Recommendations for the Open Science and Research Assessment reforms in Ukraine

Abstract

This deliverable provides an overview and recommendations for Ukrainian academia with regards to Open Science and Research Assessment. It starts with a mapping of Open Science practices and reforms for Advanced Research Assessment among the partner organisations in the Open4UA project. Further, it summarizes the contents and conclusions of three training workshops held at TU Delft, ULB Brussels and University of Ljubljana, respectively. Finally, it concludes with recommendations at the national, institutional and individual levels for Ukrainian policymakers, funders, higher education institutions and research performing institutions. Цей звіт містить огляд та рекомендації для української наукової спільноти щодо відкритої науки та оцінювання досліджень. Він починається з картування практик відкритої науки та реформ із вдосконалення оцінювання наукової діяльності серед організацій-партнерів проєкту Open4UA. Далі він підсумовує зміст і висновки трьох навчальних семінарів, проведених у Делфтському технічному університеті, Вільному університеті Брюсселя та Люблянському університеті, відповідно. Насамкінець, звіт містить рекомендації на національному, інституційному та індивідуальному рівнях для українських законодавців, фундаторів науки, закладів вищої освіти та науково-дослідних установ.

powers delegated by the European Commission 7 1 Introduction – Вступ The Open4UA methodology aims at achieving ambitious project objectives, in particular:  To foster the National reform on Open Science for the higher education system modernisation and EU integration by supporting legislation amendments based on the orchestrated National consensus,  To introduce advanced approaches and mechanisms to research assessment prioritising Open Science at the National level during state certification of HEIs and research projects evaluation, and  To foster the institutional reform on Open Science and advancing research assessment in HEIs through developing and piloting the related toolkits. These objectives and activities are based in a sound knowledge transfer from EU partners, while also involving representatives of relevant stakeholders under the supervision of international experts (particularly through the Advisory Board). Therefore, the first project phase is the prerequisite of the project's overall success and is covered by Work Package 2 (led by University of Ljubljana). WP2 focuses on the knowledge transfer from the EU partners and co-creation activities, which empowers the Ukrainian partners to reach the main project objectives in Phases 2 and 3. This is achieved through three training workshops at TU Delft, ULB Brussels, and University of Ljubljana, as well as the co-creation of the comprehensive recommendations for the OS/RA reforms in Ukraine on the National and institutional levels to build a foundation of project success. Moreover, the status quo of Open Science and research assessment was mapped based on the partners in the Open4UA project. For comparable insights of the diverse situations, we developed a questionnaire that maps the existing practices and regulations on all three levels – the national level, the institutional level and the individual level. The responses of the questionnaire are shown in the organisational cards on Open Science and Research Assessment in the following sections, and they were used to generate a traffic light representation that is indicated in the overview maps. DELIVERABLE D2.4: RECOMMENDATIONS FOR OPEN SCIENCE AND RESEARCH ASSESSMENT РЕЗУЛЬТАТ D2.4: РЕКОМЕНДАЦІЇ ЩОДО ВІДКРИТОЇ НАУКИ ТА ОЦІНЮВАННЯ ДОСЛІДЖЕНЬ The Open4UA project is co-financed by the European Union under Erasmus+ CBHE program through the Grant Agreement no. 101129085 concluded with the European Education and Culture Executive Agency (EACEA), under the powers delegated by the European Commission 8 Методологія Open4UA спрямована на досягнення амбітних цілей проєкту, зокрема:  сприяння національній реформі у сфері відкритої науки для модернізації системи вищої освіти та євроінтеграції шляхом підтримки змін до законодавства на основі організованого національного консенсусу;  впровадження існуючих передових підходів та розроблення рекомендацій і механізмів для реформування оцінювання наукової діяльності для пріоритезації відкритої науки на національному рівні під час державної атестації ЗВО та оцінювання наукових проєктів; а також  сприяння інституційній реформі у сфері відкритої науки та вдосконалення оцінювання науки у ЗВО шляхом розроблення та пілотування відповідного інструментарію. Ці завдання та заходи базуються на ефективному трансфері знань від партнерів з ЄС, а також залучають представників відповідних зацікавлених сторін у співпраці з міжнародними експертами (зокрема через Консультативну раду). Таким чином, перша фаза проєкту є необхідною умовою загального успіху проєкту та охоплюється Робочим пакетом 2 (лідером якого є Університет Любляни). Робочий пакет 2 зосереджуватиметься на передачі знань від партнерів із ЄС та співтворчості, що дасть змогу українським партнерам досягти основних цілей проєкту на Фазах 2 та 3. Це буде досягнуто за допомогою трьох навчальних семінарів у Делфтському технічному університеті (Нідерланди), Вільному університеті Брюсселя (Бельгія) та Університеті Любляни (Словенія), а також через спільне розроблення комплексних рекомендацій щодо реформ з відкритої науки та оцінювання наукової діяльності в Україні на національному та інституційному рівнях для створення фундаменту успіху проєкту. Крім того, статус-кво відкритої науки та реформування оцінювання наукової діяльності в Україні було відображено на основі аналізу ситуації в організаціях-партнерах проєкту Open4UA. З метою порівняння ми розробили анкету, яка відображає існуючі практики та правила на всіх трьох рівнях – національному, інституційному та індивідуальному. Representation of all three levels was ensured through the partners in the Open4UA project consortium. In alignment with the project goals and the needs of the subsequent work programs, this overview made use of inputs from national organisations (Ministry of Education and Science of Ukraine; National Research Foundation of Ukraine), from a variety of institutions (Universities and Institutes), and non-governmental organisations of researchers (NGO Innovative University; Institute for Open Science and Innovation), whereas a large grassroots level survey was not performed in the course of this project. For the three levels of the mapping, a questionnaire was produced, where project partners provided information about their organisations based on three overarching themes: 1. What is the situation at the strategic and management levels? 2. What is the situation at the regulatory level and in particular, what mandates for Open Science are in place? 3. What training and support structures or activities are available? The comparative results of this overview shows many advanced positions across the different levels and organisations, as depicted in Table 2. A common theme did reflect widespread practices for some Open Science aspects, particularly the Open Access publication of results in national scientific journals as well as the self-archiving of scientific publications are already part of the existing research culture across many fields and all geographic regions. However, taking into account the wider scope of Open Science practices, there are still a variety of points to address. According to the inputs in the conducted overview, the largest needs undoubtedly remain with regards to infrastructure and available funding. In face of existing research practices and culture, the further development of national legislation, institutional strategies and internal regulatory documents is less urgent than the provision of new infrastructure and additional financial means, but they remain a crucial point for the full effect of excellent, reproducible and impactful research work in Ukraine. The geographical mapping of the existing practices reveal a uniform spread across regions and fields with regards to the strategic planning, regulatory requirements, support structures and training activities, as depicted in Figure 1. The detailed results of the mapping are presented as separate factsheet for each organisation, which are provided in the following subsections, divided into national, institutional and individual levels. Конференція приурочена до міжнародного Тижня відкритого доступу. Для реалізації завдання 6.2.3.5. Операційної цілі 6.2.3 Пріоритету 6 Стратегічного плану діяльності МОН до 2027 року у 2024 році МОН заплановане розроблення плану заходів з популяризації науки, у тому числі відкритої науки, з урахуванням міжнародного досвіду, зокрема принципів Європейської асоціації громадянської науки (ESCA) та проведення інформаційно-комунікаційних кампаній з метою популяризації наукових досягнень серед населення, інформування про можливості використання досягнень науки у професійній діяльності та повсякденному житті. 