Abstract

Editorial Board will be sent to two anonymous experts, within the specific field of architectural investigation and critique, for a double blind review. The Director of the journal will communicate the result of the reviewers’ evaluations to the authors by electronic mail, to the address used to send the article. The Director will communicate the result of the review (publication without changes; publication with minor corrections; publication with significant corrections; its publication is not advisable), as well as the observations and comments of the reviewers, to the main author. If the manuscript has been accepted with modifications, the authors will have to resubmit a new version of the article, addressing the requirements and suggestions of the external reviewers. The articles with corrections will be sent to Advisory Board for verification of the validity of the modifications made by the author. The authors can also send a letter to the Editorial Board, in which they will indicate the content of the modifications of the article. ETHICS STATEMENT ON PUBLICATION AND BAD PRACTICES PROYECTO, PROGRESO ARQUITECTURA (PPA) makes a commitment to the academic community by ensuring the ethics and quality of its published articles. As a benchmark, our journal uses the Code of Conduct and Good Practices which, for scientific journals, is defined for editors by the PUBLICATION ETHICS COMMITTEE (COPE). Our journal thereby guarantees an appropriate response to the needs of readers and authors, ensuring the quality of the published work, protecting and respecting the content and integrity of the articles. The Editorial Board will publish corrections, clarifications, retractions and apologies when necessary. In compliance with these best practices, PPA has published the arbitration system that is followed for the selection of articles as well as the evaluation criteria to be applied by the anonymous, external peer–reviewers. PPA keeps these criteria current, based solely on the scientific importance, the originality, clarity and relevance of the presented article. Our journal guarantees the confidentiality of the evaluation process at all times: the anonymity of the reviewers and authors; the reviewed content; the reasoned report issued by the reviewers and any other communication issued by the editorial, advisory and scientific boards as required. Equally, the strictest confidentiality applies to possible clarifications, claims or complaints that an author may wish to refer to the journal’s committees or the article reviewers. PROYECTO, PROGRESO ARQUITECTURA (PPA) declares its commitment to the respect and integrity of work already published. For this reason, plagiarism is strictly prohibited and texts that are identified as being plagiarized, or having fraudulent content, will be eliminated or not published in PPA. The journal will act as quickly as possible in such cases. In accepting the terms and conditions expressed by our journal, authors must guarantee that the article and the materials associated with it are original and do not infringe copyright. The authors will also have to warrant that, in the case of joint authorship, there has been full consensus of all authors concerned and that the article has not been submitted to, or previously published in, any other media. PALABRAS CLAVE ciudad histórica; Santiago de Compostela; paisaje urbano; regeneración urbana; memoria SUMMARY Public space is where today’s society faces its most complex challenges. In both historical and contemporary cities, this space plays a crucial role that is increasingly linked to a deep understanding of the environment at various scales. As public spaces undergo constant growth and transformation, they emerge as integral components of urban structures that significantly affect citizens’ quality of life. This article delves into the urban development experience of Santiago de Compostela between 1988 and 1999, beginning with the integration of the Centro Gallego de Arte Contemporáneo in the Bonaval area, designed by the architect Álvaro Siza in collaboration with landscape designer Isabel Aguirre. This exploration involves critical reflection on interaction processes, knowledge acquisition and analysis of the reality in terms of continuity with the place and its history. Through this case study, we investigate the strategies and approaches that enabled a redevelopment model to be formed in this urban context that focused on restructuring peri-urban public spaces in alignment with historical, topographical and environmental temporalities. This focus has enabled an analysis of not only morphological or spatial aspects, but also perceptual, landscape and environmental considerations. In the Italian context, the Gubbio Charter1 of 1960 underscored the significance of the relationship between the historic city and its surrounding environment by advocating for approaches that extend beyond central areas. From a functional standpoint, the new definition of the concept and preservation of historic centres emphasized the need to integrate functional and social rehabilitation, beyond aesthetic and culturalist perspectives. These ideas underpin the Bologna Regulatory Plan (1969-1970) by Giuseppe Campos Venuti and Luigi Cervellati. From urban planning and architectural standpoints, these trends were bolstered by a