This article examines the main factors involved in building an enlightened society. The author emphasizes that science, education, innovation, information technologies, and economic stability are the key drivers of social progress. The essence of an enlightened society is reflected in the intellectual potential, creativity, and freedom of thought of individuals. The article also analyzes the example of Uzbekistan, highlighting innovative development, youth initiatives, and the promotion of entrepreneurial culture. According to the author, the development of human capital, the enhancement of information culture, and the maintenance of economic stability serve as the foundation for constructing an enlightened society. Throughout human history, social progress has always been closely connected with the advancement of knowledge, intellect, and spirituality. Enlightenment is the driving force that inspires individuals to live consciously, to comprehend the world, and to transform it for the better. Therefore, building an enlightened society becomes a strategic goal for any state seeking sustainable and human-centered development. In such a society, the human being is recognized as the highest value. His or her intellectual capacity, creativity, and freedom of thought form the foundation of social progress. The formation of an enlightened society is a complex and multifaceted process that requires the development of science and education, the widespread introduction of innovations, the growth of intellectual potential, and the deep integration of information technologies into all aspects of life. Science represents the highest expression of human thought, while education serves as the essential mechanism through which this knowledge is transmitted from generation to generation. In an enlightened society, education is not merely a means of transferring information; it is a tool for the comprehensive development of the individual — fostering independent thinking, analytical reasoning, and creativity. Historically, scientific progress has always elevated societies to new levels of development. During the Renaissance, for example, the growth of scientific reasoning led to unprecedented achievements in European science, art, and culture. In the East, great scholars such as Al-Farabi, Avicenna (Ibn Sina), Al-Biruni, and Ulugh Beg made invaluable contributions to the advancement of human civilization. 351 In the modern world, science has become the main factor determining the competitiveness of nations. Developed countries strengthen their economies not through natural resources, but through intellectual potential. Consequently, every state places special emphasis on reforming its education system, supporting scientific research, and encouraging young scientists. Innovation is the process of applying existing knowledge to practice and creating advanced technologies, products, or services based on new ideas. It ensures not only economic growth but also renewal in thought, culture, and governance. In today’s world, the human mind lies at the center of innovation. The intellectual capacity, scientific inquiry, and creativity of individuals determine the future of society. In this sense, an enlightened society can also be described as an “intellectual society,” where every citizen’s knowledge and experience are regarded as valuable social capital. For innovation to flourish, a conducive scientific environment, creative freedom, and openness to new ideas are essential. Therefore, state policy must prioritize the protection of intellectual property, support for research institutions, and the promotion of start-up initiatives. In Uzbekistan, the establishment of the Ministry of Innovative Development, the creation of the Youth Academy, technology parks, and scientific clusters are important steps toward increasing intellectual potential. These institutions provide opportunities for young people to turn their ideas into real economic results and foster a culture of innovation. The twenty-first century is often referred to as the “age of information.” Today, information technologies (IT) have become an inseparable part of every field of activity. They not only transform economic processes but also reshape social life, culture, education, and even patterns of human thinking. Through information technologies, communication between people has become faster, and opportunities for knowledge exchange have expanded. The Internet enables access to scientific data, online courses, and international experiences from anywhere in the world. Consequently, digital literacy has become an essential quality of the modern enlightened person. Digital technologies promote transparency, efficiency, and openness in society. E-government systems, digital education platforms, and online healthcare services represent a new stage in the evolution of the enlightened society. At the same time, 352 the growing flow of information has brought new challenges, such as misinformation, data overload, and cybersecurity threats. Therefore, developing information culture, fostering critical thinking, and teaching responsible use of information are vital tasks for enlightened societies. Individuals must not only acquire knowledge but also learn to analyze it properly, apply it in practice, and use it for the benefit of society. The success of building an enlightened society primarily depends on its socioeconomic foundations. Economic stability, social equality, improved living standards, and a culture of entrepreneurship all ensure sustainable progress, justice, and prosperity. Thus, the formation of an enlightened society is closely linked not only to moral and intellectual factors but also to profound economic reforms and effective social policy. Economic stability means consistent production processes, a strong financial system, controlled inflation, and effective social protection. No society can achieve true enlightenment without a stable economic base, as instability hinders the development of education, science, and culture. Social equality implies that every person has the opportunity to live a decent life according to his or her labor and talents. It is not limited to material well-being but also includes equal access to education, healthcare, and other social services. A fair economic policy allows citizens to fully realize their potential, ensuring social cohesion and harmony. In today’s globalized world, maintaining economic stability requires wellcoordinated macroeconomic policy, diversification of industries, increased energy efficiency, and the formation of an innovation-driven economy. At the same time, social protection, poverty reduction, and employment creation remain indispensable components of sustainable development. The standard of living is a key indicator of a society’s well-being. It depends on income levels, health, education, living conditions, and access to social services. In an enlightened society, human welfare stands at the center of economic policy. Thus, the main objective of state policy is to ensure prosperity, reduce poverty, and promote social justice. Modern economic development also introduces new forms of labor — remote work, the digital economy, and the expansion of service industries — all of which contribute positively to the population’s quality of life. Governments maintain social equity through taxation, subsidies, and pension systems. 353 The development of new economic thinking and entrepreneurial culture plays a crucial role in building an enlightened society. Economic progress today depends not only on the use of resources but also on innovative thinking, creativity, and the ability to turn new ideas into practical results. New economic thinking reflects an individual’s conscious, responsible, and creative approach to economic processes. It transforms a person from a mere consumer into an active creator and initiator. For the younger generation, developing economic culture, financial literacy, thrift, and integrity is of particular importance. An entrepreneurial culture fosters innovation, efficiency, and job creation. Experience from developed countries shows that small business and private entrepreneurship are key drivers of economic growth. Therefore, state policies that support entrepreneurs, ensure legal protection, and provide tax incentives contribute to overall stability and progress. In Uzbekistan, entrepreneurship development has become a priority of national policy. Under the “New Uzbekistan” strategy, young entrepreneurs are encouraged to launch start-ups, women’s entrepreneurship is supported, and innovative business ideas are actively promoted. The formation of an enlightened society is a multidimensional process that integrates science, education, innovation, information technology, and socioeconomic progress. It is built upon the principles of justice, knowledge, creativity, and human dignity. Only when every citizen contributes through their intellect, responsibility, and initiative can a truly enlightened, prosperous, and sustainable society emerge — one where knowledge serves humanity, and humanity, in turn, advances through knowledge.