2.1.3 National Research Foundation of Ukraine (NRFU) Open Science strategy or action plan YES The NRFU is in the process of developing an Open Science Strategy. Based on the experience of colleagues from the Dutch Research Council (NWO), as well as members of Science Europe (the NRFU is a member of a several working groups, including one on open science), regarding the role of funders in implementing Open Science (OS) policy, the NRFU representatives began to develop the CoARA Action Plan in order to promote OS practices and CoARA principles. Upon further processing the document aims to become a roadmap for the development of OS at the NRFU. Open Science mandates YES  The NRFU has started implementing the reform of the research assessment system. Since 2022, the terms and conditions for calls administered by the NRFU have been formulated in accordance with the CoARA principles.  In particular, the NRFU abandoned 'bad metrics', citations, etc. in favour of qualitative indicators. Quantitative indicators are used to support qualitative assessment only.  An analogy of the Narrative CV (Questionnaire of the project PI, Questionnaire of the project authors) was created, which encourages the description of a wide range of skills and experience. Training and support measures YES To implement the principles of OS in Ukraine, the NRFU joins OS international communities, actively participates in international and national events and activities dedicated to Open Science, which helps to raise awareness and build competence in Open Science (the first and second International Conferences 'Open Science and Innovation in Ukraine', MSCA4Ukraine webinars on the principles and practices of Open Science, events in the framework of London Global Cancer Week & EOSC Symposium: An International Workshop on Developing an Ethics Framework for Artificial Intelligence in Support of Collaboration and Resource Sharing for Open Science, Seminar on Data Policy for Open Science in Crisis Situations, etc.) 2.1.4 Національний фонд досліджень України (НФДУ) Стратегія або план дій з відкритої науки ТАК НФДУ у процесі розробки такого документу (стратегії з питань відкритої науки). На основі вивчення досвіду колег з Нідерландської дослідницької ради (NWO), а також членів Science Europe в рамках роботи у робочих групах (включаючи РГ з питань відкритої науки), стосовно ролі грантодавців у реалізації політики відкритої науки представники НФДУ почали розробляти проєкт плану дій CoARA (Action Plan), що стосується плану просування практик відкритої науки та принципів CoARA. При подальшому опрацюванні документ має на меті стати дорожньою картою розвитку відкритої науки в НФДУ. Впровадження відкритої науки ТАК  У НФДУ запроваджено ряд принципів реформи системи оцінювання досліджень. З 2022 року, умови конкурсів, які проводить НФДУ, сформульовано відповідно до Угоди про реформування оцінювання в галузі науки (CoARA).  Зокрема, НФДУ відмовились від практики застосування bad metrics, цитованості тощо на користь якісних показників. Кількісні показники враховуються тільки в межах оцінки якості.  НФДУ використовує аналог Narrative CV (анкету наукового керівника проєкту, анкету авторів проєкту), яке спонукає описувати широкий спектр навичок і досвіду. However, in December 2023 the university approved its Publishing Policy in the Field of Scientific Activities (effective from January 2024). This document is a major step towards institutional Open Science implementation as it endorses the related principles (open access, data, and licenses) as well as authors’ rights retention. Open Science mandates YES  LPNU Institutional Repository provides open access to a vast collection of research outputs mostly authored by LPNU academic community. The repository is one of the largest in Ukraine (almost 55,000 entries as of April 2024) and is indixed in the Registry of Open Access Repositories.  LPNU publishes 25 academic journals in different research fields and all of them are Open Access. The university developed and actively used its own online publishing platform to support these journals as well as academic conferences.  LPNU is the coordinator of the Erasmus+ CBHE project OPTIMA (“Open Practices, Transparency and Integrity for Modern Academia”) aimed at implementing Open Science practices in Ukraine to improve the quality of National higher education services. OPTIMA’s outputs contribute to shaping open research culture in Ukraine.  Particularly, within the OPTIMA project, the open peer review platform Peers.International was developed. The platform is hosted and managed by LPNU and has so far provided support for 11 academic conferences organised by Ukrainian displaced universities. In 2023 the platform was featured in the EOSC Catalogue of Best Practices (Best Practices Targeting ‘Publications’). Ukrainian Open Science Forum will be held in the university during November 21-23, 2024. During the event the Ukrainian Reproducibility Network will be established. The Forum will also host discussions on advancing research assessment based on CoARA principles. Training and support measures YES LPNU is one of the first 4 Ukrainian universities, where Open Science has been formally taught to students and PhD candidates. Academic courses were developed in the frame of the OPTIMA project and offered to students from various disciplines. Also, the project team came up with a handbook, which will be updated, published and disseminated through many Ukrainian libraries in the course of 2024. Also, an open online course on Open Science is currently being developed by the OPTIMA consortium. 2.2.2 Національний університет «Львівська політехніка» Стратегія або план дій з відкритої науки ТАК Львівська політехніка планує розробити свою політику відкритої науки в рамках проєкту Open4UA. Однак у грудні 2023 року університет затвердив свою Публікаційну політику у сфері наукової діяльності (набула чинності з січня 2024 року). Цей документ є важливим кроком на шляху до інституційного впровадження відкритої науки, оскільки він підтримує пов'язані з нею принципи (відкритий доступ, дані та ліцензії), а також збереження прав авторів. Впровадження відкритої науки ТАК  Інституційний репозитарій Львівської політехніки забезпечує відкритий доступ до великої колекції результатів наукових досліджень, авторами яких є переважно члени університетської спільноти. Репозитарій є одним з найбільших в Україні (майже 55000 записів станом на квітень 2024 року) та внесений до Реєстру репозитаріїв відкритого доступу.  Львівська політехніка видає 25 наукових журналів у різних галузях науки, і всі вони пропонують відкритий доступ до своїх матеріалів. Для підтримки цих журналів, а також наукових конференцій університет розробив і активно використовує власну видавничу онлайн-платформу.  Університет є координатором проєкту Еразмус+ з розбудови потенціалу вищої освіти OPTIMA ("Відкриті практики, прозорість та доброчесність для сучасної вищої школи"), спрямованого на впровадження практик відкритої науки в Україні з метою підвищення якості вищої освіти. Результати проєкту OPTIMA сприяють формуванню культури відкритих досліджень в Україні.  Зокрема, в рамках проєкту OPTIMA була розроблена платформа відкритого рецензування Peers.International. Також, консорціум OPTIMA розробляє відкритий онлайн-курс з відкритої науки для всіх бажаючих. 2.2.3 National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” Open Science strategy or action plan YES Igor Sikorsky KPI , was the first among Ukrainian universities to adopt the Open Science Policy on November 1, 2022. The policy reflects a new approach to educational and scientific processes, and formulates the purpose, goals and objectives of open science at KPI in accordance with the UNESCO recommendations. The tasks of implementing the Policy are to ensure the possibility of open exchange of research, research data, creation of open educational resources, access to research infrastructure, provision of knowledge and formation of competencies in open science and, ultimately, integration of the University into the European research and educational space. The working group of the university on the implementation of open science has developed a Plan for the implementation of open science at KPI (2023-2025). Currently KPI is tasked with implementing the best practices of open science in the university environment, in particular: 1. Improvement of University documents in accordance with the principles of open science. 2. Providing access to scientific results.  Development of the “ELAKPI” institutional repository.  Reengineering of the processes of the scientific publishing house of the university.  Implementation of the electronic publishing system of the University.  Development of scientific journals of the university based on the open access model.  Creation of open educational resources. 