Abstract

It is fundamentally important to acknowledge that the modern economy is a complex system that has a profound impact on all aspects of human and social life, and is becoming more socially oriented. The effectiveness of economic development is largely determined by human capital. The working capacity and social activity of people are closely related to their health. Therefore, healthcare performs one of the main social tasks - the preservation and improvement of the health of citizens. Optimal efficiency of healthcare can be achieved only through a strong pharmaceutical business, in which pharmacy chains play an important role.

INTRODUCTION It is necessary to highlight the fact that pharmacy chains occupy one of the leading positions and have established a strong position in the pharmaceutical sector. One of the most profitable and rapidly developing sectors of the world economy is the pharmaceutical business. The data unequivocally demonstrates that Decree of the President of the Republic of Uzbekistan was adopted, which determined additional measures to further improve reforms in the pharmaceutical sector. In recent years, the comprehensive set of measures aimed at improving the system of circulation of medicines, medical devices and medical equipment has been implemented, creating a favorable environment for the growth of the domestic pharmaceutical industry. It is worth underscoring that domestic pharmaceuticals are still unable to fully satisfy the needs of the population and medical institutions for medicines. Russian pharmaceuticals lag behind similar industries in developed countries in terms of the range of products produced. The share of domestic medicines in the domestic market, for example, is 27% in value and 45% in volume. The unjustified increase in the cost of medicines in Uzbekistan compared to neighboring countries is also due to the lack of transparent and effective mechanisms for price formation, which are successfully implemented in countries with a high level of development. Pharmacy infrastructure has always played and continues to play an important role in the formation and development of the pharmaceutical market. The pharmaceutical market of Uzbekistan is showing active growth in monetary terms. According to the results of 2024, the volume of retail sales of medicines and dietary supplements amounted to 24.8 trillion soums, which is 19% more than the previous year. In dollar equivalent, this growth amounted to 9.2%, and the total volume of the foreign exchange market reached 2.0 billion US dollars. There is a slight decrease in natural form - by 4.9%, and the total consumption volume reached 614 million packages. In the retail segment of medicines, Rx drugs dominate both in terms of financial indicators and sales volume, accounting for 76% and 70%, respectively. Their turnover shows higher growth dynamics compared to non-prescription drugs. In 2024, the volume of sales of prescription drugs practically did not change, while the OTC drug segment showed a decrease. In 2024, imported medicines dominated both in monetary terms (87 percent) and in kind (63 percent), occupying a significant share in retail sales. The share of imported medicines remained at this level compared to the previous year, as domestic and imported medicines showed approximately the same growth in monetary terms and a decrease in the number of packages. In the segment of biologically active additives, imported medicines have a significant share, accounting for more than 50% of total sales. At the same time, domestic products are leading in kind. Since last year, the share of imported biologically active additives has increased from 58 percent to 63 percent in monetary terms, and from 42 percent to 43 percent in kind terms. The study of the dynamics of the sales indices of medicines in monetary terms showed that the growth of the market in 2024 was mainly due to inflationary factors. The increase in sales volumes in monetary terms was mainly due to the increase in prices. The main factors determining the development of the market of biologically active additives in the period under review are the innovation index, which reflects the excess of the number of new products over the number of products withdrawn from the market, the inflation index, and the substitution index, which indicates the increase in the volume of consumption in packages. The growth of drug sales in pharmacies in monetary terms by 18.5% in 2024 was mainly due to inflation. The innovation index also had a small positive effect, while the substitution and demand elasticity indices stopped growth. In the category of biologically active additives, a 32.4% increase was formed due to the combined effect of innovations, inflation and the substitution index. Almost all indicators indicate that there are favorable conditions for growth. In 2024, the total turnover of drug sales and biologically active additives in pharmacies in the national currency increased by 19% and amounted to 24.8 trillion soums (2 billion US dollars). However, despite the increase in monetary terms, a decrease in sales volumes in natural terms by 4.9% is observed, which indicates