In Chap e 2, he empi ical analyses o obse a ional da a shed ligh on he impac o co - up ins i u ional en i onmen s on mig a ion decisions as well as on he e e se link ha is he impac o immig a ion on des ina ion coun y’s co up ion le els. In he pape by Di- man , K iege & Meie ieks (2013) discussed in Chap e 2.1, we shed ligh on he ole o co - up ion in igge ing emig a ion lows om co up ion- idden coun ies. We examine he in- luence o co up ion on mig a ion o 111 coun ies be ween 1985 and 2000. Robus e i- dence indica es ha co up ion is among he push ac o s o mig a ion, especially ueling 16 S ill, o a long ime, co up ion was mainly a esea ch opic in he ields o poli ical, sociological, his o ical and c iminal law esea ch. In he 1960s and 1970s, gene al app oaches o assessing he mechanism o co up ion c ea ed an ambiguous pic u e o i s o e all e ec s. Due o a lack o eliable da a and me hodological issues, economic esea ch emained la gely silen (My dal, 2011). A ha ime, con lic ing in e es s be ween poli icians and esea che s we e p e en ing co up ion esea ch om ad ancing. Fo example, ying o ecei e a isa o a possibly co up ion- idden coun y was almos impossible a ha ime i he ip’s pu pose—a co up ion s udy—was men ioned (Nye, 1967). On op o ha , esea ch on co up ion had su e ed om disag eemen on a o mal de ini ion and he con ex dependency o an ac , which may all unde he de ini ion o co up ion in one coun y bu no in ano he . The a ional choice, whe he o no o succumb o co up beha io , is based on a decision p ocess in which indi iduals y o maximize hei u ili y. This is done by weighing expec ed bene i s agains expec ed cos s o de ian beha io , including oppo uni y cos s and he isk o being caugh o punished. One can use his gene al app oach o unde s and a subse o c iminal beha io , namely co up ion, by shedding ligh on he decision making p ocess o bo h he b ibe and he b ibee. On one side, he exis ing li e a u e sugges s ha mig a ion could be he esul o a posi i e se- lec ion. Fo example, highly skilled people migh lea e hei home coun ies as hey expec hei indi idual li ing condi ions o imp o e. On he con a y, howe e , poo socioeconomic condi ions ypically cons i u e push ac o s o mig a ion, no only o a small posi i e selec- ion o hones people bu also o he co up ible a e age indi idual.