3. Ensuring management of university research data according to FAIR principles. Open Science mandates YES In 2014, KPI adopted the Open Access Mandate on the development of a three-part open access platform: an institutional repository, open access journals, and open access to conference materials. Currently, the library supports the institutional repository of educational and scientific materials of KPI “ELAKPI” based on DSpace software (over 56 thousand documents) https://ela.kpi.ua/ The Open Journal System platform is used by 37 journals of KPI, 14 of them are included in DOAJ. Informational and organizational support for university conferences is provided by the library, which uses both Open Conference Systems and Open Journal Systems for this purpose. Also, the topic of open science is taught within the framework of the university-wide elective discipline "Fundamentals of academic integrity" for first (bachelor) level applicants. The university governance is fully supporting the Open Science practices and is actively engaging with the nation-wide initiatives in order for this to happen. Moreover, there is a long-standing culture to publish results in Open Access, mainly for scientific articles, in part also for other results. As such, Open Science practices are already an integral part to the scientific culture at NLU. The standing practices at NLU also pro-actively fosters self-archiving of scientific articles in the university‘s repository, including for gold and diamond Open Access publications. By integrating the principles of open science into the university's transitional strategy, there’s a clear commitment to making research accessible, transparent, and freely available, enhancing collaboration and disseminating knowledge. Зокрема, з 2022 року запроваджено формат «OpenDoors» - захід, коли викладачі приходять із запитаннями та разом із проректором з науки шукають відповіді. Крім того, регулярно проводяться заходи у форматі «Запитай проректора про...» (Scopus, Open Science...). Ці ініціативи постійно наголошують на підтримці доброчесності досліджень, забезпеченні якості результатів досліджень та розвитку культури відповідальних досліджень, що відповідає світовим стандартам і принципам. Крім того, проводяться навчальні семінари з написання проєктних заявок на конкурси фінансування, створюються мережі підтримки та надаються індивідуальні консультації для кожного дослідника, який потребує допомоги. Для написання грантових заявок ретельно формуються дослідницькі команди, до складу яких обов'язково входять молоді науковці. Для таких команд проводяться окремі тренінги з написання заявок та забезпечення сталості дослідницької ідеї. Для інформування дослідників про можливості, принципи відкритої науки та сучасні тренди запущено Telegram-канал «Наука. Перезавантаження». Всі наші дії забезпечують впровадження відкритої науки відповідно до ключових керівних документів та ініціатив. Ми дотримуємося принципів Декларації СанФранциско про оцінку наукових досліджень (DORA), оцінюючи дослідження на основі їхніх власних достоїнств. Наша практика відображає основні цінності Гонконгських принципів, зосереджуючись на доброчесності, прозорості та відповідальних показниках досліджень. Наголошуючи на якісному судженні та визнаючи різноманітний внесок у дослідження, ми втілюємо настанови Лейденського маніфесту. Наше сприятливе та інклюзивне середовище для дослідників, поряд із чесними та прозорими практиками найму, демонструє прихильність до Хартії ЄС для дослідників та Кодексу поведінки при наймі на роботу дослідників. Крім того, ми працюємо над приведенням нашої діяльності у відповідність до стандартів, необхідних для сертифікації за Стратегією управління людськими ресурсами для дослідників (HRS4R), що демонструє наше прагнення до досконалості в дослідженнях і розвитку дослідників. The organisation arose from the Ministerial Working Group on the National Plan for Open Science development after the approval of the Plan in October 2022 and the end of the working group mandate. Hence, INOSI doesn't have an explicit Open Science strategy, but focuses on National Open Science plan implementation, particularly in the areas of research assessment and advancing research reproducibility. Open Science mandates YES  INOSI is a member of CoARA and a founding member of CoARA National Chapter Ukraine. INOSI’s President is Chapter’s Co-Chair.  INOSI members are involved as experts in Ministerial working groups on policy development to support the National Open Science plan implementation.  INOSI has recently received a seeding grant from the TIER2 EU-funded project to kick-start a reproducibility network in Ukraine, which is planned during the Ukrainian Open Science Forum in November 2024. Also, INOSI recognises the potential of Open Science in the recovery of Ukrainian academia and the country overall and is involved in co-creating related initiatives. 2.3.4 ГО «Інститут відкритої науки та інновацій» (INOSI) Стратегія або план дій з відкритої науки ТАК Метою створення INOSI в лютому 2023 року була підтримка реалізації Національного плану щодо відкритої науки та розвитку в в Україні економіки, заснованої на знаннях, через інновації. Організація виникла на базі Міністерської робочої групи з розробки Національного плану щодо відкритої науки після затвердження Плану в жовтні 2022 року та завершення мандату робочої групи. Таким чином, INOSI не має чіткої стратегії розвитку відкритої науки, але зосереджується на виконанні Національного плану розвитку відкритої науки, зокрема у сферах оцінювання досліджень та сприяння відтворюваності досліджень. Впровадження відкритої науки ТАК  INOSI є членом CoARA та одним із засновників Національного осередку CoARA в Україні. Президент INOSI є співголовою осередку.  Члени INOSI залучені в якості експертів до міністерських робочих груп з розроблення політик, спрямованих на підтримку реалізації Національного плану розвитку відкритої науки.  Нещодавно INOSI отримав стартовий грант від проєкту TIER2, що фінансується ЄС, для запуску мережі відтворюваності в Україні, який планується під час Українського форуму відкритої науки в листопаді 2024 року. DELIVERABLE D2.4: RECOMMENDATIONS FOR OPEN SCIENCE AND RESEARCH ASSESSMENT РЕЗУЛЬТАТ D2.4: РЕКОМЕНДАЦІЇ ЩОДО ВІДКРИТОЇ НАУКИ ТА ОЦІНЮВАННЯ ДОСЛІДЖЕНЬ The Open4UA project is co-financed by the European Union under Erasmus+ CBHE program through the Grant Agreement no. 101129085 concluded with the European Education and Culture Executive Agency (EACEA), under the powers delegated by the European Commission 40 3 Status quo on Research Assessment in Ukraine Статус-кво щодо оцінювання наукових досліджень в Україні The current status with regards to research assessment is strongly rooted in the past, but Ukrainian institutions to a varying degree have begun to adopt practices from Western Europe. In particular, a growing focus on the Journal Impact Factor, related indices and corresponding quantitative bibliometrics can be noted. As such Ukraine is in a process of streamlining some overly complicated processes remaining from previous systems, while on this path adopting practices that Western institutions increasingly recognize as less-than-ideal for the scientific endeavor. These developments have been recognised only by a fraction of institutions in Ukraine, thus far, but the current state of play in the Ukrainian academic system is met with a high readiness to reform practices. It is noteworthy, though, how committed individual organisations are already engaging in reforms based on contemporary standards, new practices, and recent scientific insights. In this regard, the modern orientation and structure of the National Research Foundation of Ukraine and the ongoing reforms at the Ministy of Education and Science of Ukraine are standing out as exemplary. The reforms of the assessment systems on all levels are embedded into a wider process of aligning the Ukrainian academic sector with the European Research Area in preparation of the countries full inclusion into the European Union. As such, the landscapping exercise focused largely on European initiatives and instruments, including the Coalition for Advancing Research Assessment (CoARA) and the European framework codes, as are the European Charter for Researchers and the European Code of Conduct for the Recruitment of Researchers, which are part of the Human Resource Strategy for Researchers (HRS4R) process and HR Excellence in Research award, and which have been recently revised as part of the European Framework to attract and retain research, innovation and entrepreneurial talents. Moreover, we did probe implementation of the most fundamental principles in assessment, as outlined in the San Francisco Declaration on Research Assessment (DORA), the Leiden manifesto and the Hong Kong principles. Finally, each organisation was probed qualitatively regarding their current engagement to reform their research assessment practices. It is noteworty from the overview in Table 2, that the majority of Ukrainian organisations are on an intermediate level, but still have major activities ahead in order to align with and implement contemporary principles and best practices with regards to research assessment. The general direction in terms of reforming the system is very promising, not least due to the visionary leadership on the national level. Comparing the regional spread of practices in Figure 2, it