भारत-संयुक्त अरब अमीरात संबंध: 2014 से वर्तमान तक
Abstract
प्रस्तुत शोध-पत्र 2014 से वर्तमान (2025) तक भारत और संयुक्त अरब अमीरात (यूएई) के द्विपक्षीय संबंधों के विकास, विस्तार और रणनीतिक गहराई का विश्लेषण प्रस्तुत करता है। वर्ष 2014 के बाद दोनों देशों के बीच द्विपक्षीय संबंधों ने अभूतपूर्व गति पकड़ी है, जिसका मुख्य कारण दोनों देशों के शीर्ष नेतृत्व के बीच बढ़ती नज़दीकियाँ, उच्च-स्तरीय राजनीतिक यात्राएँ, रणनीतिक साझेदारी तथा आर्थिक एवं सुरक्षा हितों का सामंजस्य रहा है। इस शोध में पाया गया है कि 2015 के बाद दोनों देशों के बीच संबंध केवल व्यापारिक दायरे तक सीमित नहीं रहे हैं, बल्कि रक्षा सहयोग, आतंकवाद-निरोध, ऊर्जा सुरक्षा, अवसंरचना निवेश, प्रवासी भारतीय कल्याण, अंतरिक्ष सहयोग तथा डिजिटल कनेक्टिविटी तक भी विस्तृत हुए हैं। प्रस्तुत अध्ययन से स्पष्ट होता है कि यूएई अब भारत का एक प्रमुख रणनीतिक साझेदार बन चुका है। व्यापार के क्षेत्र में यूएई भारत का तीसरा सबसे बड़ा व्यापारिक भागीदार और दूसरा सबसे बड़ा निर्यात गंतव्य बनकर उभरा है। साथ ही, यह प्रवासी भारतीयों के लिए भी एक महत्वपूर्ण अवसर बनकर सामने आया है। वर्ष 2022 में व्यापक आर्थिक साझेदारी समझौता (CEPA) दोनों देशों के आर्थिक संबंधों के लिए मील का पत्थर साबित हुआ, जिसने व्यापार को नई ऊँचाइयाँ प्रदान कीं। इसके साथ ही, खाड़ी क्षेत्र में राजनीतिक अस्थिरता और वैश्विक शक्ति संतुलन में बदलाव ने दोनों देशों को सुरक्षा और रक्षा सहयोग गहरा करने की दिशा में प्रेरित किया है। यह शोध-पत्र तर्क देता है कि 2014 के बाद भारत–यूएई संबंधों का स्वरूप मात्र “व्यवसायिक साझेदारी से आगे बढ़कर “व्यापक रणनीतिक सहयोग”में बदल गया है। वर्तमान भू-राजनीतिक परिदृश्य में यह साझेदारी न केवल क्षेत्रीय स्थिरता को प्रभावित करती है, बल्कि भारत की पश्चिम एशिया नीति को नई दिशा भी प्रदान करती है। यह शोध-पत्र मुख्यतः द्वितीयक स्रोतों पर आधारित है।