a decrease in consumption. It is worth noting that this trend is observed only in the pharmaceutical segment, while trade in biologically active supplements is showing positive dynamics. The increase in the volume of sales of medicines in the pharmaceutical market of Uzbekistan in 2024 in monetary terms is primarily due to inflation. The growth in the consumption of dietary supplements is stimulated by broader factors, such as the emergence of new products, inflationary processes, and an increase in sales volumes in packaging. Prescription drugs lead in terms of sales volume both in monetary and in kind, which indicates the great popularity of medicines available only on prescription. The dominance of imported goods in the market indicates a significant dependence on foreign suppliers. The geographical structure of pharmacy trade shows significant differences associated with the population and the level of economic development of the region. The capital of Uzbekistan, Tashkent, is the leader in the volume of sales of medicines and dietary supplements in pharmacies, accounting for 31.3% of the total turnover. The growth of pharmacy chains is associated with an increase in their number and the introduction of modern logistics technologies, which ultimately leads to an increase in their share in the market in monetary terms. According to the STADA pharmaceutical company, by September 2024 the volume of the pharmaceutical market in Uzbekistan will amount to 20.3 trillion soums, with an annual growth rate of 13%. It has become increasingly clear that 98% of all drug sales in the republic are retail, and up to 70% are prescription drugs. In September last year, KRKA held the leading position in the pharmaceutical market of Uzbekistan with a share of 3.5%, followed by Stada (3.1%) and Yuriya-Pharm (3%), Proxima Research reports. High activity in the purchase of medicines was also observed in the capital region and Samarkand region - 9.1 and 8.9%, respectively. In the Syrdarya region, the share of expenses for medicines was minimal - only 1.4% of the total trade turnover. It is a well-established fact that earlier, the Kursiv Uzbekistan publication reported that it is planned to introduce customs duties on antibiotics imported into the territory of Uzbekistan from April this year. The latest development trends of the Russian pharmaceutical market are characterized by an increase in the scope of activities and the formation of pharmacy chains, which inevitably requires the creation of effective tools for managing their complex structure. Despite the specifics of each trading enterprise, the common business problems of pharmacy chains are mainly related to two main aspects: obtaining up-to-date information on the availability of goods in warehouses and effective management of warehouse stocks. The above problems can be effectively solved by introducing a single information system that provides automation of accounting for goods, money and optimizes the flow of documents. This involves collecting, processing and analyzing reliable information on each object of the retail network. Such an approach will allow the internal services of the retail enterprise to quickly respond to unforeseen situations and take timely measures to prevent negative consequences. For this, it is necessary to optimally organize interactions between retail enterprises and consolidate incoming information. Creating a single infocommunication environment of the pharmacy network will provide centralized online receipt and processing of information about the operation of all engineering systems, as well as guaranteeing prompt communication with emergency services in case of emergency situations. It can be clearly observed that information has gone beyond the status of a single phenomenon and has become a complex systemic structure. It has become one of the main resources, without which successful and targeted results cannot be achieved in any area of activity. Logistics, which works with large amounts of material resources, is closely related to information flows, which play a key role in it. Information messages used in logistics differ in their form, content, target orientation, frequency of update, direction of movement, storage methods and terms, and other parameters. The modern enterprise management increasingly requires agility. In the conditions of rapid market volatility, reduced product and service turnover, and variability of demand, a comprehensive information base is relevant for making both operational and strategic decisions and effectively controlling their implementation. In modern conditions, the use of advanced technologies for collecting, processing, storing, analyzing, and visualizing data for making management decisions is emerging as a key factor in business development. Currently, it is almost impossible to meet the growing needs of consumers for the quality of goods and services without the introduction of information systems and software solutions designed to analyze, plan, and support commercial decisions in logistics processes. It is evident from the data that law has been adopted in Uzbekistan aimed at ensuring cybersecurity. The