reevaluation of design methodologies that favoured concepts such as place, pre-existence, memory and meaning. In The Architecture of the City (1966), Aldo Rossi connected typology and urban morphology as a design approach based on the city’s memory. Rossi suggested that “the city itself is the repository of history”. He linked this notion to the physical and material structure of the city, and to the idea of the city as a synthesis of values shared by collective imagination. He asserted “...the city itself is the collective memory of peoples; and as memory is tied to facts and places, the city becomes the locus of collective memory... Thus, the connection between the past and the future lies within the very concept of the city, permeating it, akin to how memory permeates an individual’s life, and in order to manifest, it must shape reality while also being shaped by it2.” In this context, the contributions of Aldo Rossi and Vittorio Gregotti3 had a significant impact on debates within Spain’s new urban culture, emphasizing the need to approach interventions in historic centres through comprehensive methodologies. This approach was reflected in the new generation of urban plans and projects initiated in the late 1980s and 1990s. Italian theories on the culture of the city were assimilated through personal interactions, particularly Rossi’s collaborations with the Barcelona team of architects who founded the magazine 2C. Construcción de la Ciudad (1972), under the direction of Salvador Tarragó4. This collaboration redirected the revisionist approach to the functional city towards principles aimed at restoring the city’s historical morphology. One of the most significant milestones in Rossi’s teaching in Spain was his direction of the First International Seminar on Contemporary Architecture (SIAC)5. This event, held in 1976 in Santiago de Compostela (figure 1), was organized by the Galician Association of Architects. The seminar served as a genuine laboratory of in situ ideas, where architects and students of various nationalities convened to discuss and exchange general criteria and methods concerning the relationship between the Project and the Historic City, particularly in light of the challenges stemming from uncontrolled expansion during the twentieth century. The working groups focused their proposals on several peri-urban areas of the historic city of Santiago, including the convent of Santo Domingo de Bonaval, to tackle the issue of speculative growth and prevent the construction of buildings that disrupted the morphology and scale of the site6. The outcomes of the seminar, which were disseminated through a publication and a documentary film7, advocated for contemporary projects to be grounded in a profound understanding of the processes that have shaped urban morphology throughout history. Such an approach cannot overlook the historical context, which is not only comprehensible from a technical standpoint but also intertwined with the concept of urban history. Thus, a sociological and anthropological dimension is essential. These plans and projects illustrated the need for conservation and intervention in the areas between city centres and their surrounding territories as unified urban planning zones, in line with the notion of the “historic city” supported by Giuseppe Campos Venuti. Campos proposed that planning and heritage protection measures should extend to the contemporary urban development of the nineteenth and twentieth centuries. In turn, these approaches fostered an appreciation of the quality of open spaces between buildings. In Spain, the correlation between public space and the quality of urban life was a fundamental tenet of a democratic vision of the city as res publica, emphasizing the presence and interaction of the community in physical spaces. In this regard, Oriol Bohigas’s contributions that promoted a connection between public space and urban projects were pivotal for the acknowledgement and dissemination of intervention models where the symbiosis between urban regeneration and public spaces was evident. The most notable of these is the widely publicized “Barcelona model”8. Along the same lines, the creation or reintegration of natural elements in old contexts reclaimed for public use is one of the strategies that is used to generate resilient cities9. For this purpose, from its inception as a means of beautifying squares and streets, the inclusion of natural elements and parks emerges as a key element in urban ecosystems that can yield ecological, economic and social benefits. Bonaval Park serves as a prime example of how a public space can have heritage value and, simultaneously, be part of a green infrastructure system that plays a fundamental role in maintaining the ecological balance of the city. Alongside the establishment of new administrative services and facilities mandated by its capital status, the city faced the demographic challenge of its population doubling. Moreover, it needed to address longstanding issues inherited from the previous era, including speculative development in the Ensanche area, a lack of recreational spaces and environmental shortcomings. The challenge was to create a cohesive framework for a new urban culture that harmonized the historical fabric, green spaces and contemporary architectural interventions10. The celebration of the