appears that organisations in the western parts of Ukraine are more enhanced in their reforms and alignment, than displaced universities and universities located easternmost in the country. This divide is well comprehensible, given the impacts that the ongoing war has had onto those regions and the institutions (originally) located there. In this regard, we should note that these impacts did not just start with the full-scale invasion in 2022, but that half of the displaced universities were indeed displaced in 2014 due to the outbreak of the war. Nevertheless, with appropriate, coordinated support including through the Open4UA project, it is very likely for the institutions to swiftly advance from the intermediate and basic positions to a modern and efficient work, thus maximising the excellence and impact of their research activities. Нинішній стан оцінювання наукових досліджень має глибоке коріння в минулому, але українські інституції тією чи іншою мірою почали переймати практики із Західної Європи. Зокрема, можна відзначити зростаючу увагу до імпакт-фактора журналів, пов'язаних з ним індексів і відповідних кількісних бібліометричних показників. Ці зміни поки що підтримує лише невелика частина інституцій в Україні, але поточний стан справ в українській академічній системі свідчить про високу готовність до реформ. Варто зазначити, що окремі організації вже беруть участь у реформах, які ґрунтуються на сучасних стандартах, нових практиках і новітніх наукових знаннях. У цьому плані показовими є візія та структура Національного фонду досліджень України, а також реформи, що тривають у Міністерстві освіти і науки України. Реформування систем оцінювання на всіх рівнях є невід'ємною частиною ширшого процесу узгодження українського академічного сектору з Європейським дослідницьким простором у рамках підготовки до повноправного членства країни в Європейському Союзі. Таким чином, наш аналіз був зосереджена переважно на європейських ініціативах та інструментах, включаючи Коаліцію з розвитку оцінювання наукової діяльності (CoARA) та європейські рамкові кодекси, а також Європейську хартію дослідників та Європейський кодекс поведінки при наймі на роботу дослідників, які є частиною процесу Стратегії управління людськими ресурсами для дослідників (HRS4R) та премії «За досягнення в галузі наукових досліджень», і які нещодавно були переглянуті в рамках Європейської рамкової програми із залучення та утримання дослідницьких, інноваційних та підприємницьких талантів. Крім того, ми дослідили впровадження найбільш фундаментальних принципів оцінювання, викладених у Декларації Сан-Франциско про оцінювання наукових досліджень (DORA), Лейденському маніфесті та Гонконгських принципах. Нарешті, кожну організацію було проаналізовано на предмет їхньої поточної участі у реформуванні практики оцінювання досліджень. З огляду, наведеного в Таблиці 2, варто зазначити, що більшість українських організацій перебувають на проміжному рівні, але їм ще належить провести значну роботу з метою узгодження та впровадження сучасних принципів і найкращих практик оцінювання досліджень. Загальний напрямок реформування системи є дуже перспективним, не в останню чергу завдяки далекоглядному керівництву на національному рівні. Порівнюючи регіональне поширення практик на рисунку 2, виявляється, що організації в західних частинах України більш просунуті у своїх реформах та узгодженні, ніж переміщені університети та університети, розташовані на сході країни. Each session was started with a presentation, followed by active group discussions from project members and wrapped up by sharing group discussions. The Dutch practices that were shared during the workshop included the TU Delft case on technical and social infrastructure for Open Science, the Digital Competence Centres in the Netherlands, the Open Science Community initiative, the Dutch National programme on rewards and recognition, the case from Utrecht University on rewards and recognition, the Dutch Research Council's policy in supporting Open Science. In addition to these 5 topical sessions, the workshop also included a special session on co-creative methodologies for research assessment reform and improving Open Science practices. Project partners followed a step-by-step approach to co-create and reflect on their institutional implementations. The workshop began with a short introduction to the structure of the agenda and additional points on the organisation of the week. As such, the workshop used the 5 pillars approach to culture change for Open Science (OS), starting with the infrastructure to make OS possible, continuing with user experience to make OS easy, the communities to make OS normative, the incentives to make OS rewarding, and finishing with the policies to make OS required. All presentation sessions are followed by a discussion session in breakout groups with the four questions: 1. From what you have learnt, what’s applicable and what is not applicable to Ukrainian context? (and why?) 2. Does anything need to be changed in the recommendations for OS implementation in Ukraine based on what you have learnt? 3. What are the obstacles that you envisage which could prevent the implementation? 4. How could the obstacles be overcome? Following the 5 pillars approach, the first presentation by Yan Wang, Paula Martinez Lavanchy showcased the available infrastructures at TU Delft, together with the available support services, training opportunities and institutional policies. In the second presentation, Mira Stanic introduced the Digital Competence Centres that have been established all over the Netherlands. She showed the centres funding background, their organisation, roles, and tasks from multiple perspectives as well as the centres’ roadmap of evolution. In the following presentation, Anita Eerland introduced the Open Science Communities, their roles and the toolkits that have been developed around them. In particular, she presented the StarterKit developed in the INOSC international network of Open Science communities with its practical approaches to establish the communities of practice. As the last presentation of the day, Kim Huijpen gave an introduction to the national Recognition and Rewards program. On the second day, Joeri Tijdink started with an introduction of the toolbox developed by the SOPs4IR project. He particularly highlighted the connection to Research Integrity and showed how to produce an Open Science promotion plan. The following presentation by Jeroen Bosman showcased incentives for open science as a case study from Utrecht, thereby relating to the national program presented by Kim Huijpen on the previous day and how to implement it in the institutional environment. The final presentation by Hans de Jonge focused on the national funder NWO, how it defines Open Science, how it has put up policy and incentives in support of OS, as well as how this translates into national investments. On the third day, the Ukrainian colleagues Oleksandr Berezko and Hryhorii Mozolevych presented the preliminary results of the Ministerial WG on Research Assessment, which is preparing the reform of the national accreditation of Higher Education Institutions in Ukraine. DELIVERABLE D2.4: RECOMMENDATIONS FOR OPEN SCIENCE AND RESEARCH ASSESSMENT РЕЗУЛЬТАТ D2.4: РЕКОМЕНДАЦІЇ ЩОДО ВІДКРИТОЇ НАУКИ ТА ОЦІНЮВАННЯ ДОСЛІДЖЕНЬ The Open4UA project is co-financed by the European Union under Erasmus+ CBHE program through the Grant Agreement no. 101129085 concluded with the European Education and Culture Executive Agency (EACEA), under the powers delegated by the European Commission 64 політику, до дослідників-початківців (ми вже маємо приклади міністерських робочих груп та семінарів з формування національного консенсусу проєкту Open4UA).  Забезпечення обов'язкового формального навчання з питань відкритої науки з особливим фокусом на управлінні дослідницькими даними для студентів, аспірантів та молодих вчених, які є ключем до системної зміни дослідницької культури в середньота довгостроковій перспективі (можуть бути використані результати проєкту OPTIMA та досвід їхнього впровадження).  В українських дослідницьких організаціях мають бути запроваджені нові посади: розпорядників даних та фасилітатора/координатора відкритої науки (в ідеалі – на рівні факультету).  Кожна дослідницька організація повинна мати відповідальну особу або спеціальний комітет/підрозділ з питань відкритої науки.  Прогрес у сфері відкритої науки необхідно оцінювати кожні 3-5 років (новий план щодо відкритої науки кожні 3-5 років?).  Зосередьтеся на необхідності визнавати нульові та негативні результати досліджень і робити їх доступними для публікації.  Наголошуйте важливість відтворюваності досліджень.  Розробіть національний кодекс дослідницької доброчесності з пріоритетами відкритості, прозорості та відтворюваності досліджень (альтернатива - схвалення Європейського кодексу дослідницької доброчесності).  Уніфікуйте таксономію дослідницьких та освітніх галузей для підвищення прозорості та управління.  