regulatory and legal framework of cybersecurity includes this Law and other regulatory documents. Legislative documents determine the procedure for ensuring cybersecurity of the system of operational and search operations in telecommunications networks and means of communication. The norms of international treaties shall have priority if they differ from the current legislation of the Republic of Uzbekistan in the field of cybersecurity in connection with SCIENCE AND INNOVATION INTERNATIONAL SCIENTIFIC JOURNAL VOLUME 4 ISSUE 10 OCTOBER 2025 ISSN: 2181-3337 | SCIENTISTS.UZ 132 an international treaty concluded by the Republic of Uzbekistan. Information technologies include the processes of collecting, storing, transmitting, processing and managing information using computers, communication equipment and complex technologies for transforming information. The United Nations Educational, Scientific and Cultural Organization (UNESCO) defines information technologies as a set of interrelated scientific, technological and engineering disciplines that study methods for rationalizing the work of persons engaged in the processing and storage of information. These include computing techniques, methods of interaction with people and production equipment, the practical application of these methods, and the social, economic, and cultural issues associated with them. Information technologies require large initial investments, sophisticated technical capabilities, and extensive training. The starting point for their implementation should be the establishment of successful information flows in the logistics systems of organizations, as well as the development of mathematical and information foundations. Management systems cannot function without creating an information support that includes methods for timely receipt, search, collection, storage, processing and transmission of the necessary information. It is also necessary to create a database. Pharmacy chains have very few information and processing capabilities necessary for effective strategic and operational management. At the same time, existing technologies for collecting and processing corporate data are not effective enough to facilitate management decision-making. Information in the pharmacy network is fragmented, diverse in form and distributed both at the level of individual pharmacies and at the level of the entire network. Managers of pharmacy chains are faced with the need to make decisions in a complex situation: when the information available to them is incomplete, and sometimes contradictory or unreliable. The fact that it is not always possible to obtain the necessary information on time and in a form convenient for analysis also complicates the task. This can lead to costly mistakes. Management of information channels in the retail business logistics system in accordance with the principles of logistics is one of the most important and urgent issues. The implementation of the solutions proposed in the dissertation will significantly increase the competitiveness of pharmacy chains and pharmaceutical products through the introduction of a logistics information system. The development of logistics in our country... Specialists in Uzbekistan and abroad are actively working on the creation of scientific directions and useful tools for optimizing existing processes. In particular, domestic and foreign economists such as F.R. Galimov, A.M. Qodirov, Ch.M. Muratov, B.S. Salimov, U.P. Umurzakov, T.F. Farmonov, R.Kh. Khusanov, N.Kh. Khushmatov, K.A. Choriyev have devoted their work to increasing the efficiency of agricultural production in Uzbekistan. A.V. Voronov, O. Vyazankin, V. JI. Sapovsky, Khabipova, Goncharenko, M.M. Many scientific studies devoted to the optimization of logistics processes of information and material flows always include issues of economic efficiency of enterprises and development of information service systems for consumers. The findings indicate that research in the field of information provision of logistics systems in the pharmaceutical market often does not take into account the specifics of their application in pharmacy chains, which raises many questions about the potential and consequences of information resource management in this area. It is necessary to clarify and systematize terms in economic research in this area. In the absence of a clear system of information flow management in the logistics processes of the pharmacy chain and unified business processes of interaction between all participants in the network, inventory management SCIENCE AND INNOVATION INTERNATIONAL SCIENTIFIC JOURNAL VOLUME 4 ISSUE 10 OCTOBER 2025 ISSN: 2181-3337 | SCIENTISTS.UZ 133 becomes difficult and the overall logistics costs of the network increase. The topic of this dissertation work and its main purpose are determined taking into account the specific importance of this problem for the Russian economy, its relevance today and the fact that this issue is not sufficiently studied scientifically. AIM OF THE RESEARCH This dissertation work is aimed at creating theoretical foundations and practical recommendations for organizing the management of information