TAQUARY VALLEY FLOODS: A TOPOGRAPHICAL ANALYSIS

Abstract

A obra Inundações no Vale do Taquari: Uma Análise Topográfica , de autoria de Aline Padilha de Fraga e Cassiane Jrayj de Melo, constitui uma produção técnico-científica de caráter aplicada especificamente à análise dos eventos extremos de inundação ocorridos no Vale do Taquari, no estado do Rio Grande do Sul, com base em abordagens fundamentadas em geotecnologias, sensoriamento remoto e análise topográfica. O livro inserido no contexto de produção acadêmica está vinculado a projetos de pesquisa, ensino e extensão coordenados pela Profª Drª Cassiane Jrayj de Melo, no âmbito da UNIGAIA – Grupo de Ações Interdisciplinares Aplicadas da Universidade Federal do Pampa (UNIPAMPA), grupo de pesquisa certificado pela instituição e cadastrado no Diretório dos Grupos de Pesquisa do Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq), refletindo a articulação entre formação acadêmica, investigação científica e aplicação prática do conhecimento. A obra foi desenvolvida no contexto de atividades acadêmicas e científicas, envolvendo a orientação de estudantes, a realização de pesquisas aplicadas e a utilização de metodologias ativas no processo de ensino-aprendizagem, especialmente no campo das geotecnologias aplicadas à análise ambiental. A participação discente na construção do estudo evidencia seu papel formativo, consolidando a integração entre ensino, pesquisa e produção científica. Todas as contribuições foram submetidas à análise rigorosa e aprovação pela comissão editorial do grupo de pesquisa, composta por doutores e mestres, garantindo excelência acadêmica, profundidade analítica e relevância científica. O tema central da obra é a análise das inundações ocorridas no Vale do Taquari, com destaque para o evento extremo de setembro de 2023, considerado um dos maiores desastres naturais da região nas últimas décadas, com impactos expressivos em termos sociais, econômicos e ambientais. Conforme apresentado na introdução, as características foram intensificadas por chuvas intensas associadas à formação de um ciclone extratropical, resultando em milhares de desabrigados, prejuízos à infraestrutura e perdas significativas nas atividades produtivas. Nesse contexto, a obra busca compreender a relação entre fatores naturais, como relevância, incidência e dinâmica hidrológica, e a ocorrência de inundações, contribuindo para a compreensão dos processos que condicionam esses eventos. Do ponto de vista metodológico, o estudo baseia-se na utilização integrada de imagens de satélite provenientes dos sensores LANDSAT 8/OLI e Sentinel-2, comprovados por meio da plataforma Land Viewer, permitindo a comparação temporal entre períodos pré e pós-evento de inundação. Adicionalmente, foram utilizados dados altimétricos obtidos a partir da missão SRTM (Shuttle Radar Topography Mission), processados em ambiente de Sistema de Informação Geográfica, com destaque para o uso do software SPRING, desenvolvido pelo INPE. A metodologia envolve a construção de modelos digitais de elevação, análise hipsométrica, classificação altimétrica em diferentes faixas e análise de declividade, possibilitando a compreensão detalhada da topografia regional e sua influência na dinâmica das cheias. A estrutura da obra é organizada de forma lógica e progressiva, contemplando introdução, problematização, fundamentação teórica, objetivos, localização da área de estudo, metodologia, resultados e considerações finais, conforme explicitado no sumário. Destacam-se, ao longo do trabalho, representações cartográficas, mapas temáticos e tabelas que evidenciam a variação altimétrica e de declividade entre os municípios do Vale do Taquari, bem como a identificação das áreas mais suscetíveis a inundações. Os resultados demonstram que municípios situados em áreas de menor altitude e com maior proximidade aos cursos d'água apresentam maior vulnerabilidade, especialmente aqueles localizados às margens do rio Taquari, onde a ocupação urbana intensifica os impactos dos eventos extremos. A análise dos dados evidenciou que volumes superiores de operações em curto intervalo de tempo, associados a características topográficas específicas, como baixa altitude e declividades que favorecem o escoamento superficial, foram determinantes para a magnitude das inundações observadas. Além disso, o estudo destaca a importância do uso de geotecnologias como ferramentas estratégicas para o monitoramento ambiental, a análise de riscos e o suporte à tomada de decisão, especialmente em contextos de eventos climáticos extremos. Do ponto de vista científico, técnico e institucional, a obra apresenta elevada relevância ao contribuir para o avanço do conhecimento na área de análise espacial aplicada à gestão de desastres naturais, oferecendo subsídios concretos para o planejamento territorial, a formulação de políticas públicas e o desenvolvimento de estratégias de prevenção e mitigação. Além disso, reforçar o papel da universidade pública na produção de conhecimento aplicado e socialmente relevante, evidenciando liderança acadêmica, capacidade de coordenação de projetos de pesquisa e formação comprometida de recursos humanos. The Taquari Valley covers 40 municipalities in the central region of the Brazilian state of Rio Grande do Sul, with a population made up of various ethnic groups, including those of German, Italian and Azorean origin (MAZZARINO, 2013). The Vale do Taquari Regional Development Council (COREDE) is made up of 36 of the municipalities that originally made up the Vale region. The Taquari Valley region is part of the Taquari-Antas hydrographic sub-basin, having the Taquari River as the main riverbed in the region, as shown in Figure 2. 