The Potential of Cross-Institutional URA Networks for SSH research monitoring in Japan

Etsuko NAKANO (moderator), Hokkaido University The 2021 revision of Japan’s Basic Act on Science, Technology and Innovation formally recognized the social sciences and humanities (SSH) as integral components of the Science, Technology, and Innovation Basic Plan.However, asignificant gap remains between SSH research and its practical application in policy and society. It is difficult to argue that research activities in this field have expanded substantially. To develop acomprehensive understanding of the current status and societal impact of SSH research, Japan must establish arobust, practical framework for monitoring and evaluating it.Inspiration for this framework can be drawn from Europe's advanced, policy-based monitoring systems that incorporate SSH. A pivotal step in this process is developing acomprehensive database of research outputs written in Japanese. This session aims to discuss practical approaches to visualizing and quantifying SSH research activities.This initiative builds on the work of the SSH Research Monitoring Subcommittee, established under MEXT’s Digitalization Research and Development Promotion Project for the Social Sciences and Humanities. To understand the full scope of SSH research, we must consider the perspectives of URAs, who engage with researchers and are at the forefront of academic endeavors. The session will present practical insights into monitoring design and collaborative research initiatives, highlighting how interdisciplinary collaboration through anationwide URA network can strengthen the foundation of SSH research and enhance Japan’s overall research capacity. *This session is endorsed by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) under the “Research and Development Promotion Project for the Digital Transformation of the Humanities and Social Sciences (Research and Development for Visualizing Outcomes through Data Analysis in Humanities and Social Sciences Research),” Grant Number JPMXP1624. *This session is also organized as part of the activities of the Japan Inter-Institutional URA Network for Social Sciences, Humanities and Arts (JINSHA). Takayuki HAYASHI, National Graduate Institute for Policy Studies Professor of the Science and Technology Innovation Policy Program.After earning his Ph.D. from the University of Tokyo, he worked at the NIAD-QE, where he designed and implemented higher education evaluation and research assessment systems.He has held his current position since 2018.His research interests include science and technology policy, scientometrics, and higher education policy.He has contributed to deliberative processes of both the CSTI and MEXT. Kohei MARUYAMA, Center for Research Strategy, Waseda University Following roles in R&D, research planning, and new business development at JUKI Corporation, he engaged in biosensing research at Waseda University. Since 2009, he has contributed to the establishment of the University’s Center for Research Strategy,after which he has been involved in URA activities at several universities.
