THE VI INTERNATIONAL SCIENTIFIC CONFERENCE “SCIENTIFIC FOUNDATIONS FOR THE USE OF INFORMATION TECHNOLOGIES OF A NEW LEVEL AND MODERN PROBLEMS OF AUTOMATION”, NOVEMBER 20, 2025 THE USE OF ARTIFICIAL INTELLIGENCE IN THE SUSTAINABLE DEVELOPMENT OF THE STATE AND ITS ROLE IN MANAGEMENT GOVERNANCE Khosimov Jasurbek Scientific researcher https://doi.org/10.5281/zenodo.17939361 In the current era of rapid development, namely in the 21st century, information technologies and digital transformation have become one of the main driving forces of societal progress. Among them, artificial intelligence (AI) occupies a special place. Artificial intelligence is a set of advanced technologies capable of imitating human cognitive activity, analyzing data, making decisions, and forecasting future outcomes. Today, AI is emerging not only as a key factor in economic sectors but also as a strategic tool in public administration, the development of social infrastructure, and the implementation of sustainable development principles. In the 21st century, information technologies and digital transformation have become one of the primary drivers of social development. Among these, artificial intelligence (AI) holds a distinct position. AI represents a complex of advanced technologies designed to simulate human intellectual functions, analyze information, make decisions, generate forecasts, and perform a wide range of other cognitive tasks. At present, AI is increasingly being utilized not only in economic fields but also in public administration, social infrastructure development, and the practical realization of sustainable development goals, thereby serving as an essential strategic instrument. One of the most significant aspects of artificial intelligence in state development is the digitalization of public services. Through online platforms, AI enables the creation of greater convenience for citizens and business entities while significantly reducing bureaucratic barriers. For instance, Estonia has successfully digitized approximately 99% of its public services. In this regard, important decisions have also been adopted in our country aimed at the development of artificial intelligence, and dedicated programs have been designed. It would not be an exaggeration to state that a major transformation has taken place in this field. Over the past five years, unprecedented initiatives have been implemented, including the training of numerous young specialists abroad to enhance their professional qualifications. At present, programs focused on preparing highly qualified personnel have begun operating effectively. Gradually, these efforts are yielding tangible results, and young professionals are actively disseminating and applying the experience they have gained. In decision-making processes, the analysis of big data through artificial intelligence significantly improves the accuracy of forecasts related to economic, demographic, and environmental processes. Modern artificial intelligence systems consist of algorithms and software platforms designed to perform various operations based on extensive data repositories, thereby executing tasks that traditionally require human cognition. Furthermore, AI is considered an “intelligent” technology capable of conducting complex analyses, processing large datasets, engaging in logical and consistent reasoning, and generating recommendations. Experts regard artificial intelligence as the foundation of the Fourth Industrial Revolution.
THE VI INTERNATIONAL SCIENTIFIC CONFERENCE “SCIENTIFIC FOUNDATIONS FOR THE USE OF INFORMATION TECHNOLOGIES OF A NEW LEVEL AND MODERN PROBLEMS OF AUTOMATION”, NOVEMBER 20, 2025 Economic efficiency is another critical benefit of AI, as automated systems accelerate production and service delivery processes while optimizing resource utilization and reducing costs. The contribution of artificial intelligence to sustainable development principles is evident in several dimensions. In terms of economic sustainability, AI facilitates the advancement of the digital economy and supports the introduction of innovations in industrial and service sectors. In the social sphere, particularly in education and healthcare, the application of AI leads to improvements in service quality and accessibility. From an environmental perspective, AI plays a crucial role in monitoring the consumption of natural resources and enhancing energy efficiency. In management, artificial intelligence is primarily implemented through the automation of document circulation and financial operations. Strategic planning is enhanced by AI-driven analytical and forecasting tools that support long-term decision-making processes. In addition, AI performs critical functions in ensuring security, particularly in the fields of cybersecurity and data protection. The application of AI-based professional and competency-matching programs in the context of Uzbekistan enables the promotion of employment among individuals engaged in the informal sector, especially job seekers in one-time and temporary labor markets, while also extending social protection coverage. At the initial stage, AI technologies can be introduced through mobile-accessible applications, facilitating the involvement of informal sector workers in daily and seasonal employment opportunities and thereby ensuring sustainable employment. In this context, it is appropriate to offer the following recommendations to the public: Accelerate the implementation of a national artificial intelligence strategy; Strengthen the training and development of qualified human resources in the field; Support projects based on public–private partnerships; Expand and intensify international cooperation. Conclusion. In presenting these conclusions and recommendations, it is essential to emphasize that the introduction of artificial intelligence, software solutions, and information and communication technologies (ICT) into relevant sectors should not be approached superficially. A shallow or poorly planned implementation of AI and digital technologies may lead to several serious negative consequences. First, such projects may fail to deliver the expected outcomes; second, allocated budgetary funds may be used inefficiently; and third, inadequately designed systems that do not meet modern standards may become vulnerable to cyberattacks, posing threats to national security and leading to the illegal leakage of confidential and personal data. Therefore, the implementation of state programs related to artificial intelligence must be organized on a solid scientific and practical basis, with the active involvement of leading domestic and international experts as well as reputable companies in the field. Only under such conditions can the effectiveness of introduced innovations be fully ensured, allowing them to contribute meaningfully to the sustainable development of the country. REFERENCES 1.