У довгостроковій перспективі Україні потрібна Національна інфраструктура даних FAIR (репозиторій даних). У короткота середньостроковій перспективі можна співпрацювати з якісною європейською інфраструктурою, наприклад, Zenodo. Паралельним варіантом може бути адаптація існуючих інституційних репозиторіїв українських науково-дослідних установ для розміщення даних. 5.3 Best practices on Research Assessment – Кращі практики оцінювання наукової діяльності Even with knowledge, skills, and infrastructure in place, the main barrier to open and responsible research practices is still the lack of recognition and incentives. Therefore, reform of research assessment based on CoARA principles is the key to reforming the research and higher education systems in Ukraine. Workshop participants brainstormed and discussed several ideas and steps to implement:  Recognise OS as a cross-cutting and discipline agnostic priority for high-quality science.  OS practices must be included in indicators used for research assessment, particularly for career promotion.  New types of research processes and outputs must be included in the assessment including but not limited to FAIR data sets, preprints, preregistration of research, research software and code.  At the same time, we recommend abstaining from using ANY citation-related metrics such as quartiles in research assessment. If this is still unavoidable, we recommend minimising the difference between e.g. highor low-level outputs citation-wise. Навіть за наявності знань, навичок та інфраструктури головною перешкодою для відкритих і відповідальних дослідницьких практик залишається брак визнання та стимулів. Тому реформа оцінювання наукових досліджень на основі принципів CoARA є ключем до реформування дослідницької системи та системи вищої освіти в Україні. Учасники воркшопу провели мозковий штурм та обговорили кілька ідей та кроків для їх реалізації:  Визнати ВН наскрізним і дисциплінарно агностичним пріоритетом для високоякісної науки.  Практики ВН повинні бути включені в показники, що використовуються для оцінювання наукових досліджень, зокрема для кар'єрного зростання.  Нові типи дослідницьких процесів і результатів повинні бути включені в оцінювання, включаючи, але не обмежуючись наборами даних FAIR, препринтами, попередньою реєстрацією досліджень, дослідницьким програмним забезпеченням і кодом.  Водночас ми рекомендуємо утриматися від використання будь-яких метрик, пов'язаних з цитуванням, таких як квартилі, при оцінюванні досліджень. Якщо цього все ж таки не уникнути, ми рекомендуємо мінімізувати різницю між, наприклад, високоі низькоцитованими результатами з точки зору цитування.  Підвищення академічної свободи на інституційному рівні є ключем до реформи, оскільки це дасть дослідницьким організаціям більше гнучкості в адаптації загальних принципів до їхніх конкретних потреб і побудові систем оцінювання та заохочення відповідно до них.  Підвищення обізнаності про CoARA з особливим акцентом на залучення дослідників до українського відділення CoARA. More specifically, these included actions in five main areas: (i) National legislation, (ii) Institutional implementation, (iii) Coordinated training and support, (iv) Funding support and requirements, as well as (v) Infrastructure, Communities and other support initiatives The interplay of these five main areas held a pivotal role to the successful reforms and developments. Correspondingly, the workshop focused the four days to cover all of these areas and the components included therein. The first day gave an overview on the three levels and the included five main areas, after which the presentations focused on the reforms of the national legislation, including the Scientific Research and Innovation Activities Act (ZZrID) and the Higher Education Act (ZViS), as well as the Decree on the Implementation of Scientific Research Work and an Action Plan for Open Science (link), the Resolution on the Slovenian Scientific Research and Innovation Strategy 2030 (ReZrIS30), and the Action Plan for Open Science (link). In the afternoon of the first day, we made use of a timely coincidence and carried out two sessions on Open Science and Research Assessment reforms together with the UNICA 11th scholarly communication seminar. The second day focused on the institutional levels, starting with a presentation of the nation-wide support project SPOZNAJ, which supports the Slovenian Higher Education Institutions and Research Performing Organisation in the implementation of the new legislation and offers a wide range of training and support activities. This was followed by a session on the research assessment reforms at University of Ljubljana. In the evening, a social event was held jointly with the Ukrainian Science Diaspora and the team of the AGILE project. The third day started with an Introduction of Slovenian Research and Innovation Agency (ARIS), followed by presentations and discussions with four sector heads from the agency, namely the Sector for International Collaboration, the Sector for Research Projects, the Sector for Block Funding – incl. Research Assessment, and the Sector for Open Science. The second part of the day focused on a number of important infrastructure and support initiatives, beginning with the Academic and Research Network of Slovenia (ARNES) as the largest infrastructure provider, followed by the Slovenian Citizen Science Network (https://citizenscience.si/), the national Research Data Alliance node (RDA Slovenia), and the Slovenian Open Science Community (SSOZ). The last day began with a workshop module on practical aspects of research data management facilitated by the Social Sciences Data Archive of Slovenia. The last session included an overview of all activities and services with regards to Open Science offered at the University of Ljubljana, before coming to the wrap-up and closure of the overall event. Більш конкретно, вони включали в себе дії в п'яти основних областях: (i) Національне законодавство, (ii) Інституційна імплементація, (iii) Координоване навчання та підтримка, (iv) Фінансова підтримка та вимоги до фінансування, а також (v) Інфраструктура, спільноти та інші ініціативи підтримки. Взаємодія цих п'яти основних сфер відіграє ключову роль в успішному проведенні реформ і розвитку. Відповідно, чотири дні семінару були присвячені обговоренню всіх цих сфер і компонентів, що входять до них. Перший день був присвячений огляду трьох рівнів і п'яти основних сфер, після чого презентації були присвячені реформам національного законодавства, зокрема Закону про науководослідну та інноваційну діяльність (ZZrID) і Закону про вищу освіту (ZViS), а також Постанові про виконання науково-дослідних робіт і Плану дій у сфері відкритої науки (посилання), Постанові про Стратегію наукових досліджень та інновацій Словенії до 2030 року (ReZrIS30) і Плану дій у сфері відкритої науки (посилання). У другій половині першого дня ми провели дві спільні сесії, присвячені реформам відкритої науки і оцінювання досліджень, разом з 11-м семінаром UNICA з наукової комунікації. Другий день був присвячений інституційному рівню, починаючи з презентації загальнонаціонального проекту підтримки SPOZNAJ, який підтримує словенські вищі навчальні заклади та науково-дослідні організації у впровадженні нового законодавства і пропонує широкий спектр навчальних та допоміжних заходів. Після цього відбулася сесія, присвячена реформі оцінки наукових досліджень в університеті Любляни. Увечері відбувся соціальний захід, організований спільно з Українською науковою діаспорою і командою проекту AGILE. Третій день розпочався зі знайомства з Словенським агентством досліджень та інновацій (ARIS), після чого відбулися презентації та дискусії з керівниками чотирьох секторів агентства, а саме: Сектора міжнародного співробітництва, Сектора дослідницьких проектів, Сектора блочного фінансування - в т.ч. оцінки досліджень, і Сектора відкритої науки. Друга частина дня була присвячена ряду важливих інфраструктурних та допоміжних ініціатив, починаючи з Академічної та дослідницької мережі Словенії (ARNES) як найбільшого постачальника інфраструктури, а також Словенської мережі громадянської науки (https://citizenscience.si/), національного вузла Альянсу дослідницьких даних (RDA Словенія) і Словенського співтовариства відкритої науки (SSOZ). Останній день розпочався з семінару, присвяченого практичним аспектам управління дослідницькими даними, організованого Архівом даних соціальних наук Словенії. From this, we extract the following best practices learnt at the workshop:  Legislation on research and innovation in Slovenia is based on European measurements, examples of good practice from other EU members (particularly those with most recent OS legislation), and international declarations and initiatives. Slovenian research and innovation legislation was formed in collaboration with the stakeholders and experts of the research and open science community.  Open science should be part of the general resolution on research and innovation. If open science measures are described in separate documents, research community may not understand them as an integral part of research practices, but rather as a particular additional obligation.  