E - mail: [email protected] ABSTRACT This article analyzes the principles for developing sustainable recreational areas within the Karshi urban region. Growing urbanization, environmental degradation, and increasing social demands highlight the need for well-structured and accessible green spaces. The study employs a mixed-method approach that includes GIS-based spatial analysis, field observations, public surveys, and a comparative assessment of international standards. The findings indicate that Karshi’s recreational system is characterized by insufficient green coverage, fragmented spatial organization, limited multifunctionality, and an underutilized riverfront zone. Based on these results, the article proposes several key principles for shaping the recreational environment of the city: spatial connectivity, ecological sustainability, multifunctional design, accessibility and inclusiveness, landscape identity, smart management, and climate adaptation. The application of these principles is expected to improve environmental quality, enhance public well-being, and support the long-term resilience and livability of the Karshi urban region. INTRODUCTION The development of urban and rural areas is carried out in accordance with the signs or principles that form their basis. Principles are elementary rules based on the essence and Basic Rules for the development of territories. The principles of development of the territory are conditionally divided into general, as well as private principles that include the development of urban or rural areas only. Since the urban area is understood as the land area bounded by the boundaries of cities (settlements), the principles of urban area development are, in practice, the principles of urban (settlement) development. Main Body 1. Current State of Recreational Areas in the Karshi Urban Region The Karshi urban region has undergone rapid spatial and socio-economic transformation over the last two decades. Increased urban density, expanding residential zones, and industrial development have intensified the need for accessible and well-functioning recreational spaces. However, the existing recreational system remains limited and uneven in quality. Karshi has several central parks and neighborhood green areas, yet their distribution does not adequately cover peripheral districts. According to field observations and spatial analysis, the per capita green space is significantly below recommended international standards. Many green areas are either degraded, used inefficiently, or disconnected from the wider urban landscape structure. The Kashkadarya river corridor, which has high ecological and recreational potential, remains largely underdeveloped and lacks public accessibility. Furthermore, most recreational spaces are mono-functional, offering only basic walking paths and seating areas without sport grounds, cultural elements, playgrounds, or ecologically diverse landscapes. As a result, the recreational needs of children, youth, families, and elderly residents are not sufficiently met. 2. Methodological Framework The study employs an integrated methodological approach combining spatial, ecological, and social research methods. GIS tools were used to map existing green areas, analyze land-use patterns, and identify spatial gaps. Field observations provided detailed assessments of vegetation quality, landscape maintenance, accessibility, and user density. A short public survey was conducted to understand residents’ preferences toward recreational activities, environmental satisfaction levels, and daily usage patterns.

This comprehensive methodology ensured a reliable assessment of both the physical environment and the social demand for recreational facilities. 3. Challenges in the Development of Recreational Spaces The research identified several fundamental challenges: 3.1. Insufficient and Uneven Green Coverage Green areas are concentrated mostly in the city center, while newly developed residential districts lack accessible recreational facilities. This imbalance reduces social equity and affects the environmental quality of peripheral neighborhoods. 3.2. Fragmented Spatial Structure Recreational spaces exist as isolated units, disconnected from each other and from major ecological systems. The lack of green corridors and pedestrian linkages restricts mobility and diminishes ecological functioning. 3.3. Limited Multifunctionality Most parks do not offer diverse recreational functions such as sports, cultural activities, children’s play areas, ecological education spaces, or quiet relaxation areas. This limits the overall usability and attractiveness of parks. 3.4. Underutilized Riverfront Areas The Kashkadarya river corridor has the potential to become a major linear recreational and ecological zone, yet it remains largely inaccessible and poorly maintained. 3.5. Climatic and Environmental Pressures Karshi’s arid climate requires water-efficient landscaping, shade structures, and heat mitigation strategies, yet these elements are insufficiently integrated into current urban park designs. 4. Principles for Developing a Sustainable Recreational System Based on the analysis, the following key planning principles were identified: 4.1. Spatial Connectivity Recreational areas should be interconnected through green corridors, pedestrian routes, bicycle paths, and ecological networks. This will ensure continuous mobility and enhance urban biodiversity. 4.2. Ecological Sustainability Use of native, drought-resistant vegetation, smart irrigation systems, and naturebased solutions will improve resilience and reduce maintenance costs. Increasing landscape diversity will strengthen ecosystem services. 4.3. Multifunctional Design

