FINANCIAL CONTROL AS A MANDATORY ELEMENT OF FINANCIAL POLICY
Abstract
This article provides a comprehensive analysis of the nature and role of financial control as a mandatory component of financial policy. Financial control is not merely an auditing procedure but a strategic mechanism that ensures economic stability, predicts financial risks, and supports the efficient management of public resources. Drawing on national and international research, the paper explores theoretical frameworks, the impact of digital transformation on financial oversight, and modern approaches to enhancing fiscal transparency. Findings demonstrate that a robust financial control system significantly contributes to economic growth, public trust, and governmental accountability in the context of ongoing economic reforms.

Annotatsiya: Ushbu maqolada moliyaviy nazoratning mohiyati, uning davlat moliya siyosatidagi o‘rni va iqtisodiy barqarorlikni ta’minlashdagi ahamiyati chuqur tahlil qilinadi. Moliyaviy nazorat — bu faqat tekshiruv yoki audit emas, balki moliyaviy siyosatning strategik asosi, iqtisodiy xavflarni oldindan aniqlovchi hamda davlat resurslarining samarali boshqarilishini ta’minlovchi mexanizmdir. Introduction In a market economy, the state's financial policy is an important tool for ensuring the country's economic stability. As a component of financial policy, financial control ensures effective management of the state budget, taxes, loans and investment processes. The economic control system is not just a digital calculation, but a mechanism that strengthens financial discipline between the state and economic entities. As the President of the Republic of Uzbekistan Sh. M. Mirziyoyev noted: “Financial discipline is the heart of the state management system, which guarantees the implementation of economic policy in the right direction”. The financial control system is a set of processes aimed at implementing financial policy, assessing its results and eliminating identified shortcomings. In a modern economy, it is an important management mechanism not only in the public sector, but also in private enterprises. Main part Financial control today is considered not only an element of the state management system, but also a strategic mechanism that ensures the stability of the national economy. It has deeply penetrated all areas of economic life - from production to social infrastructure, investment and budget policy. Any reform, any economic decision will only give short-term results if it is not reinforced by clear mechanisms of financial control. To understand the essence of financial control, it is necessary, first of all, to pay attention to the hierarchical structure of financial policy. Financial policy is a system of decisions of the state aimed at ensuring economic stability, maintaining budget balance, curbing inflation, and stimulating investments. However, if this policy is not based on control mechanisms, it remains a theoretical concept. Therefore, financial control is a bridge connecting the theoretical basis of this policy with practice. The roots of financial control lie deep in the history of economic theory. Adam Smith's The Wealth of Nations emphasizes the need to keep an account of state resources and ensure their rational distribution. He writes: “To preserve the wealth of the state is a more difficult art than to increase it” (Smith, 1776). This idea is also relevant in the modern economy: financial control is manifested as a guarantee of economic reforms.

Original article 44 The experience of developed countries shows that the financial control system is not only an audit or inspection activity, but also a form of economic forecasting. In the USA, the Government Accountability Office (GAO) system analyzes the expenditure of each budget project, even the effectiveness of social programs. In Germany, financial control is carried out through the “Rechnungshof” system, and all state expenditures are subject to parliamentary control. In the experience of Uzbekistan, in recent years, the process of digital transformation of financial control has been observed. The electronic budget system, the Open Budget platform, and the integration of the Tax and Finance databases are real examples of this process. These changes ensure not only transparency, but also effective management of public finances. As Mirziyoyev noted in his speech: “Financial control is not just a calculation, but a mechanism for protecting the interests of the state.” The main goal of the financial control system is to ensure the rational use of resources and strengthen financial discipline. However, in the modern economic environment, this concept has expanded: it now includes assessing financial risks, identifying corruption risks, and analyzing the social effectiveness of spending. Analyses show that the presence of financial control increases the level of economic stability. According to the International Monetary Fund, countries with strong financial controls have an average inflation rate of 2.4 times lower and public debt is 30% lower. This means that the presence of controls reduces economic risks. But there are also problems with the control system. In the case of Uzbekistan, in some cases, financial control is based on “fines and inspections”, bypassing preventive analysis and strategic forecasting. This leaves control in a reactive (i.e., taking action after a problem has arisen) form. Real financial control should be proactive - that is, it should work as a system that identifies economic problems in advance and provides corrective signals to policymakers. For example, if an internal audit system is established in enterprises, financial losses are reduced by up to 40%. This means that control is not only an important element within the state, but also in the culture of corporate governance. There is also a social aspect of financial control. It increases the population’s trust in taxes and public spending. Transparency, responsibility and accountability are manifested as the financial basis of democracy. In the future, the financial control system will be even more effective through digital analysis platforms powered by artificial intelligence. For example, the AI-Audit program will allow for real-time analysis of government spending. So, the future of financial control lies in digital, analytical, and proactive systems. Conclusion Financial control is the heart of financial policy, a guarantee of economic reforms, and the foundation of the public administration system. Through it, the state budget, tax system, investment, and credit policy achieve stability. The strength of the control system lies in its transparency, systematicity, and analytical basis.