The Council for National Open Science Coordination (CoNOSC) is a good resource for an overview of OS legislation in Europe.  Diamond open access as the best model for ensuring open publishing practices on the national level.  For open science to become a norm, key research infrastructure must be established.  Citizen science is part of the socially-engaged open science practices. In Slovenia, citizen science is supported by the national network of citizen science, which provides information on current projects and accessible research infrastructure, offers training and links the stakeholders.  Dataverse is an easily installable and customizable open-source data repository software. Its user interface is already partially translated to Ukraine. Installation and management may require technical expertise, but the robust features for data publication make Dataverse an excellent solution for new data repositories.  A national vocabulary for Open Science and related topics is a crucial feature to be able to communicate in the national language about the corresponding contents, while avoiding misunderstandings and doubt. Впровадження відкритої науки, незважаючи на потенційні занепокоєння дослідників і надмірне робоче навантаження, вимагає потрійного паралельного підходу на національному або законодавчому рівні, на інституційному рівні, а також безпосередньо до кожного дослідника. Звідси ми виокремлюємо наступні найкращі практики, про які ми дізналися під час семінару:  Законодавство про дослідження та інновації в Словенії ґрунтується на європейських нормах, прикладах передового досвіду інших членів ЄС (особливо тих, які мають найновіше законодавство щодо відкритої науки), а також на міжнародних деклараціях та ініціативах. Словенське законодавство про дослідження та інновації було сформовано у співпраці із зацікавленими сторонами та експертами дослідницької та відкритої наукової спільноти.  Відкрита наука повинна бути частиною загальної постанови про дослідження та інновації. Якщо заходи у сфері відкритої науки описані в окремих документах, дослідницька спільнота може не сприймати їх як невід'ємну частину дослідницької практики, а скоріше як певне додаткове зобов'язання. У Словенії громадянська наука підтримується національною мережею громадянської науки, яка надає інформацію про поточні проєкти та доступну дослідницьку інфраструктуру, пропонує навчання та налагоджує зв'язки стейкхолдерами.  Dataverse – це програмне забезпечення для зберігання даних з відкритим вихідним кодом, яке легко встановлюється і налаштовується. Його користувацький інтерфейс вже частково перекладений на українську мову. Встановлення та управління може вимагати технічних знань, але надійні функції для публікації даних роблять Dataverse чудовим рішенням для нових репозиторіїв даних.  Національний словник для відкритої науки та пов'язаних з нею тем має вирішальне значення для того, щоб мати можливість спілкуватися національною мовою про відповідний зміст, уникаючи при цьому непорозумінь і сумнівів. 6.3 Best practices on Research Assessment – Кращі практики оцінювання досліджень  Systemic changes in research practices demand a change in the established practices of research assesment.  In the University of Ljubljana, the goal of the new internal assessment system is to allow for the easier creation of new research programmes and foster the career development of young scientists.  Anchoring a minimum requirement of basic standards of research integrity and sustainable research assessment in the law or its subjunct regulations supports the wider adoption of contemporary practices and helps overcome unfounded resistance to changes, while the proper phrasing ensures both the institutional autonomy and the required flexibility between fields.  As a matter of cultural change, inclusiveness and dialog along the reform process are crucial elements in the change management for an effective reform of the research assessment system.  Системні зміни в дослідницькій практиці вимагають змін в усталеній практиці оцінювання досліджень.  В Університеті Любляни метою нової внутрішньої системи оцінювання є полегшення створення нових дослідницьких програм і сприяння кар'єрному зростанню молодих вчених.  Закріплення мінімальних вимог щодо базових стандартів доброчесності та сталого оцінювання досліджень у законі або підзаконних актах сприяє ширшому впровадженню сучасних практик і допомагає подолати необґрунтований опір змінам, а правильне формулювання забезпечує як інституційну автономію, так і необхідну гнучкість між галузями.  З огляду на культурні зміни, інклюзивність та діалог у процесі реформування є ключовими елементами управління змінами для ефективного реформування системи оцінювання наукових досліджень. As an outcome of the discussions at the workshops, we find that Open Science practices are largely intertwined with research integrity, are related to remediating the reproducibility crisis, and are closely connected to improving both the research assessment practices and the research culture. Therefore, we are not providing separate conclusions for either assessment or Open Science practices, but jointly address recommendations to shape the academic environment in the light of contemporary practices and insights. Висновки випливають з підходу, запропонованого Брайаном Носеком, що складається з 5-и компонент “піраміди” (рис. 3), які ми розглядаємо окремо на чотирьох рівнях: міжнародному, національному, інституційному та на рівні окремого дослідника. В результаті обговорень на семінарах ми дійшли висновку, що практики відкритої науки значною мірою переплітаються з доброчесністю досліджень, пов'язані з подоланням кризи відтворюваності та тісно пов'язані з покращенням як практики оцінювання досліджень, так і дослідницької культури. Тому ми не робимо окремих висновків щодо практик оцінювання чи відкритої науки, а пропонуємо спільні рекомендації щодо формування академічного середовища у світлі сучасних практик та інсайтів. Given their scope and volume, the conclusions are further divided up into separate subsections for the international, national, institutional, and individual levels. Політика, реалізована на усіх рівнях, має величезний вплив на формування екосистеми, і, відповідно, очікується, що вона матиме найбезпосередніший вплив серед усіх рекомендацій. З огляду на обсяг та сферу застосування, висновки поділені на окремі підрозділи для міжнародного, національного, інституційного та індивідуального рівнів. The developments across European member states differ vastly, but a general trend toward the full implementation of Open Science appears inevitable. The assessment practices are being reformed in different ways between member states, and the positive outcomes of reform can be well observed in the Netherlands. Given the international nature of research careers, steps should nonetheless be taken to ensure sufficient flexibility for the individual researchers to exchange with representatives of less advanced European countries' academia, and in particular, regards need to be taken for early-career researchers. In general, the EU’s research and innovation framework programme should be taken as the point of reference, not only for Ukrainian researchers’ ability to become and remain competitive in its funding schemes but also given the framework programmes’ roles as the big trendsetter for developments also in the national academic ecosystems. With that said it would be highly advisable for Ukrainian institutions to sign on to certain international policies and initiatives, such as: 1) San Francisco Declaration on Research Assessment (DORA) 2) Plan S and the corresponding cOAlition S 3) Coalition for Advancing Research Assessment (CoARA) Що стосується міжнародних політик, то узгодження з поточними реформами і розвитком Європейського дослідницького простору є дуже бажаним, хоча в деяких конкретних питаннях може бути застосований обережний підхід. Розвиток подій у країнах-членах ЄС значно відрізняється, але загальна тенденція до повного впровадження відкритої науки видається неминучою. Практика оцінювання реформується в різних країнах-членах по-різному, і позитивні результати реформи можна добре спостерігати в Нідерландах. Незважаючи на міжнародний характер наукової кар'єри, слід, тим не менш, вжити заходів для забезпечення достатньої гнучкості для індивідуальних дослідників в обміні з представниками академічних кіл менш розвинених європейських країн, і, зокрема, приділити увагу дослідникам, які розпочинають свою кар'єру (молодим вченим). Загалом, рамкова програма ЄС з досліджень та інновацій має бути орієнтиром не лише для того, щоб українські дослідники могли стати та залишатися конкурентоспроможними в її схемах фінансування, але й з огляду на роль рамкових програм як великого законодавця трендів для розвитку національних академічних екосистем. З огляду на це, українським установам було б дуже доцільно приєднатися до певних міжнародних політик та ініціатив, таких як: 1) Сан-Франциська декларація про оцінку наукових досліджень (DORA); 2) План S та відповідна Коаліція S; 3) Коаліція з розвитку оцінювання наукової діяльності (CoARA). 