Developed collabora�vely with PROMISCES and the ZeroPM and SCENARIOS sister projects, the CWA addresses challenges related to persistent, mobile, and poten�ally toxic (PM(T)) and very persistent, very mobile (vPvM) substances, including PFAS, in soil, sediment and water systems. The primary goals of the D6.11 CWA are to address challenges related to the management of PM(T) substances across environmental compartments. These challenges are addressed in the CWA by offering solu�ons from the three Horizon Europe funded projects in the categories of preven�on, subs�tu�on, monitoring, remedia�on, risk governance of remedia�on projects, and hazard and exposure assessments. Key solu�ons include new methods for PFAS analysis, risk assessment improvements, and solu�ons for PFAS removal from various matrices like wastewater, sediment, and sludge. The CWA aims to promote a European circular economy and focuses on five specific routes: semi-closed water cycles for drinking water supply, wastewater reuse for agricultural irriga�on, nutrient and energy recovery from treated sludge for fer�lisers, material recovery from dredged sediment for eco-materials, and groundwater and soil remedia�on. The informa�on contained in the CWA is relevant to actors along the various circular economy and PM(T) exposure routes, including researchers, public authori�es, water u�li�es, and solu�on-developing companies. A CEN/CENELEC Workshop Agreement (CWA) serves as a collabora�ve, consensus-based document developed within the European Commitee for Standardiza�on (CEN) framework. CWAs play an essen�al role in tackling emerging challenges by establishing structured approaches before formal standards are introduced. They document project findings and solu�ons in a standardised and easily understandable manner, providing a structured overview and a common language for conveying technical informa�on to various end-users. As a publicly accessible document, the CWA enables the widespread dissemina�on of the developed approaches and solu�ons, fostering their adop�on by individuals and organisa�ons facing similar challenges. 2 Topic of the PROMISCES CWA As part of the PROMISCES project, a CWA was developed to consolidate strategies, best prac�ces, and innova�ve solu�ons to manage (very) persistent, (very) mobile, and poten�ally toxic (PM(T)/vPvM) substances in the soil-sediment-water system. These substances, such as perand polyfluoroalkyl substances (PFAS), pose significant environmental and health risks, making their effec�ve management a priority for policymakers, regulators, researchers, water u�li�es and industry stakeholders. The PROMISCES CWA outlines solu�ons and alterna�ve approaches for preven�on, subs�tu�on, remedia�on, co-crea�on and the priori�za�on, monitoring, and hazard and exposure assessment of PM(T) substances. Special aten�on was given to five circular economy routes by aligning developed solu�ons to specific routes: semi-closed water cycles for drinking water supply, wastewater reuse for agricultural irriga�on, nutrient and energy recovery from treated sludge for fer�lisers, material recovery from dredged sediment for eco-materials, and groundwater and soil remedia�on. The PROMISCES CWA, �tled “Soil-sediment-water system – Solu�ons to deal with PMT/vPvM substances”, provides prac�cal guidance for areas where flexibility and rapid development are needed. It also serves as a reference for exploita�on ac�vi�es, providing a founda�on for future work, standard development, or guideline crea�on related to managing PMT/vPvM substances. With a validity of three years, the CWA ensures that project outcomes not only provide immediate benefits but also maintain long-term relevance and applicability. 3 The CWA process The CWA process started in October 2023 with a submission of the PROMISCES CEN Workshop Business Plan1, which laid out the ini�al founda�on for the chosen topic. The topic was finalized during the CEN Workshop on 15 February 2024, which was open to all interested par�es, encouraging contribu�ons from decision-makers, academics, municipal and industrial actors, and civil society both within and beyond Europe. Addi�onally, two sister projects, ZeroPM and SCENARIOS, par�cipated in the workshop, presen�ng their aims and concerns, and contribu�ng to the dra� process. Contribu�ons 1 Bagheri L. (2023). From February 2024 onwards, stakeholders par�cipated in five online mee�ngs, with the final one occurring in January 2025. Leadership roles for the CWA were confirmed, with Dr. Thomas Track (DECHEMA) as Chair, Dr. Veronika Zhiteneva (KWB) as Vice-Chair, and Dr. Madlen Schmudde (DIN) as Secretary. Par�cipa�ng members iden�fied their areas of interest through an online survey, forming dedicated teams led by experts: Preven�on/Subs�tu�on (Sarah Hale; TZW), Measures/Remedia�on (Veronika Zhiteneva; KWB), Priori�sa�on and co-crea�on (Hans Peter Arp; NGI), Monitoring (Anne Togola; BRGM), and Risk Assessment (Mar�ne Bakker; RIVM). At least 14 of the par�cipants are external to the PROMISCES project, fulfilling project KPI 6.4 “Number of project external stakeholders included in the CEN workshop agreement for the co-crea�on of the DSF” as described in the project Descrip�on of Ac�on with a target: 5-15. The CWA mee�ngs concluded with a final session on 29 January 2025, marking the end of the collabora�ve dra�ing phase with par�cipants. Following final revisions coordinated by DIN, the completed CWA was published on the official CEN-CENELEC website in April 2025 and will be publicly available online for three years. Par�cipants are encouraged to promote the document within their networks, and PROMISCES will ac�vely disseminate the publica�on through its communica�on channels. This deliverable presents the CEN Workshop Agreement (CWA) �tled "Soil-sediment-water system - Solu�ons to deal with PMT/vPvM substances".