flows in pharmacy chains in accordance with logistical principles. RESEARCH OBSERVATIONS AND RESULTS The market is showing growth in money, but not in packaging. In the 1st quarter of 2025, the pharmaceutical market of Uzbekistan showed an increase in money terms by 3.8%, but at the same time, a decrease in sales volumes in kind by 11.5% was recorded. The growth of the market through prices when physical consumption decreases is an alarming signal. Indicators of changes in sales volumes show a significant impact of the inflation component. In the pharmaceutical segment, a redistribution of consumption towards more expensive drugs is observed. The innovation index provides additional assistance. However, if in the pharmaceutical segment its contribution is not significant and cannot compensate for the decrease in the physical volume of consumption, in the biologically active additives segment it will appear as one of the main growth factors. The imports remain dominant. Uzbekistan maintains a high dependence on foreign manufacturers: 89% of turnover is accounted for by imported drugs. Despite the fact that domestic drugs have a 35% share in packaging, they provide only 11% in terms of money. The growth in the share of chain pharmacies (up to 40.6% compared to Q1 2025) indicates the expansion of the pharmacy business and the decline in the share of individual players. As the role of chain pharmacies increases, it is important for manufacturers to establish partnerships with chains and adjust their promotional strategies. The capital accounts for almost a third of the total sales turnover, but regions with high growth rates are also of interest, which makes them promising areas for development. Point investments and local marketing activities aimed at developing distribution in these regions can ensure significant sales growth and strengthening the position of brands (71). The new mechanism for providing preferential categories of citizens within the framework of the PPP program has led to a decrease in the role of national distributors and an increase in the importance of wholesalers at the regional level, Table 2.1.3. [p. 69.174]. According to forecasts, the market size this year will be $1.7 billion, with per capita drug consumption of $50. The total volume of the pharmaceutical market in 2020 at sell-out prices amounted to $1.6 billion, according to an analysis conducted by Inara Shakhanova, Business Development Manager at Asklepiy Distribution, based on data from Drag Audit and IQVIA. The growth compared to the previous year was more than 20 percent in total, and more than 28 percent in volume. "Undoubtedly, it was drugs for the treatment of Covid that provided growth. The development of the pharmaceutical sector during the pandemic was facilitated by state support for local production, which helped to provide the country with the necessary medicines during the first wave," the study says. The local production accounts for about 15-20% of the entire market. Factories such as Jurabek, NIKA Pharm and Nobel are the leaders. Among European SCIENCE AND INNOVATION INTERNATIONAL SCIENTIFIC JOURNAL VOLUME 4 ISSUE 10 OCTOBER 2025 ISSN: 2181-3337 | SCIENTISTS.UZ 134 manufacturers whose medicines are imported to Uzbekistan, KRKA, Berlin Chemie and Sanofi have been in the lead for the second year in a row. In addition to them, WorldMedicine, Sandoz, Abbot and Gedeon Richter have been showing steady growth over the past three years. There is substantial evidence to suggest that manufacturers such as Bayer and Kusum are striving for leadership, having shown double growth over the past two years. "In international markets, Bayer is almost always in the top five, so we are watching their development in the country with interest," said Inara Shakhanova. Three companies are leading the ranking of manufacturers from the CIS countries: "Farmak," GMP and "Yuriya Farm." Although a decline is forecast this year compared to last year, in general, these manufacturers have been showing very good dynamics in recent years. From which countries are the most medicines imported? European manufacturers have shown growth in both volume and total output. This year, Russian, Ukrainian and Belarusian manufacturers are expected to decline, most likely due to the growth of the domestic production market, as well as the displacement of many cheaper generics from China and India. At the same time, Indian manufacturers are showing steady growth despite the pandemic. Georgia is also seeing positive dynamics, mainly due to increased imports of GMP company drugs. The reduction in supplies from Turkey is, of course, due to the Nobel company, which has successfully localized its production in Uzbekistan. Over the past 3 years, four companies have firmly established themselves in the distributor market: Meros with a market share of about 11%, Grand Pharm - 9%, Asklepiy - 8% and Pharm Lux - 4%. In 2021, the total share of the ten largest distributors is forecast to be about 40%. It is generally accepted that among the pharmacy chains, the leaders are still the same - Best Pharm, owned by the distribution company of the same name OXY MED, and the Grand Pharm