By ocusing on human capi al heo ies (3), which s ess he ele ance o bo h comp ehensi e and cohe en human esou ce de elopmen o he economic and social p ospe i y o pos -indus ial in o ma ion socie ies, educa ion (policy) has inc easingly become an in eg al pa o economic and social policy. “High Quali y Educa ion and T aining” has become a powe ul lei mo i (4), in discussions abou a “Eu ope o Knowledge” (c . Eu opean Commission 1997). Such educa ion and aining has o be a li elong p o ision co e ing all componen s in he b oad spec um o human capabili ies (5). High quali y educa ion and aining a e hus ega ded as being indispensable •in es ablishing a “Eu ope o Knowledge”, •in ans o ming Eu opean socie ies in o dynamic lea ning socie ies, •in assis ing he p ocess o Eu opean in eg a ion o •economic p ospe i y and •social cohesion. 2. The aim was • o p o ide an e alua ion o he cu en s a e o eache educa ion in he Membe S a es o he Eu opean Economic A ea and • o de elop app op ia e pe spec i es o enable eache educa ion o mee changes and new challenges (10). The ounda ion o he Thema ic Ne wo k on Teache Educa ion in Eu ope (TNTEE) wi hin he Thema ic Ne wo k P ojec ini ia i e o he Eu opean Commission (DG XXII, ac ion scheme SOCRATES) in 1996 had close pa allels o he Sigma p ojec (11). F om he e y beginning TNTEE has aimed a • he cohe en in eg a ion o • esea ch-based knowledge o high quali y eache educa ion wi h • he many ich expe iences o hose conce ned wi h and in ol ed in eache educa ion ( he p o essional communi y). The aim is o aise bo h he p oblem-awa eness and he p oblem-sol ing capaci y wi hin eache educa ion in o de o con ibu e o high quali y eache educa ion leading o high quali y educa ion and aining. This has been a emp ed h ough adop ing a ne wo king s a egy on a Eu opean-wide scale. Since 1996 TNTEE has become a mee ing place o •app oxima ely 300 ins i u ions o eache educa ion, • housands o eache educa o s, •impo an p o essional as well as esea ch o ganisa ions and associa ions (e.g. B i ish Educa ion Resea ch Associa ion, Deu sche Gesellscha ü E ziehungswissenscha en), •decision make s and • eache s all o e Eu ope, and hus •con ibu ed o de elop a cohe en oice o eache educa ion.
