The study scientifically substantiates the instability of socioeconomic development in the context of the region's ecological crisis. The main focus is on the impact of soil, water, and biodiversity degradation caused by the drying up of the Aral Sea on the well-being of the population. As a result of the analysis, three main mechanisms for ensuring socioenvironmental stability (institutional, ecological-innovative, and socio-adaptive) were systematized. The article serves as a theoretical and practical basis for developing future sustainable development strategies for the region. Аннотация Данная статья посвящена анализу проблем достижения социальноэкологической стабильности в регионе Южного Арала. В исследовании научно обоснована нестабильность социально-экономического развития в условиях экологического кризиса региона. Основное внимание уделяется влиянию деградации почвы, воды и биоразнообразия, вызванной высыханием Аральского моря, на благосостояние населения. В результате анализа были систематизированы три основных механизма обеспечения социальноэкологической стабильности (институциональный, эколого-инновационный и социальноадаптивный). Статья служит теоретической и практической основой для разработки будущих стратегий устойчивого развития региона. Ключевые слова: Социально-экологическая стабильность, Приаралье, биоразнообразие, экологические механизмы, адаптация, опустынивание. ENTRANCE: The drying up of the Aral Sea is one of the largest anthropogenic ecological disasters on a global scale. The South Aral Sea region (the territory of the Republic of Karakalpakstan), which is a zone of direct impact of this ecological crisis, is facing not only a sharp loss of biodiversity, but also complex social problems, such as socio-economic instability, deteriorating public health, and migration [1, 2]. The relevance of the problem lies in the fact that the depletion of the region's natural resources (water, land, vegetation) has a direct negative impact on the social system (employment, agriculture, quality of life). Consequently, ensuring a sustainable future for the region requires a comprehensive approach aimed at restoring the balance between ecological and social systems, that is, the development of effective mechanisms for ensuring socio-ecological stability.
285 The purpose of the research is to scientifically substantiate the theoretical and practical mechanisms for achieving socio-ecological stability in the South Aral Sea region. To achieve this goal, the following tasks were defined: a) analysis of the interaction of socio-ecological threats in the region; b) assessment of innovative environmental mechanisms that increase sustainability; c) systematization of socioadaptive approaches. LITERATURE ANALYSIS: The problem of the Aral Sea region has been studied for many years by a number of foreign and domestic scientists (including Kh.Kh.Kudaybergenov, A.A.Rafikov, N.V.Zabelina) [3, 4]. Most research is focused on the immediate consequences of the ecological crisis (desertification, soil degradation, loss of biodiversity). There are also socio-economic approaches, which mainly address issues of economic development and increasing household incomes [5]. However, in existing studies, the analysis of ecological and social systems as a whole (socio-ecological system), especially the systematic substantiation of complex mechanisms aimed at ensuring the stability of this system, is insufficiently covered. This article proposes an approach that encompasses all stages, from institutional governance to local-level adaptive practices, based on the concept of SocioEcological Sustainability (SES). RESEARCH METHODS AND MATERIALS: The method of systemstructural analysis was the leading one in the study, through which complex connections between social and ecological systems were revealed. Through comparative analysis, the ecological indicators of the Southern Aral Sea region were compared with the experience of sustainability in global arid regions. The database used data from the Statistics Committee of the Republic of Uzbekistan, the Ministry of Natural Resources of the Republic of Karakalpakstan, as well as scientific articles published in the Scopus and Google Scholar databases over the past 5 years. RESULTS AND ANALYSIS: The South Aral Sea region faces a number of complex obstacles in achieving socio-ecological stability. 1. Interrelation of Socio-Ecological Threats This interdependence indicates that solving one problem can worsen another (for example, increasing irrigation is necessary for the environment, but it exacerbates water scarcity). Therefore, SEB can be achieved only through the implementation of complex mechanisms. 2. Mechanisms for Ensuring Socio-Ecological Stability Three main mechanisms are proposed to ensure SEB in the region:
286 a) Institutional (Management) Mechanisms: This mechanism is aimed at harmonizing environmental and social interests in regional governance. Strengthening the transboundary water management system: Implementation of modern digital technologies (smart irrigation) in the fair distribution of water resources among the countries of Central Asia [6].Localization of environmental policy: Prioritizing the principles of the "green economy" in regional development programs and increasing the responsibility of local authorities in this process. Targeted management of international funds: directing grants from the UN Human Security Fund, international donors, and the European Union aimed at developing the Aral Sea region to effective, transparent, and directly beneficial projects for the population. b) Environmental-Innovative Mechanisms: This mechanism is aimed at restoring the stability of natural resources through scientific and technological innovations. Innovative methods of combating desertification: widespread use of automated (using drones) methods for sowing salt-tolerant saxaul and cherkez seeds when creating protective forest plantations on the dried bottom of the Aral Sea [7]. Development of alternative farming: A sharp reduction in water consumption through the development of hydroponics, aqvaponics, and drip irrigation technologies. This increases food safety, especially through the cultivation of salttolerant food crops (such as spirulina). c) Socio-Adaptive Mechanisms: This mechanism is aimed at increasing the population's ability to adapt to changing environmental conditions and strengthening social capital.Creating alternative sources of income: Training and engaging the population in environmentally friendly industries, such as ecotourism, the collection/processing of medicinal plants (e.g., licorice), and crafts. Strengthening public participation: Ensuring the active participation of citizens in environmental decision-making processes (for example, implementing Green Space projects together with local communities) [8]. CONCLUSION: The achievement of socio-ecological sustainability in the South Aral Sea region requires not only ecological restoration but also the enhancement of the resilience of social and economic systems. The study determined that an interconnected complex of institutional, ecological-innovative, and socialadaptive mechanisms is necessary to ensure this sustainability.
287 Key Recommendations: Full implementation of digital technologies (e.g., GIS monitoring) in water resource management to reduce irrigation losses by up to 20%. Targeted investment in green economy sectors (ecotourism, renewable energy) to ensure local population employment. Focusing ecological education programs, starting from preschool, on shaping the population's ecological culture and awareness. The implementation of these mechanisms will contribute to the South Aral Sea region's recovery from the ecological crisis and the formation of a sustainable socioecological system that ensures the well-being of the population.
