In the Middle Ages, madrasahs, religious schools and neighborhood schools played an important role in the education of the people. Starting from the 19th century, the establishment of new-type schools, the activities of enlightening intellectuals such as Mirza Fatali Akhundzadeh and Hasan bey Zardabi gave a strong impetus to the modernization of Azerbaijani education. In the 20th century, during the Republic, important steps were taken in the field of education in a short period of time, and reforms were carried out in the direction of forming a literate society. During the Soviet period, the education system was massified and became accessible to all citizens. In the modern world, the socio-economic development of each country is closely related to the level of its education system. In the Republic of Azerbaijan, the field of education has also been identified as one of the priority directions of state policy. As a result of the reforms carried out in recent decades, international cooperation and the application of new technologies, Azerbaijani education has achieved significant successes. This article will examine the achievements, current problems and future development prospects of the Azerbaijani education system. Keywords: Azerbaijani education, historical development, socio-economic development, spiritual development, enlightenment, educational reforms, innovations, achievements, future prospects, problems, educational challenges, etc. The history of Azerbaijani education goes back to very ancient times and, having passed through various stages, laid the foundation for the modern system. This development can be divided into the following periods: In the Middle Ages, education in Azerbaijan was mainly carried out through religious schools and madrasahs. Madrasahs were important centers for teaching not only religious knowledge, but also such fields as literature, history, astronomy and mathematics. During this period, education was accessible to selected segments of society, but it also affected the enlightenment of the people. The knowledge taught in madrasahs was aimed at the intellectual and spiritual development of students. In the 19th century, a new stage began in Azerbaijani education. During this period, new types of schools were opened in the country and the enlightenment movement was strengthened. Intellectuals such as Hasan bey Zardabi, Mirza Fatali Akhundzadeh, Seyid Azim Shirvani were the initiators of reforms in the field of education. They worked to increase the literacy level of the people, enhance national education and spread scientific knowledge. The primary schools opened during this period operated with both Russian and national curricula and made education accessible to the masses. The period of the Azerbaijan Democratic Republic was a short but significant stage in the field of education. During this period, the education system of the independent state was formed, the activities of educational institutions were legalized, and special attention was paid to teacher training. During the republican period, the national school network expanded, the number of primary and secondary schools increased, and important steps were taken to create an educated society. During the Soviet period, the Azerbaijani education system underwent major changes. Education became mass, free, and accessible to everyone. The school network was expanded, new curricula were developed, and the professionalism of teachers was improved. In the field of higher education, Baku State University and other higher education institutions were formed, and scientific and research centers were established. During the Soviet period, education reached a high level in both technical and humanitarian fields, and the scientific and cultural knowledge of young people was increased (1, p.64). After Azerbaijan gained independence in 1991, the education system entered a new stage. This period required both the preservation of historical traditions and the implementation of reforms in line with modern world standards. The main directions at this stage were the restructuring of the education system, the improvement of teacher training, adaptation to international educational standards, and the opening of new schools and universities. After Azerbaijan gained independence in 1991, the education system in the country underwent serious changes in terms of both legal, structural and content. This period was a key stage for the modernization of Azerbaijani education and its adaptation to international standards. After independence, the legislative framework in the field of education was updated. In 1992, the Law “On Education” was adopted, and the activities of educational institutions were legally regulated. This law: • determined the structure of the education system;
92 Norwegian Journal of development of the International Science No 166/2025 • regulated the activities of state and private educational institutions from a normative and legal perspective; • ensured the right to education and equal opportunities for citizens. Later, in 2009, a new Law “On Education” was adopted, creating a legal basis for reforms in accordance with modern international standards. During the period of independence, a number of important reforms were implemented in the field of general education: • Renewal of school infrastructure and construction of new schools; • Provision of modern textbooks and electronic resources for students; • Adaptation of subject programs to international standards; • Implementation of training and certification programs to increase the professionalism of teachers (2). For example, after 2003, at the initiative of President Ilham Aliyev, new school complexes were built in the regions, equipped with interactive boards and computer equipment. This both improved the quality of education for students and accelerated the process of digitalization in education. Reforms and international integration in higher education. Important achievements have also been achieved in the field of higher education: • Curriculums at Baku State University, Azerbaijan State Oil and Industry University and other higher education institutions have been adapted to international standards; • By joining the Bologna