Using a questionnaire-based methodology, the paper investigates how digital marketing functions as a cost-effective tool for building customer relationships, expanding reach, and enhancing brand awareness. The findings emphasize the potential of affordable housing, e-commerce, education, healthcare, and retail sectors in smaller cities, where consumer preferences are rapidly evolving. ISSN : 2230-9578 | Website: https://jrdrvb.org Volume-17, Issue-9(I) | Sept - 2025 54 Who divides cities into categories India has been divided into various categories by the Pay Commission. This is the current way of classification. Before 2008, there were two categories in which the cities were classified in India. This was called the Historical classification and the cities were classified before the Sixth Pay Commission's recommendations. In this category the cities of Chennai, New Delhi, Kolkata and Mumbai were called Tier-1 cities. The city statuses were later revised based on the results of the Census of India 2001. Hyderabad was then accorded the status of Tier I city in 2007 and Bangalore also in the same year. Tier II classification was however abolished in 2008. The classification was abolished as it was seen that the cities of Tier III category were having Tier I Pay commission which categorized them as A1 cities which had no amenities as such. Such anomalies paved the way for the current classification based on 7th Pay Commission. The earlier HRA of the cities was changed from A1Tier I Tier II and unclassified cities to Tier III Tier II Cities Amritsar, Bhopal, Bhubaneswar, Chandigarh, Faridabad, Ghaziabad, Jamshedpur, Jaipur, Kochi, Lucknow, Nagpur, Patna, Raipur, Surat, Visakhapatnam, Agra, Ajmer, Kanpur, Mysuru, and Srinagar fall under Tier-II cities with emerging real estate markets. Increasing investment opportunities, improved infrastructure, and expanding economic activities are driving the real estate sector. Growing demand for affordable housing, mid-segment residential projects, and commercial spaces. Rise in organised retail and shopping malls to cater to the changing consumer preferences. Development of industrial parks and special economic zones (SEZs) attracting commercial and industrial investments Tier-III Cities: Tier-III cities like Banswara, Bhadreswar, Chilakaluripet, Datia, Gangtok, Kalyani, Kapurthala, Kasganj, Nagda, and Sujangarh are witnessing gradual real estate development. · Increasing interest from investors and developers due to lower land costs and untapped potential. · Focus on affordable housing projects, especially for first-time homebuyers and middle-income groups. · Growing demand for commercial spaces, particularly in sectors like education, healthcare, and hospitality. · Infrastructure development initiatives and improved connectivity are boosting real estate activities in these cities. Review of Literature Sin, I. and Dimitrova, P. (2018), “The Role of Digital marketing in start-ups is that it allows start-ups to reach new clients at a minimal rate and develop relationships at a fraction of the cost of traditional marketing. Digital Marketing helps in pushing the brand awareness and helps start up in capturing and maintain a position in market. Scalingi, A., Bala, D., D’Ascenzo, F., Savastano, M. and Ruggieri, R. (2018), As digital platforms become increasingly important in the generation of new opportunities and outcomes, there has been a significant shift in the study of business enterprises into how digital platforms drive business performance and mechanisms that mediate the impact of platforms on digital start-ups, in recent years Singh, K. and Singh, O. (2017). Shows in his article, “Digital marketing has many channels. For each customer, the channels are selected in a way that will establish a strong relationship between the company and the customer and increase profits. Digital marketing involves the complex use of tools. Beier, Michael. (2016).The digital case describes an experiment run by a Indian startup selling digital video lectures online. Because the business model of the company focusses on traffic generation and conversion on their own online-shop, the company fits well into the logic of this paper. What is Digital Marketing? As we know now, marketing is a salesman doing his job of selling products or services to potential customers. Journal of Research and Development Peer Reviewed International, Open Access Journal. ISSN : 2230-9578 | Website: https://jrdrvb.org Volume-17, Issue-9(I) | Sept - 2025 55 1. An end-to-end digital marketing agency like Great Ideas In Action handles all your digital marketing needs for you under one roof. 2. You get the exact analytics of your time and money spent on digital marketing, unlike other avenues. 3. The entire world becomes your marketplace when you choose Digital Marketing for your business. The scientific optimization of your monetary spending helps you expect your agency to be accountable for your spending. Let us we know on the basis of example which is given below Before we discuss Digital Marketing, let us first talk about marketing in general. Let me tell you a story from Reality in Advertising. Once a potential customer visits a goods store and asks the owner- “do you sell the goods here?” He says, “No.” “Is this your store,” The customer asks next. He says, “Yes.” Then do you sell these goods?” He says, “No.” And then he points to his salesman and talks to the visitor- “The right question is will that salesman sell the goods?” So marketing is all about a salesman selling the product, goods or services to potential buyers. It is as simple as or as difficult as that! Digital Marketing employs digital avenues to make you sell your products or services to a vast array of available audiences “online” as we call it. It is not only limited to that but comprises a vast range of digital marketing services we offer as digital marketers. The Development in Tier-II and Tier-III Cities of India We remember the Idea Tele-communication advert even before the popularization of smart phones proposing itself as an online university. Let us keep aside the education part of the advert but since 2020 smart phones have become the prime entertainment hub even in the remotest part of India. Now there is no longer a distinction of Metros or Tier-II/III cities any longer at-least in the domains of usages of smart phones. Also, given the statistics, E-commerce has almost the same interest and reach in the ruler India and there is an ever growing wide audience excited for new services, products and experiences. The Growing Potential Market for Digital Marketers As experienced digital marketing consultants we are not only amazed but surely excited for the growing potential market for digital marketers and service providers in ruler India. Indeed we see there is no such distinction any longer for we have seen the same development of the internet irrespective of demographics. So, the audience from the ruler part is as important and choosy as Metros. The organic content, paid ads, and influencer marketing that resonate with local communities are our focus when keeping the local market in mind. How do we tap Tier-II & Tier-III audiences? Instead of reaching a new audience, it is vice versa where an ever-ready group of audience seeking new products or services tailored to them. So, it is indeed a challenge for us to engage the audience by choosing the right channels or optimizing websites for regional search queries. The Future of Digital Marketing Digital Marketing is yet relatively new at-least for markets we are considering and there are still places to reach and milestones to achieve. The future of Digital Marketing is yet new and bright and though market giants like Amazon, Flipkart or Myntra are reaching on the ruler needs there is indeed a chance and opportunity for other market players. We as a Digital Marketing Agency see it as a vast playground for our customers to make considerable profits. So, let’s market your product or service to that diverse, loyal and hungry audience looking for new experiences with the right digital marketing strategy. Conclusion In conclusion, the real estate trends in Tier-I, II, III, and IV cities reflect the diverse dynamics of India's urban landscape. Tier-I cities continue to experience high demand and rising property prices, while Tier-II cities witness emerging opportunities for investment and development. Tier-III and IV cities, on the other hand, show gradual growth and increasing focus on affordable housing. Understanding these trends helps stakeholders navigate the real estate

Tier-II and Tier-III cities present a goldmine for brands willing to go the extra mile in understanding local nuances and customizing their PR strategies accordingly. References 1.
