अंबाला जिले में एमपीएलएडी योजना के अंतर्गत सांसदों द्वारा निधि उपयोग: एक विश्लेषणात्मक अध्ययन
Abstract
संसद सदस्य स्थानीय क्षेत्र विकास योजना (एमपीएलएडीएस) की स्थापना भारत में 1993 में सांसदों को उनके निर्वाचन क्षेत्रों में स्थानीय विकासात्मक आवश्यकताओं को पूरा करने के लिए सशक्त बनाने हेतु की गई थी। इस शोधपत्र में एमपीएलएडी योजना से संबंधित आंकड़े हरियाणा के अंबाला जिले में वित्तीय वर्ष 2014-15 से 2019-20 के आधार पर प्रस्तुत और विश्लेषित किए गए हैं, जिसमें अनुशंसित, स्वीकृत और पूर्ण किए गए कार्यों के साथ-साथ विभिन्न श्रेणियों में व्यय पर ध्यान केंद्रित किया गया है। परियोजना कार्यान्वयन में रुझानों और पैटर्न की जांच के लिए आधिकारिक सरकारी रिपोर्टों और एमपीएलएडीएस दिशानिर्देशों के आंकड़ों का उपयोग किया जाता है। निष्कर्षों से पता चलता है कि 6 सालों की अवधि में अनुशंसित और स्वीकृत कार्यों की संख्या में उतार-चढ़ाव देखा गया है। हालाँकि, परियोजना पूर्णता दर और व्यय में उतार-चढ़ाव कार्यान्वयन प्रक्रियाओं को सुव्यवस्थित करने और निगरानी तंत्र को बढ़ाने की आवश्यकता को उजागर करता है। श्रेणीवार विश्लेषण हाशिए पर रहने वाले समुदायों की विविध आवश्यकताओं को पूरा करने और संसाधनों के समान वितरण को बढ़ावा देने के महत्व को रेखांकित करता है। यह आलेख एमपीलैड पहलों की प्रभावशीलता में सुधार हेतु सुझावों के साथ समाप्त होता है, जिनमें प्रशासनिक प्रक्रियाओं को सुव्यवस्थित करने, सामुदायिक भागीदारी बढ़ाने और संसाधन असमानताओं को दूर करने के उपाय शामिल हैं। इस योजना का प्रभावी ढंग से लाभ उठाकर, सांसद सामाजिक-आर्थिक प्रगति को बढ़ावा देने और राष्ट्र के समग्र विकास में योगदान देने में महत्वपूर्ण भूमिका निभा सकते हैं।