last two Jacobean Years before the end of the millennium, in 1993 and 1999, provided an opportunity to shape the new image of the city through the coherence of the planning that was undertaken11. The “Compostela 93-99” programme aimed to consolidate Santiago’s role as ciudad de encuentro (city of encounters). This was made possible by the establishment and management of the Santiago Consortium, which united national, regional and local administrations in decision-making processes. The strategy outlined in the General Municipal Development Plan of 1989, ratified in 1990, facilitated the integration of the objectives of new urban planning with the preservation of the historic city. Designated a Historic-Artistic Site in 1940 and a UNESCO World Heritage Site in 1985, the city’s restructuring and the articulation of new urban areas, based on the decentralization of functions along communication axes, ensured the conservation of the city’s monumental profile and landscape imprint (figure 2)12. Simultaneously, the 1990 Special Plan for the Protection and Rehabilitation of the Historic City, ultimately ratified in 1997, redefined a harmonious cityscape encompassing both central and peripheral or peri-urban areas. This document, which had a significant international impact13, facilitated harmonization of the historic and contemporary cityscape through a blend of urban and architectural projects primarily commissioned directly and in favour of Galician architects, alongside others of international renown. Notable figures included Julio Cano Lasso, Víctor López Cotelo, Giorgio Grassi, Álvaro Siza and Josef Paul Kleihues14. The comprehensive urban interventions culminated in the creation of a lush, permeable green envelope countering the density of the historic centre. Spaces were used such as Alameda Park, Belvis Park, green areas of the University’s southern campus, the river’s course and Bonaval Park, thereby enhancing environmental quality (figure 3)15. The planning experience concerning Santiago de Compostela’s historical context served as a model to generate urban plans and projects characterized by their multi-scale intervention approach and their emphasis on public space as a venue for social interactions and encounters16. This approach aligns with the concept of critical reconstruction advocated by Josef Paul Kleihues, which involves a rational, precise examination of the existing and planned city to grasp its essence, spatial relations throughout history and prospects17. Kleihues’s analysis of the historical traces of Santiago, spanning from the 1976 SIAC to recent interventions linked to the Special Plan, revolves around three criteria: an assessment of the city’s planimetry as a stratigraphic product of its history and culture, an examination of stereometry based on geometry and built typologies, and an evaluation of physiognomy, focusing on the city’s image18. These three morphological, typological and perceptual parameters form the foundation of interventions in the inherited city. Consequently, the optimal functional integration of parts of the city aims to consolidate, reconfigure and introduce new languages by merging historical heritage with contemporary potential. The resulting concept of the city evolves into a unified urban project at a scale of 1:1000, featuring indicative graphic representations of all planned interventions (figure 4). SANTO DOMINGO DE BONAVAL PARK: THE PLACE AS BUILT LANDSCAPE AND PUBLIC SPACE One of the most emblematic urban spaces in this context is Santo Domingo de Bonaval Park, designed by Álvaro Siza in collaboration with the Galician landscape architect Isabel Aguirre. Constructed between 1990 and 1994, the park aimed to restore the remnants of a deteriorated historical green area, to integrate nature while deeply respecting and caring for the spirit of the place19. The site of the Santo Domingo de Bonaval convent is on the northeastern edge of the historic city. Established in the thirteenth century near one of the city gates (Porta do Camiño) along the French Way, its location outside the city walls allowed for significant development of the complex and its grounds. The complex included spaces for a vegetable garden and an oak plantation (carballeira), enclosed by tall walls that ensured privacy and autonomy for monastic life (figure 5)20. Confiscated in 1836, it became municipal property with various uses over the years, including as military barracks, a school, a fire station and a museum. The historical layout of the convent’s orchard can be observed on the 1907-1908 historical plot before recent modifications (figure 6). In 1912, the convent was declared a National Monument, and due to its strategic location, architect Pons Sorolla (1950-1960) undertook projects to enhance the visual connection and accessibility for pilgrims from the French Way. The definitive abandonment of the site began in the 1960s when it ceased to function as a cemetery. Additionally, in the 1970s, the unfinished Rúa de Valle-Inclán and the La Salle school were constructed, and the boundary walls of the plot were demolished. Consequently, over the span of more than a century, the area has been transformed, with the spaces closest to the monastery converted into residual urban areas designated for truck parking, waste disposal, warehouses and the weekly market21. The site’s