7.1.2 Conclusions on national policies Висновки про національну політику The conclusions on national policies are grouped together in three overarching thematic schemes in the following subsections, these are the legislation including the subjunctive regulations, the funding allocation mechanisms, and the quality assurance in higher education including accreditation processes. Correspondingly, it is recommended to improve existing policies as follows: a) Address the vision, approach and general direction in a strategic document, which might be done more narrowly than a National Open Science Plan or preferably in a wider context, such as a national strategy on research and innovation or a smart specialisation strategy. b) Explicit note should be taken of the situation, requirements, and prospective vision particularly for the displaced universities and the Ukrainian scientific diaspora abroad. c) Streamline the existing legislation such that research and innovation-related policies and bundle under a coherent document. d) Provide guidance to researchers with respect to the aims and vision of the government and ministry in rebuilding and reforming the academic landscape in Ukraine. 2) National mandates: Although some aspects of Open Science and reproducible research are already quite embedded in the local research cultures across Ukraine, it is advisable to include certain mandatory requirements in the national legislation, as this will foster a more coherent implementation across the Ukrainian academic landscape, while also ensuring future developments to be welldirected. As such, these mandatory aspects shall be aligned with the fundamental right to academic freedom and with institutional autonomy but should reference particular aspects of research integrity and the public good. For example, for all research that is predominantly (more than 50%) publicly financed, the public should deduce a right to access the outcomes of this research, thus indicating mandatory Open Access to publications, research data, and other results of such publicly funded research, subject of course to certain exemptions like national security or the protection of personal data. 3) National action plan: The National Open Science Plan is an important base document shaping the research culture and the uptake of contemporary practices of excellent research within the Ukrainian academic system. As such, the plan should be continued into a second plan after the end of the first one. This subsequent action plan should ideally be based on a public discussion to consult national stakeholders and international experts, and it should be amended to further aspects of Open Science and Research Assessment Reform. Moreover, a subsequent action plan should be amended by the foreseen funding requirements for each action item, as well as foreseen or possible sources to finance these corresponding activities. 4) National decree towards funders and quality assurance: Specific determinations with regard to publicly funded research as well as quality assurance and accreditation are recommended to be bundled into a national decree, which should be the DELIVERABLE D2.4: RECOMMENDATIONS FOR OPEN SCIENCE AND RESEARCH ASSESSMENT РЕЗУЛЬТАТ D2.4: РЕКОМЕНДАЦІЇ ЩОДО ВІДКРИТОЇ НАУКИ ТА ОЦІНЮВАННЯ ДОСЛІДЖЕНЬ The Open4UA project is co-financed by the European Union under Erasmus+ CBHE program through the Grant Agreement no. 101129085 concluded with the European Education and Culture Executive Agency (EACEA), under the powers delegated by the European Commission 73 outcome of a consultation process with all relevant national stakeholders and international experts. 5) Funding allocation: The interventions discussed and recommended in this document are aligned to improve practices and overall enhance the efficiency of the academic sector. As such, the underlying interventions have largely been shown elsewhere to reduce overall costs through a tremendous return on investment, both directly to academia and indirectly to society and the economy at large. However, the recommended interventions largely require additional capacities for their implementation in order to be effective and impactful. Therefore, it is highly recommended as part of the legislation or action plan to allocate specific funding for (a) National infrastructure creation and (b) Capacity building across the academic sector specifically for the interventions described and recommended here. 6) Revision of national legislation on copyright and intellectual property rights: The effective production of scientific knowledge, the minimisation of friction losses, and the efficient exploitation and valorisation of research outcomes are highly connected with the legislation on copyright and intellectual property rights. Therefore, both aspects are suggested to be reformed to both allow wider academic dissemination of outcomes and ensure the following valorisation. Moreover, it is recommended to ensure via law that authors retain secondary publishing rights for public research outcomes. На законодавчому рівні мають бути розроблені заходи, що включатимуть кілька етапів: 1) НАЦІОНАЛЬНІ СТРАТЕГІЇ: Незважаючи на те, що існує Національний план щодо відкритої науки, а пов'язані з ним питання частково розглядаються в низці законів і нормативно-правових актів, наразі не існує узгодженого стратегічного підходу, а законодавча база в цілому залишається непрозорою для більшості дослідників. Відповідно, рекомендується вдосконалити існуючу політику наступним чином: a) Розглянути бачення, підхід і загальний напрямок у стратегічному документі, який може бути більш вузьким, ніж Національний план щодо відкритої науки, або, бажано, у більш широкому контексті, як, наприклад, національна стратегія досліджень та інновацій або стратегія смарт спеціалізації. b) Слід чітко врахувати ситуацію, потреби та перспективне бачення, особливо для переміщених університетів та української наукової діаспори за кордоном. c) Впорядкувати існуюче законодавство таким чином, щоб політика у сфері досліджень та інновацій була об'єднана в єдиний комплексний документ. d) Надавати рекомендації дослідникам щодо цілей і бачення Уряду та міністерства у відновленні та реформуванні академічного ландшафту в Україні. 2) ВИМОГИ НА НАЦІОНАЛЬНОМУ РІВНІ: Хоча деякі аспекти відкритої науки і відтворюваних досліджень вже досить добре вкорінені в місцевій дослідницькій культурі по всій Україні, доцільно включити певні обов'язкові вимоги в національне законодавство, оскільки це сприятиме більш послідовному впровадженню в українському академічному ландшафті, а також забезпечить чітке спрямування майбутнього розвитку. Як такі, ці обов'язкові аспекти мають бути узгоджені з фундаментальним правом на академічну свободу та інституційною автономією, але повинні посилатися на конкретні аспекти дослідницької доброчесності та суспільного блага. These include, but are not limited to: • European Open Science Cloud (EOSC) • Eduroam (education roaming global service) • OpenAIRE • OpenAlex • Zenodo • Open Research Europe (ORE) • National Initiatives for Open Science (NI4OS) On the national level, there are a number of worthwhile infrastructures and services, a least part of which could possibly be hosted or mediated through the Ukrainian Research and Academic Network (URAN), which is Ukraine's National Research and Education Network service (NREN). Possible services to be hosted here could include: • Certification (e-signatures / e-identity) • Open Clouds for Research Environments (OCRE) / AAI • Supercomputing / HPC • Via regional data centers: o Data Storage (Drive / Cloud / SharePoint /…) o Data Archive o Trustworthy Repositories (Research & Education) o Data Management Planning tools o GitHub o FileSender Another worthwhile infrastructure component are Digital Competence Centers that support the implementation of reproducible research and open science. These centeres could be modeled after the blueprint from the Netherlands, and could take up some services assigned above to regional data centers. At the institutional level, organisations are encouraged to proved necessary services to their researchers, including but not limited to: • Website hosting • Email hosting • E-classrooms • Meeting planning • Electronic Lab Notebooks • Multimedia & videoconferencing services Moreover, it is recommended to establish Ukrainian national or instutional nodes of European infrastructures, such as CESSDA, CLARIN, ELIXIR and others. Міжнародна інфраструктурна екосистема містить низку вартісних платформ та ініціатив, долучитися до яких або перейняти досвід яких було б дуже корисно для всієї української академічної спільноти. Наводимо їхній невичерпний перелік:  Європейська хмара відкритої науки (EOSC);  Eduroam (глобальний освітній роумінг);  OpenAIRE;  OpenAlex;  Zenodo;  Open Research Europe (ORE);  Національні ініціативи з відкритої науки (NI4OS). На національному рівні існує низка корисних інфраструктур та послуг, принаймні частина з яких може бути розміщена на базі Української науково-освітньої телекомунікаційної мережі (УРАН), яка є сервісом Національної дослідницько-освітньої мережі (NREN), або за її посередництвом. Іншим важливим компонентом інфраструктури є Центри цифрової компетентності, які підтримують проведення відтворюваних досліджень та відкриту науку. Ці центри можуть бути змодельовані за прикладом Нідерландів, і вони можуть взяти на себе деякі послуги, які раніше були покладені на регіональні центри обробки даних. На інституційному рівні організації заохочуються до надання необхідних послуг вченим, включаючи, але не обмежуючись такими:  хостинг веб-сайтів;  хостинг електронної пошти;  електронні класні кімнати;  планування зустрічей;  електронні зошити для лабораторних дослідів;  послуги мультимедіа та відеоконференцій. DELIVERABLE D2.4: RECOMMENDATIONS FOR OPEN SCIENCE AND RESEARCH ASSESSMENT РЕЗУЛЬТАТ D2.4: РЕКОМЕНДАЦІЇ ЩОДО ВІДКРИТОЇ НАУКИ ТА ОЦІНЮВАННЯ ДОСЛІДЖЕНЬ The Open4UA project is co-financed by the European Union under Erasmus+ CBHE program through the Grant Agreement no. 101129085 concluded with the European Education and Culture Executive Agency (EACEA), under the powers delegated by the European Commission 82 Нарешті, установам настійно рекомендується створювати консорціуми для спільних переговорів про кращі умови передплати наукових видань, а також зниження чи скасування оплати за публікацію статей у відкритому доступі (APC). 