Multifunctionality increases efficiency and benefits various user groups. 4.4. Accessibility and Inclusiveness Universal design, barrier-free access, and 10–15-minute walkability standards must be ensured for all residents, including children, elderly people, and persons with disabilities. 4.5. Landscape Identity Recommendations include incorporating regional landscape characteristics such as desert flora, traditional architectural elements, and river-based ecosystems to create a unique sense of place. 4.6. Smart and Sustainable Management Implementing smart monitoring systems, energy-efficient lighting, and environmentally friendly maintenance practices will improve long-term operation and reduce resource consumption. 4.7. Climate Adaptation Planting shade trees, creating cool micro-climates, integrating water features, and using heat-resistant materials will help mitigate the urban heat island effect. 5. Strategic Opportunities for Karshi The Karshi urban region has strong potential to transform its recreational system by: revitalizing the Kashkadarya riverfront as a major ecological and public space corridor; developing neighborhood-level mini-parks to ensure equitable green space distribution; establishing a citywide green infrastructure network; integrating recreational design into new residential development plans; promoting community-based participation in park planning and maintenance. Such strategies will significantly contribute to improving urban livability, environmental sustainability, and public health.

The general principles of the development of territories include: -the economic, social, recreational and environmental essence of the development of territories; - predicting and planning the development of territories; -regionalization of territories; - management of the development of territories; -sustainable development of territories. The principle of the economic, social, recreational and ecological essence of the development of territories. The development of territories has a deep economic essence, since it is associated with material (industrial and agricultural) production. The constantly growing demands of the population on material goods require an increase in the efficiency of production, the production of material goods is the basis for the existence and development of society. Therefore, it is necessary that the process of development of territories envisages and provides for the necessary conditions for expanded material production. Another important aspect related to the content of the development of territories is the fact that it consists in ensuring all the necessary social conditions for the population residing in it. It provides for the provision of the necessary conditions for the creation and further development of social infrastructures in regions that fully meet the requirements of the population. The ecological essence of the development of territories is to ensure the harmonic relationship of human interaction with the environment. The implementation of this principle ensures the comprehensive consideration of all the requirements of the population for the development of their territory, its location and improvement of life activities. Since Area Development is a form of management decisions as well as a single function of Area Development Management, Holda is widely based on the development of predictions. They are necessary to assess the state and develop management decisions, allowing to make feedback on areas of development. Forecasting provides scientifically based conclusions about the possible circumstances of the process of development of territories, about the paths, the deadlines and means of achieving the set goal. Planning is inextricably linked with another function of managing the development of regions with the forecasting process. The plan sets out specific indicators of the resources that need to be achieved as a result of the development of the territory for a certain period of time, as well as the resources that will be needed for this. The principle of managing the development of territories. The development of territories requires self-management as a complex socio-economic and environmental system. In general terms, the process of creating a system of territories (planning), its existence or transferring the system (composition) of territories from one state to another (making corrections to the composition of territories) is carried out in the means of managing this system, that is, as a result of a purposefully directed effect on it. In this regard, effective approaches to managing the development of the territory (complex approach, systematic approach, process approach, etc.) are required. This principle is implemented in order to ensure the optimal environment of life activity, to ensure the preservation and use of cities and settlements from the effects of their natural and man-made state, to control the overcrowding of population and production, to ensure the protection and use of individual protected areas, including natural landscapes, as well as cultural heritage sites, agricultural lands and forests. In contrast to the general principles, the private principles of the development of urban and rural areas are also distinguished. Specific principles cover specific facets of area development, or that are unique to urban or if not rural areas only. Private principles for the development of urban areas include: - socio-economic development in the development of cities and settlements, taking into account the features of naturalclimatic and demographic conditions; - establishing dimensions and planning decisions in the development of cities and posyolka territories; - functional regionalization of cities and posyolka territories; - restrictions on the use of land resources. The principle of taking into account the features of socio-economic development and demographic conditions determines the system of population settlement in the development of cities and settlements, the Basic Rules for the use of nature and the development of productive forces. The parameters of socio-economic and demographic development are justified and established by predicting the socio-economic development of the

Taking into account the data of parameters in the design of the development of the territories of settlements makes it possible to ensure the highest social and economic conditions for the living and life activities of the population. Conclusion. This study highlights the importance of developing a coherent, sustainable, and multifunctional recreational system within the Karshi urban region. The findings demonstrate that current recreational areas are insufficient in scale, unevenly distributed, and spatially fragmented, while the riverfront zone remains significantly underutilized. These limitations reduce the ecological, social, and aesthetic potential of the city’s landscape structure. The research identifies a set of guiding principles that can serve as a foundation for improving the quality and accessibility of recreational spaces. These include spatial connectivity, ecological sustainability, multifunctional design, accessibility and inclusiveness, landscape identity, smart management, and climate adaptation. Implementing these principles will enhance environmental quality, reduce urban heat effects, increase public well-being, and support healthier lifestyles. Furthermore, integrating green corridors, revitalizing the riverfront, and promoting native, water-efficient landscaping will strengthen the ecological resilience of Karshi. The proposed approach aligns with modern urban planning standards and provides a practical framework for local authorities, planners, and stakeholders.
