Abstract

This article presents the design phase of a prototype instructional resource developed to assist English language educators working in remote, under-resourced, and outermost regions—collectively termed 3T areas—within Indonesia. Grounded in the Sustainable Development Goals (SDGs) framework, the study employs a Research and Development methodology, specifically the Borg and Gall model, with a focus on initial design. An analysis of fifteen contemporary scholarly articles reveals three foundational requirements: first, the necessity to incorporate locally relevant SDG themes into instructional content; second, the need to develop low-technology media appropriate for environments with constrained digital infrastructure; and third, the importance of instituting structured, collaborative mentorship systems. The proposed prototype addresses these requirements through four sequenced modules: (1) analytical examination of local SDG contexts; (2) creation of simple instructional media; (3) simulated teaching practices for diverse classroom levels; and (4) guided development of reflective teaching portfolios. To directly confront accessibility barriers prevalent in remote settings, the prototype adopts a hybrid delivery format, utilizing lightweight PDF documents complemented by audio podcast supplements. These findings indicate that such a framework holds significant potential. It may increase the relevance of English language education by connecting it directly to pressing sustainability issues, while concurrently strengthening the pedagogical competencies and self-efficacy of educators serving in geographically and technologically marginalized communities.

A concise review of prior research is provided, identifying principal challenges that undermine the effectiveness of English language instruction in these settings. ii. Curriculum Implementation Challenges A detailed account is given of the barriers educators face, which include severe infrastructural constraints and a scarcity of professional development opportunities. These factors are shown to widen the existing disparity in educational quality between urban centers and marginalized regions. The analysis further addresses specific difficulties encountered during the transition from the 2013 national curriculum to the newer Merdeka Curriculum, pinpointing critical areas that require targeted support. iii. Comparative Analysis of Education Systems The discourse contrasts Indonesia's educational structure with systems operative in nations such as the United Kingdom and Finland. This comparison underscores the fundamental requirement for equitable teacher access to training and instructional resources in geographically disadvantaged areas. It is argued that pronounced technological inequities actively obstruct the adoption of innovative teaching methodologies, thereby reinforcing systemic educational inequality. iv. Digital Learning Challenges This segment catalogues major impediments to digital education in regional schools, notably the frequent misalignment of available digital content with local realities and the pervasive inadequacy of technical infrastructure. Consequent recommendations stress the non-negotiable need for developing contextually relevant digital content and for substantive improvements to the underlying technological framework to achieve meaningful learning outcomes. v. Teacher Support Systems Attention is drawn to the psychological strain experienced by teaching interns in English, a condition exacerbated by the absence of structured mentorship programs. The discussion emphasizes the immediate necessity for designing supportive instructional resources that consciously address the compounded geographical, infrastructural, and emotional pressures unique to educators in isolated posts. vi. Identified Gaps in English Language Learning The introductory framework outlines systemic deficiencies hindering the attainment of quality education. These are characterized by insufficient teacher competency in pedagogy and a critical shortage of suitable learning materials that resonate with the specific environmental and cultural contexts of underserved regions. vii. The proposed framework is designed to embed local sustainability issues into pedagogical content, thereby addressing immediate educational needs while bolstering professional support for educators. viii. Project Description The project is defined by its deliverable: a prototype of supportive English teaching materials. Its design is governed by three core principles: the contextualization of Sustainable Development Goal-related themes, guaranteed accessibility through a hybrid digital-physical format, and the promotion of collaborative teaching models intended to elevate pedagogical competence. ix. Methodology The research approach is described as an integrated process, merging preliminary investigative studies with a structured needs analysis. This process is informed by a systematic review of extant literature, ensuring that the subsequent design of teaching materials is firmly grounded in empirical evidence and identified necessities. x. Prototype Development A sequential account is provided of the steps undertaken to create the educational materials. This development phase incorporated critical feedback from subject matter experts and deliberately integrated local cultural and environmental elements into the fabric of the learning modules. xi. Results Discussion Findings from various studies are presented, examining correlations between instructor anxiety, levels of pedagogical competence, and classroom challenges. The aggregated evidence indicates a clear demand for effective, systematic mentorship to mitigate these professional pressures and enhance teaching efficacy. xii. Conclusion The study concludes by asserting the potential value of the developed prototype as a substantive resource for English educators in marginalized regions. Its implementation is positioned to facilitate the meaningful incorporation of Sustainable Development Goals into daily teaching practice while simultaneously strengthening overall instructional capacity and resilience.