franchise chain (owned by Asklepiy Group). The OlamPharm chain, owned by Meros Corporation, also showed good growth in the number of points this year. The relatively new Vaccina pharmacy chain (owned by the Pharm Lux distributor) stood out, which began to expand its network. About 600 private pharmacies occupy only 10% of the entire market. Whereas, for example, in Russia or Kazakhstan, the smallest pharmacy chains consist of at least 100 points. The total number of pharmacies operating in Uzbekistan, according to various sources, is from 6 thousand to 8 thousand. That is, one pharmacy corresponds to 4.5 thousand people. In Russia, this figure corresponds to 1 pharmacy per 2 thousand people. Per capita consumption of medicines increased from $ 37 in 2019 to $ 50 in 2021. The average price of one package increased by about 10% in two years, from $ 1 in 2019 to $ 1.1 in 2021. According to the company's forecast, in 2021, no significant growth is expected in the pharmaceutical market compared to 2020. "This year, the market capacity is about $ 1.7 billion, which is 6% more than in 2020. Most likely, last year's market was "oversaturated" and is still "cleaning up." Also, this year's market growth will be affected by the huge "traffic jam" in the Chinese market, the largest supplier of raw materials, which also prevents companies from delivering raw materials on time," the expert concluded. Over the first ten years of reforms, the conditions for the economic activity of pharmacies have changed, a number of new progressive forms and methods have been introduced into the work of pharmaceutical institutions, and other changes have been made. Currently, the main goal of pharmacists is to make a profit, while in the pre-reform period, their main task was to provide the population and medical institutions with medicines. It has been shown through analysis that the main changes associated with the reform of the pharmacy network during this period. Obtaining a license to carry out pharmaceutical activities, calculating the trade margin to replenish the pharmacy's working capital and ensure its competitiveness, introducing international accounting standards, introducing modern trade technologies using computer equipment, calculating the operating reserve to assess business risks in order to increase or reduce the pharmacy's profit, expanding the range of products (complex vitamin preparations, food supplements, dietary products). Particularly important for pharmacy performance were indicators such as the percentage of prescription and non-prescription drugs, the percentage of drugs sold under preferential prescriptions, the number of drugs on the list (which varies by region), and the level of involvement of buyers and clients. In most Western European countries, chain pharmacies are strictly limited or completely prohibited. The United Kingdom is the only major European country without such restrictions. In recent years, chain pharmacies, which account for about half of all pharmacies and more than half of the market, have an advantage over the pharmaceutical industry in this country. [94] The key task for the development of the Russian pharmaceutical business is to increase the number of stationary pharmacies per 10,000 inhabitants, which is 1.5-2 times lower than in most countries of Eastern Europe, not to mention rich countries [94]. The pharmaceutical industry is characterized by intense competition between domestic and international manufacturers, distributors, and retail pharmaceutical organizations, including pharmacy chains. The rapid turnover of pharmaceutical goods in the retail pharmaceutical chain of Uzbekistan is one of its distinctive features. The increase in the number of new pharmacy chains and the annual increase in drug sales indicate that the pharmaceutical industry is developing rapidly in Uzbekistan, especially in the Samarkand region. It is imperative to recognize that the retail pharmaceutical chain and the pharmacy network of the Samarkand region are growing rapidly. Various types of pharmacies are emerging, including classic closed-type pharmacies, pharmacies in supermarkets, and social pharmacies serving the poorest members of society. Due to the high level of logistics, pharmacy chains can communicate directly with drug manufacturers and work remotely, without relying on local drug suppliers. Nowadays, the large part of the activities of pharmacy chains is automated as a result of the rapid development of technology. The technical support of information systems is constantly developing, which gives enterprises a significant competitive advantage. It is necessary to highlight the fact that all retail chains are switching to or using the 1C: Enterprise 8.1 base platform. Pharmacy chains can increase their income through a clear partnership structure by concluding franchise agreements with pharmacies that are not theirs. Implozia partner pharmacies account for 35% of the total number of pharmacies. The single directory and a system of discounts created by pharmacy chains throughout the Russian Federation also help attract customers. Pharmacy chains are currently creating a "doctors in pharmacies" system. This