recovery began in 1988 with the announcement of a project to create an urban park on the municipal land of the Bonaval orchard and the former municipal cemetery, coupled with the integration of cultural facilities in the Bonaval convent (Museo do Pobo Galego and Panteón de Galegos Ilustres). Simultaneously, Álvaro Siza was tasked with designing the Centro Galego de Arte Contemporánea (CGAC, 1988-1993). The area’s current configuration was p.75 p.76 p.77 p.78 p.79 p.81 M. Therefore, the site should be understood through the lens of temporal and spatial stratigraphy as the culmination of contemporary urban, landscape and architectural interventions that foster dialogue with historical layers and pre-existing developments, facilitating restructuring and urban revitalization efforts, and new visual, physical and functional definitions within the study area (figure 7). The CGAC building stands as a potent embodiment of the capacity of a new public facility to shape dynamics in an environment characterized by a historically unplanned layout22. Situated on a plot that once belonging to the old orchard of the Santo Domingo de Bonaval convent, the building is surrounded by historically significant religious structures and more recent, less distinguished buildings like the La Salle school block. The project successfully reorganizes the area, which is evident in the new alignment introduced by the centre along Calle Valle-Inclán and its relationship, to some extent, with the Colegio de la Salle. Furthermore, the close connection with the garden project is underscored. It defines the creation of new perspectives that enhance the historic urban ensemble and landmarks such as the Santo Domingo convent, and effectively replaces the wall that once obscured this building. The site dictated the composition and orientation of the building volumes, which consist of two intersecting L-shaped geometric pieces at the southern end of the plot, creating a central triangular space that extends vertically23. This arrangement is a result of the irregular topography of the terrain, and results in an asymmetrical composition that softens the initial geometric abstraction to some extent (figure 8). Additionally, the ground floor area, the access to the building, and the terrace serve as channels that connect the building with its surroundings and function as interactive fields24. Álvaro Siza’s architectural approach reflects a consistent, systematic effort to reintegrate natural, spatial, cultural and historical references into his projects, and to carefully integrate new elements within the existing historical context (figure 9)25. The restoration project for Bonaval Park encompasses an area exceeding 35,000 m2, with its landscaping and gardening entrusted to Isabel Aguirre, in close collaboration with Siza. The initial phase of the project is closely tied to the concept of clearing and removing the overgrowth that obscured the historical remnants, which emphasizes the notion of uncovering and tracing a new landscape inspired by tangible historical vestiges. This process was not entirely premeditated but rather evolved in response to the ongoing discovery of the site. These concepts resonate with Siza’s notion of imagining the evidence, which encapsulates the inherent connection between observation, knowledge, the creative process and the logic of transforming a landscape. This approach influences visual and sequential perceptions, topological structures, and the landscape itself as a catalyst for the project (figure 10)26. Siza described this phenomenological approach during his initial visit to the site: “When I beheld the enigmatic staircases and the angled facades of the Santo Domingo convent, adjacent to where I was to erect the Centro de Arte Contemporáneo de Santiago; when I ascended the platforms engulfed in vegetation and enclosed by partially ruined walls; or when I ventured into the cemetery and gazed from the summit of the oak grove upon the rooftops and myriad spires of Santiago, I was primarily struck by a profound self-awareness. It was raining; my shoes, my garments, and my body were drenched; water meandered haphazardly everywhere... We stumbled upon and unearthed granite conduits, remnants of corroded pipes, watercourses, cisterns, long-forgotten steps, and capitals from some bygone convent; we discovered the precise locations for laying foundations and erecting walls, for covering, waterproofing, and piercing apertures to admit light.”27 Now, a certain conceptual relationship can be discerned between Bonaval Park and other works by Siza, such as the project connecting Chiado and the terraços do Carmo in Lisbon (2008-2015). This connection is evident in the establishment of linkages between topographical slopes to create new pedestrian pathways, public spaces and vantage points overlooking the city and its historical architecture. In this regard, architect Remo Dorigati highlighted Siza’s talent for fostering dialogue among elements, refusing to confine them to independent existence but instead joining them through a cohesive route. He pointed to the Boa Vista restaurant as the initial expression of this approach, which draws inspiration from Alvar Aalto28. The park area is divided into three distinct zones—the orchard, the oak grove and the cemetery—connected by a pathway that utilizes ascending