7.5 Specific conclusions beyond the five pillars Спеціальні висновки поза п’ятьма компонентами Beyond the five pillars covered in the above sections, there are a number of worthwhile practices that are highly recommended, but should be addressed jointly between institutional and national levels in the Ukrainian academic sector: • Implement Narrative CVs for Research Assessment and refrain from the use of traditional CVs or pure bibliometric assessments. • Allow diverse Academic Career Profiles that enable the accommodation of a variety of mixed roles for researchers and teachers in higher education, and include corresponding practices of TEAM or TRIPLE assessment. • Refrain from the use of university or journal rankings. • Do not include citation indices in research assessment. • Proactively foster positive, inclusive and sustainable research culture. • Proactively emphasize the need for good research data management and reproducibility. • Support the careers and development of early-career researchers. • Provide specific support for displaced universities and establish a special status for these universities in order to shape a sustainable future for the corresponding teams. • Support and reward Citizen Science activities, and provide corresponding training opportunities. • Analyse the needs for and possibilities of establishing a dedicated national-level public body in charge of OS implementation, or a formal OS community. Поза п'ятьма компонентами, описаними у розділах вище, є низка вартісних настійно рекомендованих практик, які, однак, мають впроваджуватися спільно на інституційному та національному рівнях в українському академічному секторі:  впровадження наративних резюме для оцінювання досліджень і утриматися від використання традиційних резюме або суто бібліометричних оцінок;  диверсифікація профілів наукової кар'єри, що уможливить виконання різноманітних змішаних ролей вченими і викладачами у вищій школі, із включенням відповідних практик оцінювання TEAM або TRIPLE;  утримання від використання рейтингів університетів чи наукових журналів;  утримання від використання індексів цитування в оцінюванні наукової діяльності;  проактивне сприяння розвитку позитивної, інклюзивної та сталої дослідницької культури;  проактивна пріоритезація належного управління дослідницькими даними та забезпечення відтворюваності досліджень;  підтримка професійного розвитку та кар’єрного зростання вчених на ранніх етапах кар’єри;  надання особливої підтримки та спеціального статусу переміщеним університетам, щоб забезпечити стале майбутнє їхнім колективам;  підтримка та заохочення ініціатив громадянської науки та створення відповідних можливостей для навчання зацікавлених громадян («не-вчених»);  проаналізувати доцільність та можливості створення спеціального державного органу на національному рівні, відповідального за впровадження відкритої науки, або формальної спільноти відкритої науки. Global connection services, such as Eduroam, b. Certification services for e-signatures, e-identities, and Authentication and Authorization Infrastructures (AAI) c. Supercomputing or high-performance computing (HPC) d. National or regional nodes of European research infrastructures, such as CESSDA, CLARIN, ELIXIR, and EOSC (we also suggest considering or experimenting with OpenAlex). DELIVERABLE D2.4: RECOMMENDATIONS FOR OPEN SCIENCE AND RESEARCH ASSESSMENT РЕЗУЛЬТАТ D2.4: РЕКОМЕНДАЦІЇ ЩОДО ВІДКРИТОЇ НАУКИ ТА ОЦІНЮВАННЯ ДОСЛІДЖЕНЬ The Open4UA project is co-financed by the European Union under Erasmus+ CBHE program through the Grant Agreement no. 101129085 concluded with the European Education and Culture Executive Agency (EACEA), under the powers delegated by the European Commission 85 8.3 Recommendations for institutional implementation and support 1) Establish institutional strategies for Open Science and Research Assessment reforms, including an Action Plan on the implementation of the strategy and the introduction of mandatory requirements into the institutional regulations with regards to Open Access publication of results (theses, publications, FAIR data) and basic research data management practices including data management plans, data storage and data archiving. 2) Adhere to the European Charter for Researchers and the European Code of Conduct for the Recruitment of Researchers, as well as the European framework to attract and retain research, innovation and entrepreneurial talents. Preferentially, the adoption of these basic codes is demonstrated through obtaining the ‘HR Excellence in Research Award’ through the formalised Human Resources Stragey for Researchers (HRS4R) process. 3) Revise institutional regulations and other internal acts to adhere to the state-of-the-art principles, such as CoARA, DORA, Leiden manifesto, Hong Kong principles, or cOAlition S, and utilize the corresponding frameworks such as the OPUS research assessment framework. 4) Encourage and support researchers in the use of non-commercial unique researcher identifiers such as ORCID, and the consequent adoption of the Author Contributor Roles Taxonomy (CRediT). 5) Establish crucial institutional support structures, including the employment of data stewards and the creation of training programs for open science and for reproducibility. 6) Establish local infrastructure centers, such as data centers or digital competence centers, which preferably include services such as: a. Data Storage and Data Archiving b. Certified trustworthy repository c. Data Management Planning tools d. Electronic Lab Notebooks e. Website hosting f. Email hosting g. E-classrooms h. Meeting planning i. Multimedia & videoconferencing services 7) Form consortia to jointly negotiate journal subscriptions and discounted article processing charges (APC), or vouchers to waive APCs. 8) Experiment with Open Science Communities, considering examples from e.g. Slovenia and the Netherlands, as well as with Data ambassador networks. Переважно, прийняття цих базових кодексів демонструється шляхом отримання відзнаки «HR Excellence in Research Award» (нагорода за досконале управління науковим персоналом) через формалізовану процедуру HRS4R (кадрова стратегія для вчених). 3) Переглянути інституційні положення та інші внутрішні акти, щоб вони відповідали найсучаснішим принципам, які рекомендовані Глобальною коаліцією з розвитку оцінювання наукової діяльності (CoARA), Сан-Франциською декларацією про оцінку наукових досліджень (DORA), Лейденським маніфестом, Гонконгськими принципами, Коаліцією S (COAlition S), а також використовували відповідні інструменти, такі як система оцінювання наукової діяльності, розроблена в межах проєкту OPUS. 4) Заохочувати та підтримувати вчених у використанні некомерційних унікальних ідентифікаторів дослідників, таких як ORCID, та Таксономії ролей авторів (CRediT). 5) Створити ключові інституційні структури підтримки, включно із найманням професіоналів із управління дослідницькими даними (стюардів даних) та створення навчальних програм з відкритої науки та відтворюваності досліджень. 6) Заснувати локальні інфраструктурні центри, такі як центри обробки даних або центри цифрових компетенцій. Бажано, щоб вони надавали послуги: a) зберігання та архівування даних; b) сертифікованого надійного репозитарію; c) планування управління даними; d) електронних зошитів для лабораторних дослідів; e) хостингу веб-сайтів; f) хостингу електронної пошти; g) електронних класних кімнат; h) планування зустрічей; i) мультимедіа та відеоконференцій. 7) Сформувати консорціуми для спільних переговорів про кращі умови передплати наукових видань, а також зниження чи скасування оплати за публікацію статей у відкритому доступі (APC). 8) Експериментувати зі спільнотами відкритої науки, враховуючи приклади інших країн, як-от Словенії та Нідерландів, а також мережами амбасадорів дослідницьких даних.