approach requires the presence of a doctor in the pharmacy to consult with consumers. This permission is currently implemented in Implozia, and the standard elements of the company's LHT include data warehouses and a data management system. The database should collect information on orders received from the pharmacy network, the level of available stocks in pharmacies and in the company's central warehouse, as well as orders from final buyers of medicines, that is, sales of each specific pharmacy. It should include information on past and current operations, which will allow you to predict the future needs of the pharmacy network for medicines. This study analyzes the operational activities associated with servicing transactions, including managing orders from the pharmacy network, processing them and ensuring timely delivery of goods to pharmacies. This process includes both orders from final buyers and orders from pharmacies for the purchase of goods necessary for their own stocks. The need for final buyers in a particular pharmacy for a particular product forms demand, according to which an order for the delivery of medicines to this pharmacy is calculated in the pharmacy network inventory management system. The operation of a pharmacy chain requires information provision for such basic processes as receiving and fulfilling orders from drug buyers, i.e. retail sales in pharmacies, dispatching and delivering orders from a central warehouse to pharmacies, as well as managing and coordinating all these orders. Operational activities in the pharmacy chain inventory management system (ZBT) include several main elements: retail sales, order processing, dispatching goods from a distribution warehouse and delivery to pharmacies. Let's consider each of these elements in more detail. The retail sales process in a pharmacy is carried out as follows: a pharmacy employee accepts a customer's order and processes it, i.e. creates a "Check" document in the LIS system. To search for the desired product in real time, a reference book is used, which contains all the names listed in the price list of the pharmacy chain, as well as information on the quantity of goods in the SCIENCE AND INNOVATION INTERNATIONAL SCIENTIFIC JOURNAL VOLUME 4 ISSUE 10 OCTOBER 2025 ISSN: 2181-3337 | SCIENTISTS.UZ 137 warehouses of this pharmacy and in the warehouses of other pharmacies in the network. If the required goods are not available in the pharmacy warehouse, the client is given the coordinates of the nearest pharmacy chain where they are available. In this case, the "Check" document indicates the desired quantity of goods. Such an entry is necessary to form an order for a specific product, which is used by the pharmacy to calculate the order. If the goods are available in this pharmacy warehouse, the client is informed of its price. If the client agrees to the purchase, the "Check" document in the pharmacy chain system is added with the required quantity. Pharmacy chains delight their customers with discounts. When a document confirming the right to a discount is presented, the type of discount and document number are indicated on the LIS check of the pharmacy chain. If the buyer does not have a discount card, it can be issued as part of an advertising campaign or when making a purchase for an amount exceeding a certain limit. The document consists of three main elements: physical recording of information, the method of its presentation and the activation of a specific activity. It is the activity itself that transforms information into a document and involves its subsequent processing. All information displayed on a computer, whether it is graphic elements or textual information, is classified as an electronic document. Electronic documents have a number of undeniable advantages: they are easy to systematize, store and collect, they have a convenient and aesthetic form of filling. In addition, the use of electronic documents significantly speeds up information processing, increases the reliability of information and increases productivity. Pharmacy chains play an important role in this system, as they are the main means of delivering medicines to customers. The effective functioning of pharmacy chains is directly related to the proper storage of medicines and their timely delivery. Improper management can lead to negative economic consequences. Therefore, pharmacy chains need to focus on optimizing the processes of managing stocks and their delivery. The analysis showed that the dominance of imports in the pharmaceutical market of Uzbekistan remains, and the share of pharmacy chains is increasing. It can be unequivocally stated that using the example of the company "Zomin-Pharm", pharmacy chains are offered to use ABC and XYZ methodologies to improve the efficiency of cost management. This approach helps to strengthen inventory management and reduce costs. In general, it is necessary to introduce modern technologies and strategies to improve the efficiency of the information flow management system in pharmacy chains. This will not only increase competitiveness, but also ensure the uninterrupted supply of medicines to the population.