platforms to traverse a 35-metre descent in a northeast-southwest direction. Access points to the park facilitate connectivity between parts of the city, creating a cultural landscape that embodies a symbiosis of cultural, natural and environmental values. The new entrance is situated in the lower part of the plot, which is accessible from Rúa de Valle-Inclán via the CGAC (figure 11). A pedestrian bridge in the alley Rúa de Caramoniña links the terraces designed by architect Víctor López Cotelo with the carballeira, which can also be accessed through another gate on Rúa de Teo. Lastly, the cemetery is connected to Rúa de Bonaval through the Porta da Memoria. The pathway through the park, comprised of terraces and ascending ramps, seamlessly blends the concepts of walking and contemplation. Starting from the lower level, adjacent to the CGAC building, the first tier of the Convent gardens adopts a geometric layout, reclaiming old retaining walls, springs and vegetation. Positioned midway up the garden, a terrace serves as the site for Eduardo Chillida’s Corten steel sculpture La Puerta de la Musica. Its arrangement encourages visitors to turn around and appreciate panoramic views of the historic city, where the passage of time is expressed through the evolving landscape as vegetation flourishes—a characteristic echoed throughout the entirety of the park (figure 12). A system of ramps facilitates access to the highest point of the park: A carballeira, an ancient forest of native oak trees now restored through repopulation as part of the landscape project. The toponym “carballeira” alludes p.82 p.83 p.84 p.85 M. Gilda Martino et al. “Espacio público y M. Its layout, characterized by a regular pattern, contrasts with the meandering route that follows the natural contours of the terrain. To further enhance environmental regeneration and accessibility to the Bonaval area, recent efforts were focused on the northern perimeter wall of the park, to complete the restoration of Rúa da Caramoniña. This operation enabled the development of urban orchards and a new residential complex. Designed by architect Víctor López Cotelo (2005-2009), the project maintains the transversal continuity of the green space, with its staggered volumes and landscaped terraces, and addresses the significant topographical variations of the site to extend the park beyond its boundaries. Moreover, through an enclosed bridge-passage, the project creates a transitional space and direct access to the Carballeira. This produces a coherent sequence of private, community and public spaces (figure 13). A stone wall delineates the boundary between the oak forest and the cemetery, which was operational from 1846 to 1960 until it became too small and new cemeteries were constructed. Since then, it has suffered significant degradation due to neglect and groundwater effects. Now, the area has been revitalized with an upper garden featuring a structured, continuous path, which contrasts with the seemingly haphazard arrangement of trees. However, this layout is meticulously calculated to serve as a visual barrier against surrounding buildings while framing vistas of the historic city (figure 14). On the lower level, a narrow, sunken courtyard enclosed by a columbarium recreates an urban space evocative of the afterlife30. The meticulous treatment of existing elements ensures the preservation of funerary architecture, with the replacement of tombstones in the niches with white cladding, transforming and seamlessly integrating this re-conceptualized space for remembrance into the natural environment31. Among the various pre-existing features that surfaced during the project, the canals and fountains that once provided water for convent life were the elements that most significantly influenced the project’s modifications32. These water resources were repurposed by channelling them into an underground reservoir situated beneath the geometric garden. The faint remnants of the discontinuous line of canals leading from the water shaft to the convent garden serve as organic markers of their origin. In the past, water posed stability issues for the terrain, but now it serves as a source for irrigating the park. It is essential to underscore Isabel Aguirre’s role as co-author of the park project, particularly in its landscape dimension. She contributed to designing specific aspects of nature recreation, such as garden layouts, the selection of plant and tree species, and the utilization of the garden itself as an urban heritage space. This aspect is closely tied to the initiatives undertaken by Santiago City Council since 2015, aimed at re-naturalizing the city33. Within this framework, the Bonaval area has been the focal point of several strategic interventions, including establishing connections with the adjacent Almáciga Park and restricting vehicular traffic on Rúa Teo. However, formulation of the most ambitious strategic proposal has yet to materialize. This proposal could entail a project to restore the historic canals to supply and integrate the hydraulic irrigation systems of Bonaval Park and the nearby Belvís Park. Such an undertaking would involve recovery of archaeological remains and reconstruction of the hydraulic infrastructure based on historical plans. Following these interventions, Bonaval Park is now an integral component of the