12 Figure 2: Representation of the Taquari-Antas catchment area. Within this context, the aim of this study was to assess the topography of the Taquari Valley municipalities affected by the flood of September 2023. 13 OBJECTIVE Objective General This report aims to assess the topography of the municipalities in the Taquari Valley, state of Rio Grande do Sul, affected by the flood of September 2023. Objectives Specific 䙜 Analysing the altimetry of the municipalities in the Taquari Valley; 䙜 To analyse the slope of the municipalities in the Taquari Valley; 䙜 Relate the altimetry and slope parameters to the areas most affected by the flood of September 2023; 14 LOCATION Figure 3 shows a location map of the area under study, located in the Taquari Valley region of Rio Grande do Sul, Brazil. The map identifies the region and the boundaries of the 36 municipalities, including the extreme points of the surrounding rectangle with the following location: west longitude (52 04 9.72 and 51 48 45.94) and south latitude (28 48 27.79 and 29 52 0.94). Figure 3 Location map of the Taquari Valley, Brazil, Rio Grande do Sul, Taquari Valley Region, Municipalities. 15 METHODOLOGY For the temporal visualisation of floods in the Taquari Valley, images were acquired from the LANDSAT8/OLI and Sentinel2/L2A satellites, as shown in Table 1. Table 1. Information on the images used in the analyses. The images were analysed on the Land Viewer platform, available at: https://eos.com/landviewer/?lat=-22.8305&lng=-43.2192&z=11. The Land Viewer platform makes it possible to visualise ten free scenes from different sensors on a daily basis. The extratropical cyclone that formed between 4 and 5 September 2023 was responsible for the flooding in different regions of the state of Rio Grande do Sul, but the Taquari Valley region was the worst affected. In this study, 9 images (Table 1) were analysed during the months of August and September so that a comparison could be made between before and after the flood. The "Stories" tool was used to better visualise the 16 images. With this tool you can create an animation of satellite images and locations. Simply choose the images one by one by scrolling down the list and selecting them. You can then review, download or share the "Story" as a .gif or video. To facilitate analysis and unify data structures, a database was set up in the Georeferenced Information Processing System (SPRING), where it was possible to integrate and manipulate available images and data, adapting and analysing them in such a way as to meet the needs of the work. Topographic images from the Shuttle Radar Topography Mission (SRTM) were used to analyse the relief. These were obtained from the TOPODATA platform (https://www.webmapit.com.br/inpe/topodata/). The scenes used were 28S525ZN and 29S525ZN, referring to Altimetry. The scenes were geoprocessed using Spring software at INPE (National Institute for Space Research). Firstly, the images were imported into the software in matrix format. After importing, a mosaic of the two scenes was made. The minimum and maximum altitudes for each of the 36 municipalities in the Taquari Valley were checked. The mosaic scene was cut out for the 36 municipalities and the altitudes were sliced. It was determined that the slices would vary from 0 to 800 metres, with cuts every 50 m or 100 m. The colours assigned to each slice can be seen in Table 2. After slicing, the classes were transformed from matrix to vector, smoothing out the arcs and nodes. 17 Table 2. Cut and colours assigned to the different altitudes. For the slope maps, the hypsometry was geoprocessed to slope in percentage and then sliced into classes, with cuts of 25, ranging from 0 to 525. Colours and cuts are described in Table 3. 18 Table 3. The report analysing satellite images of flood-affected areas highlighted multiple aspects of the event's impacts. This included: Extent of flooding: Comparing preand post-flood images to delineate affected areas and estimate the extent of flooding. Water Levels: Assessing the difference in water levels before and after the event to understand the severity of the floods. Changes in landscaping: Identifying changes in land cover, such as new flooded areas, vegetation removal and sediment deposition. 19 Sediment movement: Observing the movement of sediment and areas where it has accumulated after the waters recede. These observations provide a comprehensive understanding of the effects of floods and are fundamental for assessing damage, planning emergency actions and identifying regions that require priority intervention for post-disaster recovery. 20 RESULTS The SRTM image provided the numerical terrain model, where it was possible to generate level curves of 50 or 100 metres (Figure 04). From this data it was possible to observe the altimetric difference in the 36 municipalities of the Taquari Valley, with a marked altimetric difference, ranging from 0 metres at sea level (municipalities of Cruzeiro do Sul, Bom Retiro do Sul and Estrela) to 793 metres above sea level (municipality of Arvorezinha).
