The need for a global alliance in open science infrastructure arises from a combination of structural, technical, and governance-related challenges that no single country or organization can address alone. 1. Fragmentation of infrastructures –Open science platforms, repositories, and data systems are often siloed, using different technical standards and metadata schemas, making cross-platform data sharing difficult. 2. Unequal participation –Many institutions—particularly in the Global South— face barriers such as insufficient network connectivity, limited institutional capacity, and lack of funding to develop or maintain infrastructure. 3. Lack of coordination –There is no single mechanism that connects regional initiatives (e.g., African Open Science Platform, European Open Science Cloud, LA Referencia in Latin America) into a coherent global system. 4. Growing policy momentum –The UNESCO Recommendation on Open Science explicitly calls for the co-construction of infrastructures and services, while the UNESCO Science Decade Strategy emphasizes inclusive, multi-stakeholder collaboration to achieve sustainable development goals through science. 3 Organizational Structure & Operating Mechanism ◼Secretariat: Hosted by the National Science Library, Chinese Academy of Sciences (NSL-CAS) and CCOS, the Secretariat is responsible for the day-to-day coordination and operation of the Alliance. ◼Scientific Committee: Composed of experts from various countries, the Scientific Committee provides technical and strategic guidance for the development and operation of the Alliance. ◼Executive Committee: Consists of the Chair and two Vice-Chairs of the Scientific Committee, responsible for making executive decisions and ensuring effective governance. ◼Members: The Alliance is open to a wide range of institutions, including research organizations, data centers, universities, international bodies, and government agencies.