historic urban landscape of Santiago de Compostela. It is aligned with reflections such as those of Vittorio Gregotti on the architecture of the city. Gregotti emphasized the city’s architecture as a crucial element in constructing the urban landscape through its morphological alterations and its visual representation: “For an architect, the anthropogeographic landscape is an element (through transformation or imbued with meaning) of the context with which it is inevitable and necessary to establish a profound material relationship, even an unconscious part of the project34.” Furthermore, from the park’s perspective, the contentious relationship of public space emerges as both an aesthetic element and a social catalyst (figure 15)35. FINAL ASSESSMENTS The Santo Domingo de Bonaval Park project serves as an exemplary model of urban policies implemented in cities with historic centres of significant heritage value. Promoting peri-urban redevelopment processes that enhance the connection between the historic centre and the surrounding city, both physically and conceptually, enhances the quality of interstitial spaces for public use. Moreover, it underscores the relationship between the built environment, environmental sustainability and cultural spaces, fostering continuity between the city and its surrounding territory. In 1976, SIAC, the working group for the Santo Domingo de Bonaval area, coordinated by Carlos Martí Arís and Salvador Tarragó, supported a proposal that respected the urban morphology defined by the grand monumental religious structures and the linear settlements extending from the historic city into the countryside, many of which were encompassed within the “rueiros”. The discussion revolved around the reconversion of the central nucleus of the area into an open public space, which was later proposed as an intervention on the northern edge to enhance the panoramic views from the hillside. However, despite the evident contextualist approach, the proposal leaned more towards typological considerations, suggesting the insertion of built elements to address the uneven terrain. This approach allowed for the contemplation of more radical modifications to the surroundings, whether from a physical, visual or heritage standpoint. Examples include the perforation of the apse of the church of Bonaval to create a passageway connecting the Panteón de Galegos Ilustres with the upper part of the old cemetery (see figure 1), and the use of Andrade’s helical staircase as a connecting point with a long triangular beam-bridge for accessing the upper part of the old cemetery. This bridge traverses the roof of the convent’s courtyard and spans the lengthy central avenue. The underlying rationale p.86 p.87 p.88 p.89 M. These interventions were rooted in new landscape and heritage concepts, emphasizing the dialogue between contemporary architecture and historical contexts. In summary, they were more aligned with these ideas than the proposals put forth in 1976. A second reflection is that Álvaro Siza and Isabel Aguirre’s projects for Bonaval Park are firmly situated within the parameters of the hedonism of the postmodern city36. According to Borja and Muxí, the quality of public space can be assessed by the intensity and quality of the social interactions it fosters, its ability to bring together diverse groups and behaviours, and its capacity to stimulate symbolic identification, expression and cultural integration37. Bonaval Park stands as a highly esteemed public space that is gradually being embraced by tourists and residents alike. However, its utilization is constrained by operating hours, which limits opportunities for other strategies of management and citizen engagement. Strengthening such strategies could potentially conflict with the essence and preservation of the park in its aesthetic and contemplative state. Aymonino. In addition to Salvador Tarragó, among the Spaniards César Portela, Manuel Gallego and others played significant roles. 6 The proposal for the area surrounding the convent of Santo Domingo de Bonaval, spearheaded by Carlos Martí Arís and Salvador Tarragó, was centred precisely on the imperative of preserving the historical structure of the urban fabric. It underscored the significance of the public open space within the central nucleus of the area, both in its visual appearance and its symbolic meaning. The proposal advocated for the repurposing of disused monumental buildings as new public facilities, to foster a connection between the convent of Santo Domingo and an extension of the Museo do Pobo Galego (Museum of the Galician People). Additionally, it suggested the creation of a new residential typology along Rúa de Teo. 7 SIAC. I Seminario Internacional de Arquitectura en Compostela [online]. Directed by Lorenzo Soler. This alone is enough to evoke joy and the desire to play in children. The cemetery grounds are marvellous and evocative, inviting one to stroll and explore. It could have continued its function because the concept of death should not evoke such drama or negativity; it is simply part of our existential reality. In essence, there are several wonderful aspects to this place, whose significance and capacity for inspiration transcend the limitations of their intended function.” SIZA, Álvaro, op cit. supra, note 23, pp. 15-16. 32 AGUIRRE DE URCOLA, Isabel.
