ScieLO Chile: an open access journal platform managed by ANID

Martes 4 de noviembre de 2025 AND 25 YEARS PASSED… 19981999 1998:SciELO Chile started with 12 journals 1999: Operational indexing platform 2002 The Ministry of Education includes the SciELO Chile collection in the resource distribution model for universities (Direct Fiscal Contribution, AFD) 2006 First Congress of SciELOChile Publishers and celebration of milestone: 50 journals indexed 2009 ANID acquires the DOIs (Digital Object Identifiers) for all articles in the collection 2013 Creation of the SciELO Chile Advisory Council 2015 2016 SciELO application and retention criteria have been updated, and 7 new criteria aligned with Open Science practices have been incorporated. 2020 2023 *SciELO Chile begins using XML methodology for its archives *Changes to the incentives of the ANID Scientific Journal Publication Fund SciELO Chile joins LA Referencia. It is the only SciELO collection harvested by the federated network of repositories in Latin America. As part of the initial work on the Open Access Policy promoted by ANID, SciELO Chile is beginning its alignment with the new open science standards of the SciELO Network. 2022 ANID's Open Access Policy comes into effect SCIELO-CHILE AND THE PUBLIC POLICY IN SCIENCE •SciELO Chile has been one of ANID's options for scientific communication. •Its implementation in 1998 has become the national standard for quality in scientific journals. •Its methodology has also contributed to improving journal editorial processes and strengthening the diamond model that characterizes scientific communication in Latin America. •Today, SciELO Chile is included in ANID's Open Access Policy and in the calculation of Direct Fiscal Contribution to universities. •It is also a component of the National Access Infrastructure, a project promoted by ANID that proposes a new way to access, manage, and use knowledge generated with public funds, strengthen the role of university libraries, and reduce dependence on foreign publishers. STRENGTHENING THE DIAMOND MODEL OF SCIENTIFIC PUBLISHING •Elimination of the requirement for individual journals to apply to the ANID Scientific Journal Publication Fund (2017). Only institutions can apply for a group of journals. The objective was to encourage institutions to increase the visibility of their journals and generate ongoing support. •If they are single-publisher entities (such as scientific societies), they must provide proof of this situation. •In the 2024 version of this fund, only Diamond-level journals were eligible to apply. •Also in 2024, we analyzed the "Diamond" status of the SciELO-Chile collection. Of the 136 journals considered in the study, 19 titles in the collection (14%) charge some type of fee to the author. These fees vary considerably: from USD 35 to USD 2,690. Of the 19 journals that charge some type of fee, 42% are published by a Scientific or Professional Association. Regarding the subjects, 42% belong to Biological Sciences (see in Spanish: https://www.scielo.cl/novedades/documentos/apcs_2024-v2.0.pdf).
