological approaches, the research results were formulated, and scientific-practical recommendations were developed to further enhance the efficiency of higher education management. Analysis and Results. The modernization of the educational process in higher education institutions and the strengthening of its axiological content are among the most urgent issues of the modern education system. This process serves to improve the quality of education, nurture students based on moral and social values, and prepare highly qualified specialists who meet the needs of society. Interactive methods, multimedia technologies, and project-based learning play a crucial role in consolidating students’ knowledge. Such approaches accelerate the transformation of theoretical knowledge into practical skills, while also enhancing selfconfidence. Through group discussions, role plays, and seminars, students develop cognitive abilities such as critical thinking, problem-solving, and analytical reasoning. The axiological approach strengthens students’ sense of social responsibility, moral values, and teamwork culture. This shapes them into individuals who are aware of their civic duty and actively participate in the development of society. Furthermore, the individualization of education allows students to choose programs aligned with their interests and abilities, which increases their motivation for learning. Through project-based education and practical research, students gain real-world experience and learn to apply theoretical knowledge in practice. As a result, they are better prepared for their future professional careers. Such specialists stand out for their creative thinking, problem-solving abilities, and active engagement in social issues, making them highly sought after in the labor market. The introduction of innovative approaches into the higher education system also encourages students to actively engage in scientific research and social projects, which positively influences societal development. Axiological and social approaches contribute not only to personal growth but also to the formation of moral and aesthetic values. Moreover, the use of modern pedagogical methods strengthens integration with international education systems. This broadens cooperation among higher education Vol.3 №10 (2025). However, the process also faces challenges: diverse attitudes among faculty and administrators toward innovative approaches, limited material resources, and difficulties in addressing students’ individual needs. Therefore, it is essential to carefully examine the social, economic, and cultural contexts in the modernization process. Overall, the modernization of the educational process in higher education institutions and the application of axiological approaches not only improve education quality but also stimulate social development. This contributes to the upbringing of the younger generation as not only professionally competent but also responsible and mature individuals. The sustainable and effective development of the education system in the future will largely depend on these approaches. Conclusion. The modernization of the educational process in higher education institutions and the application of axiological approaches are of great importance in improving education quality, preparing students in line with the requirements of modern society, and shaping them into qualified specialists. The implementation of interactive methods, project-based learning, and modern technologies transforms theoretical knowledge into practical skills while fostering critical thinking and problem-solving abilities. At the same time, the axiological approach strengthens students’ social responsibility, moral values, and teamwork skills. This enables them to deeply understand their civic duties and operate in accordance with the needs of society and the economy. Modern educational methods not only enhance the efficiency of the education system but also contribute to raising the younger generation as intellectually, morally, and socially mature individuals. Therefore, the introduction of innovative approaches in higher education institutions and their continuous improvement hold strategic importance for the sustainable development of the education system.