process, crediting and recognition of diplomas have been ensured in the higher education system; • Foreign professors and specialists were invited, international dual diploma programs were implemented; • Students' participation in international internship programs was expanded. These measures allowed Azerbaijani higher education to take higher positions in international rankings and students to acquire global knowledge and skills. State programs in the field of education A number of state programs have been implemented since the early 2000s: • “State Program for the Development of Education in the Republic of Azerbaijan” (2003–2008); • “State Program for the Development of Education in the Republic of Azerbaijan” (2009–2013). Within the framework of these programs: • The material and technical base of educational institutions was strengthened; • The salary and social status of teachers were improved; • The application of innovative methods in the field of education was expanded (3). During the period of independence, Azerbaijani education also showed progress in the field of international cooperation. Thus, cooperation with UNESCO and other international organizations, high results of Azerbaijani students in international Olympiads, and cooperation and exchange programs with foreign universities can be cited as examples. Azerbaijani education has developed rapidly in modern times, adapted to international standards, and has achieved significant achievements in both general and higher education. These achievements can be assessed in the following areas: A number of important successes have been achieved in the field of general education in modern times: Modernization of the school network: In recent decades, new school complexes have been built in regions and cities, and old buildings have been reconstructed. As a result of this process, the educational conditions of students have improved significantly. Digitization and technology: Most schools are equipped with interactive boards, computers, and laboratory equipment. Distance education platforms (for example, the “MIQ Platform” and the “Electronic Education” portal) have created new opportunities for students and teachers. Adaptation of subject programs to international standards: The curricula for mathematics, physics, computer science, and foreign languages have been updated in accordance with international requirements. Educational achievements: Azerbaijani students achieve high results in international olympiads and competitions. For example, in the olympiads in informatics, mathematics and chemistry, the country's students regularly win gold and silver medals. The higher education system has also shown significant progress in modern times. Adaptation to international standards: Curricula in higher education institutions have been adapted to the Bologna process and other international standards, and a credit system has been introduced. Foreign cooperation: Baku State University, ADA University and other higher education institutions cooperate with foreign universities, and double diploma programs and exchange programs are provided for students. Scientific activity: Scientific research work has expanded in higher education institutions, and works of Azerbaijani scientists have been published in international conferences and journals. Modern teaching methods: STEAM (Science, Technology, Engineering, Arts, Mathematics) and project-based learning methods are applied, which increases students' creative and critical thinking skills. In modern times, the level of professionalism of teachers has also increased. In particular, certification and professional development courses are organized for teachers, new pedagogical methods, technologies and distance learning methods are applied, and as a result of important measures taken, the social and material support of teachers is improved. Azerbaijani schools and higher education institutions participate in international assessments. As a result of PISA (Programme for International Student Assessment) and other international tests, the knowledge level of Azerbaijani students is gradually increasing. This is an indicator of the increase in the quality of education.
Norwegian Journal of development of the International Science No 166/2025 93 During the pandemic, the Azerbaijani education system has flexibly adapted to online education: • Electronic education platforms and virtual classrooms have been put into use; • Continuity of the educational process has been ensured; • Distance learning resources have been created for students and pupils. Despite all these successes, certain problems still remain in Azerbaijani education. Increasing the professionalism of teachers, improving the quality indicators of educational institutions in the regions, and developing students' creative and critical thinking skills are among the main challenges. In addition, globalization and the rapid development of technology require more flexible and innovative approaches from the education system. 1. Teacher training and level of professionalism Teachers are the mainstay of the education system. Although there have been certain successes in the field of teacher training in Azerbaijani education, there are still problems: • Teachers' mastery and application of innovative pedagogical methods is sometimes delayed; • Teacher shortage and unbalanced distribution of professional teachers in the regions; • Insufficient social and material support for teachers affects their motivation. To solve these problems, it is necessary to organize more effective and sustainable teacher training courses. 2. School infrastructure and lack of resources In some regions, school infrastructure is still old and not modernized. Old buildings, lack of technical equipment, insufficient laboratories, incomplete provision of libraries and electronic resources, and uneven distribution of internet and digital equipment in the regions are clear examples of this. Despite the fact that the state is implementing new school construction and modernization programs in the regions, there is still an imbalance in this area. 3. Regional differences in the quality of education The quality of education in the regions is lower than in the cities: there are differences in the level of knowledge of the subjects taught. The fact that regional students show relatively low results in international tests and Olympiads and modern teaching methods are not applied equally in all schools proves the truth of the above-mentioned fact. 4. Development of creativity and critical thinking skills The modern world is changing rapidly and students are expected to have creativity, problem-solving and critical thinking skills. Although the Azerbaijani education system has taken certain steps in this area, the programs require a wider application of project and STEAM learning methods, which can hinder this process due to the abundance of traditional testing methods. 5. Adaptation to globalization and the rapid development of technology Digital technologies and globalization require flexible and innovative approaches from the education system, such as: • Wider use of distance and online education opportunities; • Integration of modern educational platforms and electronic resources; • Teaching specialties relevant to the global labor market. 6. Challenges in higher education There are also certain challenges in the field of higher education. For example, sufficiently increasing student motivation and developing practical skills, as well as strengthening scientific and research activities, increasing foreign language skills and professional competencies should be among the priorities of modern education (4, p.52). Where are the prospects and development directions of Azerbaijani education leading our society? Among the main directions for the future development of Azerbaijani education, the expansion of digital education opportunities, the application of STEAM training methods, further strengthening of international cooperation, and the work of teachers with modern pedagogical methods are of particular importance. With the liberation of Karabakh, the construction of new schools in those areas and the creation of modern educational centers are also priorities of state policy. In the future, the Azerbaijani education system has the potential to become one of the regional leaders. Various strategic directions have been identified for the future development of Azerbaijani education. These directions aim to both increase the quality of education and ensure the country's competitiveness in the globalized world. 1. Development of digital and innovative education Digital technologies are transforming the field of education, and Azerbaijan is also following these trends: Digital education platforms and online resources: Electronic textbooks, distance learning portals, virtual laboratories create broad opportunities to increase the level of knowledge of pupils and students. STEAM (Science, Technology, Engineering, Arts, Mathematics) teaching methods: Focused on the development of creativity, critical thinking and problemsolving skills. Integration of artificial intelligence and technology into teaching: In the modern era, personalization of the teaching process, adaptive learning systems and automated assessment capabilities will be increased. 2. Strengthening higher education and scientific research activities The field of higher education is of strategic importance for Azerbaijan: Expanding international cooperation: Dual diploma programs with foreign universities, international exchange and scientific research projects increase the global knowledge and skills of students. Development of scientific research centers: Modernization of scientific laboratories in higher education

Improving practical skills: Preparing students for specialties relevant to the labor market, expanding practical experience. 3. Improving teacher training Teachers are the mainstay of the education system and their development is at the center of future prospects. • In particular, professional development programs: International experience exchange of teachers, certification and professional development courses; • Motivation and social security: Improving the material and social situation of teachers directly affects the quality of their education; • Application of new pedagogical methods: Active and project-based learning, integration of digital technologies into the educational process increases the quality of education. 4. Increasing educational opportunities in the regions Improving the quality of education in the regions is important for the future prospects of Azerbaijan. This can include the construction and modernization of new school complexes, equal distribution of digital resources and internet opportunities, increasing the professionalism and motivation of regional teachers. 5. International integration and adaptation to globalization In order to adapt the Azerbaijani education system to the globalizing world, it is advisable to develop curricula in accordance with international standards, expand foreign language skills and multicultural education opportunities, and involve students in international knowledge competitions and Olympiads. 6. Sustainable development and inclusion in education Future prospects are also based on the principles of equality and inclusion in the field of education. In particular, creating an accessible environment for students and students with disabilities, eliminating discrimination based on gender, ethnicity, and social differences, and ensuring equal educational opportunities for everyone are important issues (5). In conclusion, we can say that Azerbaijani education has rich historical traditions, modern achievements, and broad development prospects. As a result of the state's educational policy and the reforms implemented, significant successes have been achieved in this area. There is confidence that Azerbaijani education will reach higher heights in the future by eliminating existing problems and fulfilling the tasks set. The future prospects of Azerbaijani education require a strategic and comprehensive approach. The application of digital technologies, the development of higher education and scientific research activities, the improvement of teacher training, the increase of educational opportunities in the regions and the strengthening of international integration will make the country's education system more competitive and innovative.
